About this file
This is a Statement of Work (SOW) for a Gas Line Distribution and Exhaust Safety Upgrade project at the Air Force Institute of Technology (AFIT) in Building 640, Lab 275, dated 9 September 2026.
The project requires comprehensive design, demolition, and installation of a complete gas delivery and exhaust system for Lab 640/275 to safely control explosive gases and manage venting and exhaust. The contractor must conduct an on-site survey and design a system compliant with all applicable safety, design, and construction regulations, coordinating with Wright-Patterson Air Force Base (WPAFB) Civil Engineering and Fire departments. Key design requirements include five emergency-stop buttons with electrically-initiated, gas-actuated valves positioned at the tank farm, lab exits, whisper room, and COAL control station; all buttons must actuate all lines simultaneously. The system requires four Swagelok certified safety/distribution/venting panels (PN: CONCEPT DRAWING 6.3-F34 REV 2.0) with appropriate power circuit components and relays, including one future expansion relay and one master reset relay. Gas delivery must utilize 1/4" stainless steel seamless tubing (or copper for oxygen lines) connected by Swagelok compression fittings, with fuel and oxidizer lines physically separated and routed out of easy reach. The system must accommodate twelve gas supply lines total: five fuels (Ethylene, Propane Vapor, Hydrogen, Carbon Monoxide, and two future expansion lines) and six oxidizers (Oxygen, Carbon Dioxide, Nitrous Oxide, Argon, Nitrogen, Helium), plus two additional lines for the Whisper Room. Attachment 1 specifies gas pressures and flowrates for each gas type.
The exhaust system must include a main 16-inch COAL rig exhaust with high-temperature compliant ducting matching current capabilities, new Whisper Room exhaust with roof-mounted fans and in-line fans (max 3,859 cfm @ 95 sp, max 200°F), and auxiliary front table exhaust tied into the Whisper Room stack. All venting must comply with safety best practices regarding placement and distance from buildings and fresh air intakes, with exhaust vents meeting ASME and OSHA high-temperature certification standards. Demolition activities include removal of existing gas supply lines, support materials, and exhaust ducting from multiple areas with proper wall intrusion sealing and roof vent capping. Installation requires construction of weather-resistant frameworks for external and internal Swagelok panel mounting, full functional testing to 150% of rated capacity for each line, and Swagelok coordination for custom panel testing. The contractor must provide two hours of training, user manuals, operating manuals, and maintenance interval documentation prior to system acceptance. Delivery is required 18 weeks after contract approval to AFIT at WPAFB, Ohio (DoDAAC: F4F5AV), with all shipping costs and insurance included in the contractor's proposal. All products must be manufactured in qualifying countries per DFARS 225.872. Payment is 100% upon delivery after final inspection and acceptance, with invoices submitted via Wide Area Workflow (WAWF). A one-year warranty covering all components except wear and consumable items is required.

Statement of Work
9 September 2026
ENY Coal Lab Gas Line Distribution and Exhaust Safety Upgrade
I. Background:
AFIT does not have a complete system for safely controlling the flow of gases into lab 640/275, venting the gas lines in the event of an emergency, nor is the exhaust rated or matched in capacity for research projects. Due to the explosive nature of the gases in use, it is important to design safety features integrated into the delivery system and then match the expected exhaust volumes, and balance them with the CE values for air conditioning at the building level of the system.

SHIP TO DoDAAC: F4F5AV
POC:
V. Lead Time:
The contractor shall deliver ordered systems 18 weeks after contract approval.
VI. Delivery Procedures – Commercial Vehicles:
a. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 26A located off State Route 235.
b. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to theentry controller at the next point of installation entry. This reentry can be through any base gate.
c. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
VII. Warranty:
The installer must include a 1-year warranty to include all components except wear or consumable items.
VIII. Invoice and Payment:
100% payment after delivery. The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance have been made.
A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line- item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
