About this file

This is a Questions and Answers (Q&A) document for an AFIT COAL (Combustion and Oxidation Analysis Laboratory) contract opportunity. The document addresses 16 clarifying questions from prospective bidders regarding technical requirements, design specifications, and contract terms.

Key technical clarifications include: automatic duct dampeners are not required (manual dampers suffice); the high-temperature certification design temperature reflects the maximum temperature of the most restrictive components currently installed; data collection ports in both the main COAL exhaust and Whisper Room stack are not required; the Whisper Room requires fan triggering capability (either in-line or roof-mounted) with exhaust capacity of at least 122 cfm @ 0.125" sp, rated up to 300°F; peripheral ductwork on the main COAL rig is 4" (not 6"); the main COAL rig exhaust temperature is up to 1000°F; and a singular rooftop exhaust unit for the Whisper Room is acceptable if specifications are met. The auxiliary front table exhaust should tie into the Whisper Room exhaust stack using similar connection and damper configuration as the peripheral COAL exhaust connection. Testing to 150% rated capacity is not required for certificated/warranted off-the-shelf components, though coordination with Swagelok for function testing custom safety panels is mandatory. The solicitation due date has been updated to 18 September 2026 at 12:00 PM EDT, and delivery requirements have been changed to no later than 1 February 2027 to accommodate an 11-week Swagelok panel lead time plus 2-3 weeks for design approval and 4-6 weeks for demolition and installation. Payment will be processed promptly upon invoice submission following delivery and acceptance, with no progress billing provided.

AFIT COAL Q&A Document

Q1: Is the bidding date & time remaining the same?

A: We are updating the date & time to 18 September 2026 at 12:00 PM EDT.

Q2: Can you provide a copy of the following: Bidders/ planholders list? Solicitation amendment?

A: To follow competition guidelines, we are unable to disclose interested bidders. The amendment only updated the due date for the quotes. The solicitation in SAM.gov is currently the most up-to-date copy. If you still would like the amendment with the summary of changes, let us know and we can send it you.

Q3: Are automatic duct dampeners required?

A: No- Sow was changed to reflect manual dampers.

Q4: What will be the design temp for “HIGH TEMPERATURE” certification?

A: SOW was changed to reflect max temp for the most restrictive components currently installed.

Q5: Are the ports for data collection in the main COAL exhaust required?

A: No- SOW was changed to delete this requirement.

Q6: For the manual damper for the peripheral 4” COAL exhaust: Would placement that is accessible by ladder or step-stool suffice?

A: It will be a technical consideration during competition evaluation.

Q7: Are the ports for data collection in the Whisper Room stack required?

A: No- SOW was changed to delete this requirement.

Q8: Does the Whisper Room need an in-line fan controller, or would a roof top unit suffice?

A: The Whisper Room requires the capability to trigger the fan unit, whether in-line or roof mounted, due to the design of the experiment. The fan unit does not need to be in line, just have an exhaust capacity equal to or greater than122 cfm @ 0.125” sp, and rated up to 300 deg F

Q9: For the Aux front table exhaust, did you mean 4” similar capacity exhaust to tie into the Whisper Room exhaust stack?

A: Yes. The current exhaust duct from the front table should tie into the Whisper room exhaust stack in the same fashion that the peripheral COAL exhaust ties into the main COAL exhaust stack. Similar connection, similar damper configuration.

Q10: For the peripheral ductwork on the main COAL rig, did you mean 4” ductwork?

A: Yes. The SOW was updated to reflect 4” ductwork on the front table and the peripheral COAL frame and to remove the 6” duct fans.

Q11: For the demolishing of the ducting/fan, did you mean peripheral 4”?

A: Yes. The SOW was updated to reflect 4” ductwork on the front table and the peripheral COAL frame and to remove the 6” duct fans.

Q12: What will be the temperature for the Main COAL rig exhaust?

A: Up to 1000 deg F.

Q13: For the Whisper Room exhaust vent ducting: Will a singular roof top unit suffice?

A: Yes, if the cfm and temperature rating are within the specified parameters.

Q14: For the testing to 150% of the rated capacity: We can only test pressure regulators to their max capacity, is that okay?

A: Testing is not required for certificated/waranted OTS components. Coordination with Swagelok for function testing the custom safety panels will be required, and the SOW updated to reflect that.

Q15: Note that the Swagelok panels have an 11 week lead time. These would not be ordered until the design is approved by AFIT/ENY and CE. We anticipate design taking 2-3 weeks after award. Demo and Install should be 4-6 weeks. Can we change the 18 weeks to after approval of design by AFIT/ENY and CE?

A: AFIT/ENY has no objection to changing the delivery requirements to NLT 1 Feb 2027.

We also clarified in the SOW that the demo period must be coordinated to minimize downtime, as the Whisper Room is currently in use.

Q16: Will payment be immediately after with reasonable processing time? Since we are not progress billing, it will be important to receive payment promptly upon delivery and acceptance.

A: Yes, after submitting invoice after delivery, acceptance and payment should happen promptly.
