About this file
This is a Question and Answer Document for a federal contract opportunity issued by the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, dated 22 September 2026. The document addresses vendor inquiries regarding contract terms and technical specifications.
The document clarifies three key areas: payment terms, equipment specifications, and sample stage requirements. The contract will be awarded as a Firm-Fixed-Price (FFP) contract with payment terms requiring 100% payment upon complete delivery and Government inspection and acceptance. The Government will not authorize advance payments, milestone disbursements, or alternative payment structures, including the requested 30% advance receipt of order (ARO). Vendors must structure their pricing and schedules accordingly. Regarding technical specifications, the Government confirmed that photographs of the Zeiss Crossbeam 350 showing EDS and EBSD detector positions are available upon email request to the points of contact. Additionally, the bid requirements mandate that vendors provide a sample stage with both heating and cooling capabilities operating within the specified temperature range of -185 degrees Celsius to 200 degrees Celsius, rather than only ensuring detector compatibility with that temperature range.

Question and Answer Document
CONTRACTING ACTIVITY/AGENCY: Operational Contracting Division, Directorate of Contracting, Air Force Life Cycle Management Center (AFLCMC), Air Force Material Command (AFMC), Department of the Air Force.
AFLCMC/PZIBB
2275 D Street, Area B, Bldg. 16 Room 150 Wright-Patterson AFB, OH 45433
Question: I notice the payment terms are 100% on delivery. Especially for a purchase of this size, we always request a milestone payment of 30% ARO to offset the cost of materials. Is this something AFIT could agree to? If not, is there an alternative milestone payment structure you would prefer?
Answer: This requirement will be awarded as a Firm-Fixed-Price (FFP) contract. As stated in the solicitation, the Government's terms require payment to be issued upon 100% complete delivery and Government inspection and acceptance.
AFIT cannot agree to advance payments or milestone disbursements (including the requested 30% ARO), and no alternative milestone payment structures are authorized at this time for this action.
Please ensure your proposal reflects pricing and schedule under the 100% payment-on-delivery terms outlined in the solicitation.
Question: Would it be possible to get pictures of the Zeiss Crossbeam 350 so that we can see exactly where the EDS and EBSD detectors are positioned?
Answer: Yes. Due to file size send an email request to the point of contacts listed to request access to the zipfile.
Question: The SOW states:" Temperature control necessary to achieve the stated resolution should be included, with an estimated minimum temperature of -185 degrees Celsius. The capability for heating is highly desired, up to an estimated 200 degrees Celsius."

Could you please clarify which of the following interpretations is correct?
1. The bid requires the CL detector to be compatible with temperatures ranging from - 185°C to 200°C, but the vendor is not required to provide a sample temperature control system / stage.
2. The bid requires the vendor to also provide a sample stage with heating and cooling capabilities.
Answer: The bid requires the vendor to also provide a sample stage with heating and cooling capabilities.
