About this file
This is a Questions and Answers document issued by the Air Force Life Cycle Management Center (AFLCMC) on 20 August 2026 in response to inquiries regarding Combined Synopsis/Solicitation FA8601-26-Q-0119 for the National Museum of the United States Air Force (NMUSAF) Artwork Packaging, Transportation, and Delivery.
The contract involves packaging, transporting, and delivering 992 artworks (503 framed pieces and 489 unframed works) with a total collection value of $2,481,500 from Building 1301 at Joint Base Andrews-Naval Air Facility Washington (JBAB) to NMUSAF at Wright-Patterson Air Force Base (WPAFB). Key requirements include: soft wrapping is acceptable with groups placed in hard-side containers; archival materials are required only where they contact artwork, with common materials acceptable elsewhere; unglazed works require Glassine paper only where abrasion risk exists; safely bundling unframed works with dividers is acceptable; flat files may be transported as long as contents remain protected from vibration and shifting; and packaged artwork will be placed into 40-foot conex/reefer storage containers without unwrapping. Packaging and pickup at JBAB must be completed by 30 September 2026, with all 992 artworks delivered to WPAFB no later than 30 calendar days following contract award. Delivery may be phased. The contractor must maintain sufficient insurance covering the $2,481,500 collection value and provide written acknowledgment. No dedicated nonstop transportation, GPS tracking, security escorts, or environmental monitoring is required. The prime contractor must demonstrate three successful fine-art handling contracts; subcontractor experience does not satisfy this requirement. Payment terms follow standard federal regulations—100% upon successful completion, acceptance, and invoice submission on Net 30 terms; advance deposits are prohibited. Base access requires pre-registration at least three days prior, valid identification (REAL ID-compliant for U.S. citizens or Green Card for non-U.S. citizens), visitor center vetting, and truck searches at designated gates.

SUBJECT: Response to Inquiries regarding Combined Synopsis/Solicitation
FA8601-26-Q-0119, NMUSAF Artwork Packaging, Transportation, Delivery
QUESTIONS AND ANSWERS
1. QUESTION: Is an itemized inventory available with dimensions, weights, individual values, artwork type, and photographs.
ANSWER: See attached Artwork Medium and Dimensions excel file. A final list with individual values can be provided after the contract.
2. QUESTION: Of the 503 framed pieces, how many are under glass or acrylic?
ANSWER: Undetermined, rule of thumb is that if it is a work of art on paper, it will be glazed.
3. QUESTION: Are any pieces oversized, unusually heavy, fragile, wet, unstable, or significantly mold-damaged?
ANSWER: See dimensions in the attached Artwork Medium and Dimensions excel file. Some pieces are large, unframed canvases or art on board but all were easily handled during the inventory. There is one unstable piece, it is already wrapped in plastic and in a box. Many pieces have visible mold damage.
4. QUESTION: Is soft wrapping acceptable, or are custom crates, travel frames, pallets, or rigid containers required?
ANSWER: Individual soft wrapping is acceptable, though groups of items should be placed in some sort of hard side container for transport.
5. QUESTION: Must all packing and crating be completed onsite, or may wrapped items be transported to an offsite crating facility?
ANSWER: Either crating on site or transporting to another facility is acceptable.
6. QUESTION: What temperature and relative-humidity ranges must be maintained? Is continuous environmental monitoring required?
ANSWER: No
7. QUESTION: Are loading docks, freight elevators, liftgates, forklifts, or other handling equipment available at the pickup and delivery locations?
ANSWER: There is a loading dock at Building 1301 at the same level as the artwork storage room. It is about 60ft from the door to the storage room. There will not be a loading dock or other materials to get the artwork off trucks at NMUSAF.
8. QUESTION: What are the dimensions, openings, and weight limits of the destination storage containers?
ANSWER: 40ft conex/reffer containers. We are still working that contract so specific dimensions are not yet available.
9. QUESTION: Is dedicated, nonstop transportation required, and are GPS tracking, two drivers, security escorts, or chain-of-custody documentation required?
ANSWER: No, all that is required is that the art that leaves Building 1301 arrives at NMUSAF without stress or temperature fluctuations.
10. QUESTION: What specific fine-art insurance coverage and endorsements are required for the stated total collection value of $2,481,500?
ANSWER: Written acknowledgment that the vendor carries sufficient insurance to offset any damage or loss of artwork ($2,481,500 in total value) will be considered acceptable proof of insurance.
11. QUESTION: Is an onsite walkthrough or pre-quote inspection available?
ANSWER: A site visit was held on Thursday, 13 August 2026, as detailed in the solicitation posted to SAM.gov.
12. QUESTION: If the prime contractor uses a subcontractor with extensive fine-art handling experience, may the subcontractor’s relevant past performance be considered in meeting the evaluation criteria, or is the requirement that the prime contractor itself possess the three referenced contracts?
ANSWER: As the prime contractor is ultimately responsible for the work completed, the prime contractor’s past experience must show three successful contracts.
13. QUESTION: Is an inventory available showing the dimensions and, if available, approximate weights of the 992 artworks?
ANSWER: See attached Artwork Medium and Dimensions excel file.
14. QUESTION: If individual dimensions are not available, could the Government provide approximate size ranges (e.g., minimum, average, and maximum dimensions) by artwork category?
ANSWER: See attached Artwork Medium and Dimensions excel file.
15. QUESTION: For the five (5) freestanding sculptures, could the Government provide their approximate dimensions and weights, particularly if any require specialized handling or lifting equipment?
ANSWER: See attached Artwork Medium and Dimensions excel file. While we do not have weights for these pieces, each can be lifted by one person. An estimated weight for each of these sculptures is under 20 pounds.
16. QUESTION: Are there any oversized, unusually heavy, fragile, or otherwise specialized pieces among the collection that contractors should account for when preparing their quota. See
ANSWER: See dimensions in the attached Artwork Medium and Dimensions excel file. Some pieces are large, unframed canvases or art on board but all were easily handled during the inventory. There is one unstable piece, it is already wrapped in plastic and in a box. Many pieces have visible mold damage.
17. QUESTION: Unglazed works are to be wrapped and protected with Glassine. Does that include framed items where wrapping materials can be kept from contacting art?
ANSWER: Glassine paper is only necessary for pieces where there may be abrasion from the wrappings on the piece.
18. QUESTION: Should all materials be of archival standards or can common papers, cardboard, and plastic wrap be used where applicable?
ANSWER: The materials should be archival where they would make contact with the artwork.
Common papers, cardboard, and plastic wrap can be used where it does not directly contact the artwork.
19. QUESTION: Many of the unframed works can be safely bundled with glassine dividers. Is this acceptable or should all be fully and individually wrapped?
ANSWER: Safely bundling with dividers is acceptable.
20. QUESTION: Are the flat files containing unframed art to be left at JBAB or will they transfer to WPAFB? If transferring, can they be used as storage for unframed works, while in transit?
ANSWER: They are not slated to move to W-P. There is no prohibition to moving them. It is acceptable to use them as transport as long as the pieces are protected from vibration and shifting during transit.
21. QUESTION: One crate containing a wrapped globe is in art storage. Is that included in the works for transfer?
ANSWER: The globe is not part of this contract move.
22. QUESTION: To ensure sufficient workspace, can wrapped and packaged art be stored in other areas of the building before loading onto trailer?
ANSWER: No, the rest of the building is not secure.
23. QUESTION: Expanding on the previous question, can climate-controlled trailer be left overnight in loading dock and used as storage? If so, will power connections be available for climate control?
ANSWER: This will depend on the type of power connection required and what is available at the bldg.
24. QUESTION: Upon arrival at WPAFB, will artwork require unwrapping or will it be placed in storage containers, as is?
ANSWER: The packaged artwork will be placed in storage containers “as is”. Per the PWS, the contractor shall place the packaged artwork into designated storage containers and the contractor shall ensure that the exact placement of all items is executed in close consultation and coordination with the Contracting Officer's Representative (COR).
25. QUESTION: How far from the loading dock is the art storage location and what, if any, equipment (carts, dollies, etc.) will be available to facilitate final transfer to containers.
ANSWER (CORRECTED ON 20 AUGUST 2026): There is a mobile, outdoor, loading dock, that will be positioned near the storage containers, at NMUSAF. Flat carts can be made available.
26. QUESTION: What are the preferred start and target completion dates?
ANSWER: Delivery shall be coordinated with Contracting Officer's Representative (COR) to ensure storage containers are ready to receive the packaged artwork and may begin on or around 28 September 2026. The storage container contract is in process, so exact timing for delivery is not yet known. Per the PWS, the requirement is that packaging and pickup at JBAB shall be completed no later than 30 September 2026. The package, pickup, transport, unloading, and completed delivery of all 992 artworks to WPAFB shall be completed no later than 30 calendar days following contract award.
27. QUESTION: Can project completion be performed in phases or is a single delivery and drop off day preferred?
ANSWER: Delivery can be phased.
28. QUESTION: Upon acceptance of proposal, [vendor] requires a 50% deposit to begin work. The remainder is due upon completion. A vendor payment packet is required to begin the billing process
ANSWER: Under standard Federal contracting regulations and statutory law (including 31 U.S.C.
§ 3324), the U.S. Government is generally prohibited from making advance payments or providing upfront deposits prior to the delivery and acceptance of goods or services. Instead, payment is to be made in full (100%) after the work is successfully completed, accepted by the Government, and a proper invoice is submitted. Payments are typically processed on standard Net 30 terms following the receipt of a valid invoice.
29. QUESTION: Artwork Staging and Transportation: Does the contract require artwork packed each day to be removed from JBAB that same day to our warehouse, or may packed artwork remain securely staged on site until sufficient quantity is accumulated for a consolidated tractor-trailer shipment to WPAFB?
ANSWER: There is no requirement that the artwork be removed the same day it is packed. The artwork must remain securely staged.
30. QUESTION: Definition of Padding: The solicitation references “padding” of the artwork. Please clarify the required type and standard of padding. Should the contractor assume bubble wrap or similar protective wrapping is acceptable, or are specific materials or packing methods required?
ANSWER: The materials should be archival where they would make contact with the artwork.
Common papers, cardboard, and plastic wrap can be used where it does not directly contact the artwork. Bubble wrap is acceptable as long as it does not make contact with the art.
31. QUESTION: Offloading and Inventory at WPAFB: Will Government personnel be available at WPAFB to assist with offloading and inventory verification? Please clarify the contractor’s responsibilities upon arrival and whether bidders should assume a full day at WPAFB for offloading, inventory, and acceptance activities.
ANSWER: Government personnel will be on site; they will assist with logistics and inventory verification. Government personnel will not assist with offloading of trucks.
32. QUESTION: Packing Work Areas at JBAB: May artwork packing activities be performed in the hallways or other areas immediately outside the designated storage rooms, provided that required access and egress are maintained, or must all packing activities occur within the storage rooms?
ANSWER: Work can be accomplished in the area immediately outside the storage room and hallway but it should be remembered that the building is used by many organizations that require access to and through the hallways, restrooms, and loading docks. Safe egress must be maintained.
33. QUESTION: Installation Access and Vehicle Restrictions: Please provide the applicable security, access, and entry/exit requirements for contractor personnel and vehicles at both JBAB and WPAFB, including any advance badging, background check, escort, vehicle inspection, or documentation requirements. Please also identify any vehicle size, tractor-trailer, height, weight, loading dock, or other access restrictions.
ANSWER:
JBAB: All contract personnel will work with COR to preregister for base access at least 3 days prior to first visit to base. All contract personnel must be US citizen with REAL ID complaint identification or a non-US citizen with REAL ID compliant Green Card. All contract personnel will go to visitor center for vetting at first visit to base for contract. All trucks will enter and be search at South Gate each time they enter the base. For most up to date entry information and gate times see https://www.jbab.jb.mil/About/Visitors-Base-Access/ . There is a standard height non-adjustable loading dock at Bldg 1301.
WPAFB: All trucks will be searched at Gate 26A. For the most up to date entry information and gate times see https://www.wpafb.af.mil/Gate-Information/ Once searched and sealed, the trucks will proceed to NMUSAF on the publicly accessible portion of the base. There is a mobile, outdoor, loading dock, that will be positioned near the storage containers, at NMUSAF.
