About this file

This is a Performance Work Statement (PWS) for artwork packaging, transportation, and delivery services issued by the National Museum of the United States Air Force (NMUSAF) dated August 3, 2026.

The contractor must provide professional fine art handling, packaging, climate-controlled transportation, and safe delivery of 992 pieces of artwork from Joint Base Anacostia-Bolling (JBAB) in Washington, DC to Wright Patterson Air Force Base (WPAFB) in Ohio. The collection comprises 443 unframed pieces, 503 framed pieces, 40 stretched and unframed pieces, 1 unframed and unstretched piece, and 5 freestanding sculptures. Critical to this requirement is that the artwork currently has mold damage requiring immediate remediation. The contractor must wrap and pad all pieces in removable packing materials, using glassine paper between unglazed artwork and coverings, clearly label all packages, group similar artwork types together, and coordinate exact placement of items with the Contracting Officer's Representative (COR). Work shall be performed during normal duty hours (0730-1630), Monday through Friday, excluding federal holidays. The packaging and pickup phase must be completed by September 30, 2026, with full transport, unloading, and delivery to WPAFB completed within 30 calendar days of contract award.

Deliverables include a complete inventory manifest prior to departure and delivery documentation confirming safe arrival of all 992 artworks, both submitted via email or USB drive to the COR. The contractor must provide proof of insurance covering $2,481,500 in total artwork value and demonstrate past performance through three contract references with verifiable points of contact. Additional requirements include obtaining base identification and vehicle passes for personnel, compliance with Air Force health and safety standards, emergency mass notification system enrollment, and adherence to ozone-depleting substance elimination policies.
