About this file
This is an excerpt from a Statement of Work (SOW) outlining General and Administrative Requirements for a Department of the Air Force contract. The document establishes administrative protocols and compliance expectations for contractor operations.
The SOW designates Col(s) Paul W. Tinker, Deputy Director of the Acquisition Excellence & Program Execution Directorate at Wright-Patterson Air Force Base, as the Ombudsman to address contractor concerns, with instructions that contractors must first escalate issues to the Contracting Officer before contacting the Ombudsman. The contractor must immediately notify the Contracting Officer and local Information Protection Office/Security Manager of any government security activities affecting contract performance and promptly report security incidents or information compromises. Regarding Organizational Conflicts of Interest (OCI), the contractor must maintain personnel, subcontractors, and operations free from actual or potential conflicts, immediately notifying the Contracting Officer in writing of any discovered conflicts with proposed mitigation plans, which the contractor must strictly adhere to throughout contract performance. Additional requirements include compliance with all applicable local, state, and federal health and safety regulations while working on Air Force installations, with immediate reporting of accidents, injuries, or hazards to the Contracting Officer and local Safety Office. The contractor must comply with installation access control procedures detailed in Section 6.0, including vetting requirements, pass acquisition, and vehicle registration, and immediately return base access credentials upon employee termination or contract completion. Finally, Common Access Cards (CAC) must be requested only for personnel requiring logical access to Department of Defense computer networks or unescorted physical installation access through the Trusted Associate Sponsorship System, with lost or stolen cards reported immediately and all cards returned within five business days of employee departure or contract termination.
