About this file
This is a Questions and Answers document for federal contract solicitation FA860126Q0036, issued by the Department of the Air Force Materiel Command at Wright Patterson Air Force Base, addressing contractor inquiries regarding an Access Control Systems (ACS) maintenance contract. The document reflects amendments and clarifications issued through June 5, 2026, with the final proposal due date extended to June 22, 2026, at 10:00 AM EDT. The contract is structured as a Firm Fixed Price (FFP) IDIQ with multiple Contract Line Items (CLINs) including hardware maintenance, on-site labor, preventive maintenance, pre-priced parts, and special projects/unforeseen requirements. Historical data indicates an estimated annual hardware failure rate of approximately ten readers and one Mercury controller board, which should inform pricing estimates. Contractors must be certified and authorized to work on Genetec equipment, possess valid Genetec certifications, maintain a Secret-level Facility Clearance (though escorts will be provided), and comply with CMMC Level 1 cybersecurity requirements. The system covers 328 doors across 14 buildings and is FICAM and HSPD-12 compliant, operating as a standalone system with one workstation and one server requiring hardening and quarterly cyber assessment activities.
Key contractual requirements include submission of separate technical and pricing volumes, with pricing presented through Exhibit B (Price List) containing fully burdened hourly labor rates and itemized unit pricing for all hardware components. Preventive maintenance must be performed quarterly, while corrective maintenance and repairs are authorized on an as-needed basis with government approval required if work exceeds estimates by more than 10%, with typical approval turnaround of approximately 48 hours. Contractors must submit service logs within three days and quarterly preventive maintenance reports, with reporting labor included in the base FFP pricing. Progress payments and advance payments are not permitted; contractors must possess adequate financial resources for contract performance. Contractors are responsible for procuring and maintaining the Genetec Software Support Agreement, developing/updating RMF artifacts as detailed in the Performance Work Statement, and pricing all labor, materials, and repairs within the proposed FFP amounts. The government will not provide device-level asset lists or approved/compatible hardware models, expecting contractors to leverage their SME knowledge; material markups are not allowed and must be priced at cost.
