About this file

This is a Questions and Answers document for an Access Control System (ACS) Door maintenance solicitation dated May 28, 2026, with a solicitation closure date of June 5, 2026. The contract is structured as a Firm Fixed Price (FFP) IDIQ agreement with separate FFP Level-of-Effort (LOE) CLINs for unscheduled maintenance across 14 buildings containing 328 doors. The contractor must be certified and authorized to work on Genetec equipment, which is the current system platform (FICAM and HSPD-12 compliant and standalone). All work is to be performed on a maintenance basis with no new installations currently required; unscheduled repairs (primarily reader and Mercury board replacements) will be ordered as-needed with contractor submissions of invoices for parts, labor, and repairs to the contracting officer for post-inspection approval.

Key contract requirements include: contractors must possess valid Genetec certification annually; all personnel with Federal Clearance Level (FCL) at Secret are required with advance scheduling for escort availability; maximum ordering quantities are limited to 10 readers and 1 Mercury board per ordering cycle; warranty coverage for one year on replaced items; quarterly RMF continuous monitoring activities; and no material markups allowed on parts (cost reimbursement only). The government will provide device-level asset lists and has emergency power supplies in place. Contractors must self-certify CMMC L1 compliance with no government funding for audits. The contract prohibits progress and advance payments, and contractors must possess adequate financial resources for performance. All electrical work remains the contractor's responsibility unless directed otherwise. Service logs must be submitted within three days with quarterly performance reports; reporting labor hours and surge costs are to be incorporated into the FFP repair CLIN or a dedicated Surge CLIN rather than counted against LOE hours. New installations, if required, will be ordered via task orders with contractor-provided Requests for Quotations (ROMs) and price reasonableness analysis; contractors should price contingency capacity based on their expertise.
