About this file

This document is a Questions and Answers (Q&A) file for the Water Lab Analysis Services federal contract opportunity (Solicitation Number FA860125R0012). The Q&A provides clarifications on multiple technical and procedural aspects of laboratory testing requirements, including:

Key technical specifications include PFAS compound analysis using EPA Method 1633 (with options for 2-6 specific compounds), dioxin testing for either 2,3,7,8-TCDD/TCDF or full 17 isomers, and metals testing for ten specific elements (Arsenic, Cadmium, Chromium, Copper, Lead, Mercury, Molybdenum, Nickel, Selenium, and Zinc). The document addresses certification requirements (ELAP certification is acceptable), data deliverable formats (PDF is acceptable), and confirms that total sulfide/cyanide reporting and rush analysis multipliers are permitted. Additional details cover electronic data deliverables, with final results required to be validated and preliminary raw data acceptable for rush analyses.

Text version

1. Ohio EPA Certification:

o Is ELAP or another state’s EPA certification acceptable in lieu of Ohio EPA? ELAP is acceptable

2. Detection Limits: Specific detection limits for NPDES samples? No

3. Data Deliverables: Level 4 (raw data) or Level 2 (validated results)? Final results should be validated, but in preliminary raw data is acceptable for rush analyses

4. EDD Format: Required electronic data format? PDF format is acceptable

5. PFAS Compounds: All 40 compounds or a subset for Method 1633? Pricing for all 40 compounds should be included but the subsets typically requested will be:

• Perfluorooctanoic acid (PFOA)

• Perfluorooctane sulfonic acid (PFOS)

OR

• Perfluorooctanoic acid (PFOA)

• Perfluorooctane sulfonic acid (PFOS)

• Perfluorohexane sulfonic acid (PFHxS)

• Perfluorononanoic acid (PFNA)

• Hexafluoropropylene oxide dimer acid (HFPO-DA) (also known as GenX chemicals)

• Perfluorobutane sulfonic acid (PFBS)

6. Dioxins: 2,3,7,8-TCDD/TCDF or full 17 isomers? Pricing should include options for both

7. Reactive vs. Total Sulfide/Cyanide: Is reporting totals only acceptable? Totals is acceptable

8. Turnaround Time: Are 5/7-day rush multipliers allowed? Rush multipliers are allowed for the turnaround times listed in section 1.1.2.2. of the PWS

9. Under the scope of work, I’m unsure what is meant by “miscellaneous metals.” Could you please elaborate? The metals are Arsenic, Cadmium, chromium, Copper, Lead, Mercury, Molybdenum, Nickel, Selenium and Zinc. These are tested using metals EPA method 200.7 and Mercury EPA method 245.1.

10. Is PFAS analysis required to be performed using EPA Method 1633? Yes
