1Will the Government be holding a site visit for this requirement?The Government does not plan to do a site visit due to security reasons, however the floor plans are provided in lieu of a site visit.
2Will the Government consider contract references from members of a contractor team arrangement (e.g. prime/subcontractor or joint venture) for Subfactor 5: Prior Experience of the Volume I Technical Capability?The Government will review references from members of a contractor team, however work performed by the proposing company shall be clearly identified and meets criteria outlined in Subfactor 5: Prior Experience.
3Which of the hourly Health and Welfare pay rates are applicable to this solicitation (please provide dollar amount)?Dollar amount is specified in Attachment 2 - Wage Determination
4Is there a washer and dryer hook up available for contractor use on site?No.
5Please provide sq. footage of carpet?est. 35,169.05 Sq FT.
6Please provide sq. footage of any hard floors that need buffing and/or stripping and waxing?Please reference page 34 in the PWS sq ft for these tasks are listed in the last table.
7Will the awarded contractor be provided a phase in/transition period of time and if so, how long?A phase in/transition period of time is not guaranteed. There are an additional 2 errors per task that are allowed during the first 30 days to identify normal phase/in phase problems however this does not include any of the periodic cleaning services IAW PWS 2.
8Does the SOW in the current contract in place mirror the SOW on this solicitation?The Performance Work Statement (PWS) is similar to the current PWS on contract with minor updates.
9What is the current contract number for this requirement?FA8601-19-C-A046
10Is a union in place? Is the pay at minimum wage or above minimum wage?Please see Attachment 2 - Wage Determination
11Is there a required security clearance, and if so, at what level?Employees who will work at the CDC must have a background & criminal history check IAW PWS 1.4.2.1, and 4.4.2.2.
12Is the government going to supply the consumables/supplies/chemicals, or is the Contractor expected to provide them?The government will provide trash can linners for centarlized trash, toilet paper, paper towels, and soap for the restrooms . All other items are to be provided by the contractor including trash bags and sanitary napkin receptacle bags for the restrooms IAW PWS 1.5.2, and 3.2
13What are the fixture counts at the CDCs?Est. 75 toilets, 9 urinals, 77 sinks
14It seems the PWS is stating we need to clean each drinking fountain in the facilities. Is this correct, or is the Contractor only responsible for drinking fountains within and adjacent to restrooms?Contractor is required to clean all drinking fountains in the facilites these are typically ouside of the restrooms/lockerrooms.
15Attachment 5 Instructions to Offerors: Will the Government provide an SF1449 for offerors to complete?There will be no SF1449. An amendment is forthcoming to correct Attachment 5.
16PWS: In Section 3.2, the PWS states that the RPBM will supply trash liners; however, Section 1.5.2 requires the contractor to provide trash liners for restrooms. Does the contractor only supply trash liners for the restrooms?Yes, the contractor only provides trash can liners for the restrooms and the sanitary napkin receptacle bags.
17PWS: The table in Section 4.1.2 does not include buildings 10853, 10854, 10867, and 30091 cleaning times. Will times for these building be the same as other NASIC facilities or something different?An amendment is forthcoming to update Attachment 1 - PWS to clarify.
18The PWS requires several submissions and briefings at the pre-performance conference. What is the anticipated timing of the conference between contract award and beginning performance? What is the Government's expectation for contract phase-in/transition timing?A kick off meeting will be scheduled with the successful offeror following award of the contract. A phase in/transition period of time is not guaranteed.
19Attachment 7 CDC NASIC Drawings: Are drawings available for CDC Buildings 20630 Area A and 26933?Please refer to page 4 and 8-9 in Attachment 7.
20There are some discrepancies between PWS APPENDIX A and Attachment 3, Tasks worksheet. Please confirm that the PWS APPENDIX A takes precedence. Differences found include:An Amendement will be forthcoming removing the "Tasks" tab from Attachment 3 - Bid Schedule. We will follow Appendix-A for the frequency of cleaning.
-Task sheet, AF CUSTODIAL SERVICES: Level 2 Cleaning (Basics) NASIC (Waiver) does not include building 30091Please refer to page 29 in the PWS last line bldg. 30091 is restrooms only and cleaned twice a week. They do not receive any increased service though the waiver.
-Task sheet, AF CUSTODIAL SERVICES: LEVEL 4 CLEANING (SPECIAL REQUIREMENTS)– CDCs requires Level 4 Restrooms cleaning while the PWS requires Level 2 CleaningPlease refer to page 30 for level 2 restroom cleaning these are only cleaned twice a week and are identified on the floor plans please use the floor plan key to identify which restrooms are level 2 at the CDC. Please refer to page 31 depending on the classroom age these are the tasks that are completed and how often, restrooms that are in the child classrooms are cleaned once or twice a day.
-Task sheet, AF CUSTODIAL SERVICES: LEVEL 4 CLEANING (SPECIAL REQUIREMENTS)– CDCs includes Laundry Room service while the PWS does notPlease reference page 33 in the PWS only the floors in the laundry rooms are cleaned please refer to 1.1.1 for cleaning standards.
-Task sheet AF CUSTODIAL SERVICES: Level 4 Cleaning (Special Requirements)– Youth Center requires Level 4 restrooms cleaning while the PWS requires Level 2 and 4Staff and visitor restrooms are cleaned twice a week while restrooms in the classrooms/used by children are cleaned daily. Please refer to the floor plans to identify which restrooms are cleaned twice a week.

21Are you able to provide the amount of janitorial employees currently used for the incumbent and also the amount paid to the incumbent?The Government will not provide this information. The number of janitors needed to meet this requirement is at the discretion of the offeror. Wages are also at the discretion of the offeror as long as they are in accordance with Attachment 2 - Wage Determination.
