2 Would this procurement allow Teaming Arrangement, between a large business and a small business? 9/14/2023
Please reference FAR 19.301-1(a)(2)(i) and 52.219-14 Deviation 2021-O0008 Limitations on Subcontracting (DEVIATION 2021-O0008) Feb 2023. The requirements would need to be met at proposal receipt (e.g., be in an SBA mentor-protégé program, the SB does at least 40% of the work, the SB owns at least 51% of the JV, etc…) for the JV to be considered a SB. See Subfactor 1 Management approach in Section L; "If the proposal is based on a teaming/partnership relationship, the offeror shall provide all required solicitation information for all parties, including a copy of the teaming/partnership agreement. Any agreement shall include information which identifies the responsibilities for each entity under this contract and demonstrates the intent of the business relationship between the firms. If the proposal is not based on a teaming /partnership relationship, state so. (Reference SOW Section 44) (Applicable to the Basic Contract only)". Each party to the joint venture or the protégé is required to qualify as a small business under the size standard $19M.
3 If the answer is Yes, will both names be on the Contract, or will the Contract be in the name of the small Business entity in the Team ? 9/14/2023 Please reference FAR 4.102 Contractor’s Signature.
4 Will the members of the Teaming Arrangement allowed to combine their Past Performances for the purpose of the proposal submission or not ? 9/14/2023 Combined prior experience and self-performance is accepted.
Will a teaming agreement between two companies be acceptable in lieu of a full outright Joint venture agreement? The solicitation uses these two terms interchangeably throughout the document.
Please confirm that a formal Teaming Agreement will suffice for the effort.
9/15/2023 Any teaming arrangement identified in FAR 9.6 is acceptable. Since this is a 100% small business set-aside, the requirements of FAR 19.3 must still be fulfilled.
6 What is the existing supplied natural gas pressure for the service line and what is the regulator reducing pressure to? 9/15/2023 Supplied Pressure 5 lbs. and regulated to 7"
7 Does a natural gas meter need to be included in our proposal along with integration into the AMRS system? 9/15/2023 No Gas meter required, Please bid it per the SOO
8 Should we consider additional exhaust fans and combustion air for this area? 9/15/2023 No additional exhaust fan is required, Please bid it per the SOO - Paragraph 10.12 Provide direct ducted combustion air intake for new boilers as required by manufacture.
9 Please provide response if the dorm will require periods of shut down to complete the proposed project or if it will be vacated during construction. 9/15/2023 The Dorm will be vacant during the construction shutdown.
MECHANICAL SOURCE SELECTION (FA8601-23-R-0026)
Project 23-3100, Replace Domestic Hot Water Boilers
The SOW indicates for the boiler flue piping to provide covering up the side of the building. Does the new covering need to match existing EIFS. If required to match please provide materials and color selections
9/15/2023 Yes, see revised SOO - Paragraph 10.12 "Provide new stucco covering over flue piping up the side of the building to match existing finishes. Color is Sherwin Williams- SW2009."
11 Should the water softener for domestic water be only a softener with typical brine tank or should a no salt conditioner be considered. Please provide water hardness and gpm requirements per day 9/15/2023 See revised SOO - Paragraph 10.10 " Provide new no salt conditioner for Domestic water to meet building load. Easy Water system." / 5000 gallons per day, Water Hardness - 100 mg/L
12 Does the existing space exhaust fan require replacement? 9/15/2023 No, Please bid it per the SOO

Contract: Will Davis Bacon Wage rates established on January 1st be required for the entire ordering year or will we be required to comply with any Davis Bacon Updates that may occur within that year?
9/20/2023 The most current wage determination at the time of IDIQ award will be incorporated in Section J.
Additionally, at the time of task order award, the most current wage determination will be incorporated in Section J of the task order.
17 Seed: Is the existing HTHW to Domestic Heat Exchanger and associated piping to be removed in this project scope? 9/20/2023 Yes, see revised SOO - Paragraph 10.4 Remove existing HTHW to Domestic Hot Water Exchanger and associated piping (including tee’s from mains).
18 Seed: Will pre-construction bacteria testing and post construction disinfection and bacteria testing of the domestic water system be required? If so, please provide the procedures/ tests to perform. 9/20/2023
Yes, See revised SOO - Paragraph 10.1 Provide pre and post construction bacteria testing with disinfection of domestic water system after new installation of piping and equipment. Follow IPC Section 610 Disinfection of Potable Water System. Refer Section 610, AWWA C651, or AWWA C652 for procedures.

Yes, see revised SOO - Paragraph 10.13 Provide all power and controls wiring for new boilers/pumps.
Replace existing DDC controls in Mech room with new Talons Controls (BCI), reconnect to all existing points not being removed during this work. Provide an Emergency Shutdown button in mechanical room next to light switch.
