RFI Responses 3 Oct 2022
1. PWS 1.3.1 Sanitary Disposal Fees – CE, Med. Cntr., AF Museum
CLIN xx11 has listed 5,990 tons for sanitary Disposal Fees and Appendix A, Table 1 lists 2,946 tons for Industrial Solid Waste.
a. What work in the PWS does the 2,946 tons specifically represent? Industrial Solid Waste Are the 2,946 tons in addition to or part of the 5,990 tons estimated on CLIN xx11? Part of the total estimates. Again, With WPAB Covid stance we cannot go by these numbers and that this is why we have those CLINS marked with an * which is detailed as "The quantities of all CLINs marked with an * are estimates based off of historical data. b. If the 2,946 are part of the total 5,990, what work accounts for the difference of 3,044 tons? These are estimates.
2. CLIN xx12 and CLIN xx13
These CLIN lines are for Generation Fees for Greene and Montgomery County. The estimates for both CLINs equals 6,571 tons. However, the total number of Sanitary Disposal Fees tons in CLIN xx11 is 5,990. Where are the 581 additional tons accounted for in the PWS? Again, With WPAB Covid stance we cannot go by these numbers and that this is why we have those CLINS marked with an * which is detailed as "The quantities of all CLINs marked with an * are estimates based off of historical data. These are estimates.
3. Attachment 2 – 52-212-2 Addendum to Evaluation Factors
Subfactor 1 references providing a sample of reports required by Appendix D. However, there is no Appendix D posted and this section is marked as “RESERVED. Will the Government supply Appendix D to provide bidders with a reference for the sample reports required by this evaluation factor? Should Read - Measure of Merit: An acceptable rating is met when the offeror's proposal has provided a detailed method of inspections including frequency and corrective action and describe a methodology to mitigate future defects. Proposal shall demonstrate an adequate understanding of the PWS requirements, scope of the operation, and the ability to maintain records, and demonstrate their knowledge by providing a sample record, and a sample report IAW PWS Section 2.1.
4. Please reference the posting of 29 Sept 2020 relating to new questions and government responses. According to our understanding of the PWS, the disposal related to tipping fees and generation fees are all reimbursable. Can you please confirm this? If this is correct, why is there a need for the contractor to insert pricing for those unit prices? It seems a contractor could simply insert $1.00 for each of these, in order to keep the total cost low, since the government will be required to reimburse according to invoice dollar values.
The potential offeror is responsible for bidding appropriate numbers based on all fees associated with refuse removal to include but not limited to price per ton, generation fee, EPA fees, labor etc.
The government doesn’t know what the counties will charge potential offerors on these fees and cannot tell the potential offeror how to bid.
5. Please reference Attachment 5, Pricing Bid Schedule (Excel). The 6-month extension for CLINS
5009 and 5010 does not appear to be in concert with the Seasonal months noted. Since this extended period will cover March through August, this will cover only 1 month of the Winter season and 5 months of the Summer season. Should the unit quantities be adjusted for those two line items?
Depending on when the contract is awarded. It could be 2 months of winter and 4 months of summer.
It will be adjusted accordingly when awarded.
6. Please reference CLIN 5005, relating to Monthly Rental of the Wheeled -Curbside Recycling Toters. The quantity listed is 12. Should this be adjusted to 6 months, which is the length of the 6-month extension?
Yes, this should be 6 months. (Error on Excel doc.)
7. Consider the fact that the quantity of 788 on that line remains unchanged from the solicitation posted in 2017. If the Government won’t provide historical data for COVID years, then we ask that the following is provided:
How many hauls were performed out of the 788 estimated during the base year of the current contract (2017)?
How many hauls were performed out of the 788 estimated for Option Year 1 of the current contract (2018)?
Data reports from 2017 to today and the average of 788 is a good average. Saying that, we had some months that were above average and some below average, but the yearly average remains good. Also WPAFB can at anytime can declare a state of emergency, or during an act of war etc. have an increased amount of refuse.
8. Please reference Attachment 5 - Pricing Bid Schedule FA8601-22-R-0021, Rev ll. Concerning the 6-
Month Extension, should the contractor use the exact unit prices used in the 4th Option Year?
Since the quantities are not exactly 50% of the quantities used in the 4th Option Year, the 6- Month Option extended totals will not equate to exactly 50% of the extended totals of the 4th Option Year which is noted in Attachment 02, Addendum 52-212-2 - Evaluation Factors for Award, Section 3.a.(4)ii. Please clarify.
The quantity estimates are provided in the bid schedule. Per FAR 52.217-8, the previous years rates are to be used to determine the price.
9. Since Attachment 5 - Pricing Bid Schedule, requires pricing entries to include the 6-Month Option, should the extension of the 1449 contain fill in priding blocks for the 6-Month Option fees? It does not appear to do so.
No. The only options to be included in the SF 1449 are option years that the government intends to exercise (OY1-OY4). OY5 is for the option to extend services should the government find it necessary to extend services due to unforeseeable events. However, this option will not be included in the award of the contract rather it is covered by FAR 52.217-8
