| Question Reference, and/or Statement Number | Questions | Government Answers to Questions | Contractor Response to Gov't Answers and Follow-up Questions and Comments | Government Answers to Questions |
| 1 | Reference Solicitation SF 1449 Item 19, Supplies or Services & Prices or Costs, and PWS Table A-1.1 Collections Points, and Gov't Excel Pricing Bid Schedule Can the government add a column to each of the Collection Points to identify the buildings/collection stations associated with each of the Line Items? We need to determine the total amount of support required for each line item in order to provide a fee for each line item. | No, it is spelled out in the Table.A-1.1 Bldg. Size of container, Type of Container. SF 1449 should not be used, bids should be included in the bid schedule | Just to confirm, the prices must be inserted in the government provided Excel Bid Schedule, and in the PWS Appendix D pdf.? See next question below. | Yes |
| 2 | Reference PWS Appendix D, Customer Breakout. Are these considered Sub-CLIN's and is the contractor required to insert a unit fee for each of these items? The Appendix D format does not provide a cell for a unit fee and for the extended price. This pricing format has drastically changed from the last solicitation. | Yes the contractor is required to insert their fees. | Where do they insert them? Appendix D in the revised PWS has not been reformatted into an Excel file with columns added for unit fee and extended prices. Should the contractor convert the pdf to an Excel document and add a column for unit fee and another column for extended fee? | Yes |
| 3 | Are the quantities noted in the PWS, Appendix D related to the government's record of historical data? | Yes | Please see comment in follow up question # | |
| 4 | Reference the Solicitation Supplies or Services & Prices or Costs beginning on page 3. Without a format for proposed Sub-Clin unit quantities and unit pricing, how will all IDIQ and On-Call Item/Services be priced and how will the government compensate the contractor for each IDIQ service? | The contractor will place the pricing for each p/u and bill accordingly | Where do they insert them? Appendix D in the revised PWS has not been reformatted into an Excel file with columns added for unit fee and extended prices. Should the contractor create an Excel document and add a column for unit fee and another for extended fee? | Yes |
| 5 | Reference PWS Table A-1.1 Collection Points Tasks & Estimated Frequencies. Many of the government calculations for the estimated number of Pick-Ups and Cubic Yards appear to be incorrect. Some examples are buildings 10830 - 4, 20014, 20015, . Each shows a single 8 CY compactor requiring service on Mon - Thurs (2 times per week) with cubic yards equated to 32 for each collection station. The correct math reflects a total of 16 cubic yards per week for each. In several cases, the government reflects two specific service days per week and shows only one weekly in the Pick-ups Per Week column. Others calculation contradiction issues appear on Buildings 11473, 20017, 20018, 20028, 20029, 20024C, 20031, 20441, 20630, 20642, 20653, 20838, 30069, 30101 Comp, 30206, 31214 Comp, 31245, 34024-34026, Wright Flying Field | Updated PWS | After reviewing the Table A-1.1, I could not find any changes that correct my concern. It appears to be the same as the table in the previous PWS. How do we correctly equate the total number of services if they do no reconcile? | See updated Appendix D |
| 6 | Reference PWS Appendix D (DESCRIPTION; NON-PERSONAL SERVICES. Many of the quantities for the four different CLINs representing different organizations (CE, Museum, MFH, and Medical Center) reflect the same quantities between the CLINS. Normally, the quantities are in amounts based on historical data, or in amounts the government estimates should be needed for the pricing format for each organization. Should these quantities be adjusted to better represent the historical data for each organization, or for the quantities estimated by the government? | Contractor will input cost per pick up | Where do they insert them? Appendix D in the revised PWS has not been reformatted into an Excel file with columns added for unit fee and extended prices. Should the contractor create an Excel document and add a column for unit fee and another for extended fee? | Yes |

Bid accordingly and roll numbers into a single total. Rows can be added as needed to reflect separate costs, but all costs must be clearly totaled and stated per CLIN. Contract is Fixed-Price | According to this response, the contractor should use the Appendix D to compute the total cost per each CLIN. Appendix D in the revised PWS has not been reformatted into an Excel file with columns added for unit fee and extended prices. Should the contractor create an Excel document and add a column for unit fee and another for extended fee and submit this customized Excel file as backup for the Total Equated cost of the CLIN? | See updated Appendix D. If that's how the contractor chooses to bid, but CLIN totals must be provided as shown in bid schedule. |

Bulk Container Cleaning. The last sentence in 1.1.1.2 states Food Waste containers and pickup days are identified in Appendix A, Table A-1. The food waste containers are not identified from all of the other containers in this table. It is normal for the government to identify those that will need a higher requirement for scheduled cleanings because they commonly contain an amount of food that would justify additional cleanings per year, which equates to more costs. Please provide building Numbers if possible. !.4.2 states the food containers shall be cleaned at least monthly..... | No potentially most containers could contain food. |

Curbside Recycling Toters (100 Recycling/50 Refuse), (PWS 1.1.8.1) *Estimate based on rental of 150 toters per year
| @ $32.50 per toter. PWS Table A-2 states that all units will receive one refuse cart and one recycle cart. | Currently we pay a monthly rental fee for the toters | Please reference PWS 1.1.8.1. Explain why the current rental fee is referenced in the Appendix D statement. The contractor is responsible for purchasing and providing the Toters. Also, the reference to 100 Recycling and 50 Refuse Toters does not agree with the contractor's requirement to provide 1 Refuse Toter(96 gallon) and 1 Recycle Toter(96 gallon). This equates to more than 50 Refuse Containers. Please clarify. | See updated Appendix D | ||
| 52 | Reference PWS Appendix D, CLIN 0003 MFH. Which county are the MFH units located? Green or Montgomery, or both? Please explain the reference to both counties for Generation Fees | Depends on where you off load the refuse | Is the generation fee determined by the county the landfill is located, or the county where the containers are located/stationed that generates/collects the refuse? Why is this referenced as 5,990 Tons referenced in Appendix D for CLIN 0003 MFH? Please clarify. | Historical | |
| 55 | Reference PWS Appendix D. Why are the quantities in this Appendix repeated several time in each of the four CLINS, which are associated with the four different organizations. It seems that all of the information in the Appendix should be in quantities in line with historical data on file for each task (possibly Sub CLIN), although not referenced as SubClins. | Historical | Just to confirm the government's answer, the quantities for each, the CE, the museum, and the Medical Center, all happen to be the same quantity for each year, historically. Is this correct? | See updated Appendix D | |
| 56 | Reference PWS Appendix D. Why are some of these descriptions referenced as 6 months and other referenced as 12 months? | Historical | Unless the Generation Fee and the Sanitary Disposal Fees are only collected 6 months of the 12 month period/year, this does not make sense. Can the government please clarify/explain this? | See updated Appendix D | |
| 57 | Reference Solicitation, Far Clauses Incorporated. Will the government allow for equitable adjustments for Fuel, considering the volatility of fuel prices during this time? | economic adjustment clause not included in contract | OK | ||
| 58 | Reference Solicitation, Will the government consider changing the pricing for tipping fees, including environmental fees, generation fees, etc., to a cost reimbursable item? This will factor out these costs from the price proposal and will not allow for markup to these fees. They will then be invoiced as a pass through at zero profit. | It is already a reimbursable item- The contractor will provide the documentation showing those fee's on the tickets. | Part 1 - If all associated landfill disposal fees, tipping fees, generation fee, environmental fees, landfill fuel surcharge fees, and any other fees the landfill, and/or any other governing agency may charge related to hauled waste is reimbursable, then the government will reimburse the contractor for all of these types of fees in the exact amount of the fees listed/detailed on the disposal tickets and/or any other form of invoice. Is this correct? Part 2 - If so, then why are the quantities for these items listed on Appendix D? Part 3 - Is it just for general information? | It is already a reimbursable item- The contractor will provide the documentation showing those fee's on the tickets. | |
| 59 | Reference PWS 1.1.8.1. and Appendix D and PWS Table A-2 concerning MFH refuse and recycle wheeled carts. Will the government require any form of signage (recycle logo, container number, etc.) or any other information to be displayed on the refuse and recycle carts? If so, please provide details. | Recycling logo will need to be placed on containers | OK | ||
| 60 | Reference PWS 1.5.1. MFH Weigh Slips. Will the contractor be required to go directly to the landfill after collections are completed in the MFH areas? | 69 | Reference Attachment 1, Additional Instructions to Offerors, Subfactor 3. Is the contractor required to provide the names and resumes with their proposal? Please clarify in view of the Nov 18, 2021 Non Displacement of Qualified Workers "Section 1. Policy. When a service contract expires, and a follow-on contract is awarded for the same or similar services, the Federal Government’s procurement interests in economy and efficiency are best served when the successor contractor or subcontractor hires the predecessor’s employees, thus avoiding displacement of these employees. Using a carryover work force reduces disruption in the delivery of services during the period of transition between contractors, maintains physical and information security, and provides the Federal Government with the benefits of an experienced and well-trained work force that is familiar with the Federal Government’s personnel, facilities, and requirements. These same benefits are also often realized when a successor contractor or subcontractor performs the same or similar contract work at the same location where the predecessor contract was performed." | Yes | Repeated Question. Understood | ||
| 70 | 1. Pg. 79 of the Solicitation document includes 252.237-7024 Notice of Continuation of Essential Contractor Services and the requirement to include a written plan to perform essential services with our Offer. | ||||

Would it be sufficient to provide our hiring criteria, experience requirements and background checks that are performed prior to bringing on employees to work on military base contracts, in lieu of names and resumes? |
| Must provide information requested in Subfactor 3 | Repeated Question. OK understood | |||
| 75 | Additional Instructions to Offerors, Subfactor 5 Prior experience. | 76 | 1) PWS 1.1.3 Over and Above Requirements, there are many different over and above requirements described in this section of the PWS and the paragraph states that the services shall be priced separately, however there are no separate CLINS to price for these services and nowhere to put the pricing in either Attachment 5, the excel price sheet, or the Supplies or Services & Prices or Costs table included in the solicitation. Please provide separate line items to price for the various Over and Above requirements: | Appendix D CLIN 1 | The government response here confirms that pricing will need to be inserted in Appendix D, (CLIN 0001 for CE related tasks). Again, it appears the contractor will be required to customize Appendix D to include a column in order to insert a unit fee and another column to compute and provide the extended fee for each year/option. It seems this same process is to be used on all four CLINS on Appendix D. Is the government OK with the contractor customizing and converting this PDF to an Excel file and providing detailed priced on it for those items that require inserted prices? | Yes |

| 77 | 1) PWS Appendix A Table A1 vs Appendix D. There are tremendous inconsistencies between the quantities provided in Table A1 and Appendix D for the same material types. | These are estimate only no changes necessary | The contractor must equate total contract cost based on the estimates provided by the government. It would be more professional, an accurate, for the government to use quantities that are in line with actual historical data. It would seem more reasonable for the government to take annual totals based on historical data for each service task, adjust that total by the government's estimate of predicted increases, or decreases, over each option year, and have the contractor base their estimated operating costs on those realistic quantities. Will the government 0lease consider doing this? | See updated Appendix D |

These are not even close. Which of these documents should the contractor use to determine the workload? We understand the expenses for all landfilled material are to be reimbursed based on actual invoices from the landfill / county, and/or other governing agencies. We are more concerned about the Tons as it relates to anticipated workload. | See updated Appendix D

These are not even close. Which of these documents should the contractor use to determine the workload? We understand the expenses for all landfilled material are to be reimbursed based on actual invoices from the landfill / county, and/or other governing agencies. | See updated Appendix D
| 80 | § Table A1 states C&D 1,565 tons per year CLINS 0001, 0002 and 0004 each show1,500 cubic Yards for a total of 4,500 cubic yards. | Does the government understand the Totals in Appendix A, Table A-1 Estimated Workload Data, do not reconcile with the data in Appendix D? These are not even close. Which of these documents should the contractor use to determine the workload? We understand the expenses for all landfilled material are to be reimbursed based on actual invoices from the landfill / county, and/or other governing agencies. | See updated Appendix D | |
