Please send all questions to rebecca.rash@us.af.mil, with the subject line of "RFIs - FA8601-22-R-0012". This RFI document will be updated as questions and answers are available, so check back to this document in the solicitation posting often.

Question #QuestionDate Question AskedGovernment's ResponseDate of Government's ResponseUpdated Government ResponseDate of updated Response
1The solicitation did not include a DD-254. Will the ensuing contract have security requirements? If so, what level of security will be included in the contract?16-May-22At the current requirement no security requirements are necessary only CAC requirements are required for certain positions.17-May-22
2The solicitation includes FAR 52.216-18, but does not include the dates in paragraph (a). Will the government provide the intended dates for this clause? Can you clarify how orders will be negotiated and issued? Will there be an order for each lab? What is the period of performance of a typical order? Are orders generally for the length of the IDIQ or issued annually or project driven?16-May-22The intended dates are 1 Apr 2023 - 31 Mar 2028. Orders will not have periods of performance for longer than 1 year. Orders will be issued IAW the prices on the awarded base IDIQ, which is based upon the proposal selected for award. Orders are usually incrementally funded as the funding is available.16-May-22
33. ITO Section 2.2.1.1(a) includes a requirement of text no smaller than Time New Roman 10 point. Section 2.2.1.1(b) encourages use of legible tables, charts, graphs and figures, which often include a smaller font size. Please clarify if the Times New Roman 10 point applies to tables, charts, graphs and figures or if the requirement is to be “legible” only.16-May-22The requirement for Time New Roman 10 point font is not required for charts/graphs/figures, as long as the text is the chart/graph/figure is legible16-May-22
4FAR 52.212-5 Paragraph (b) item (13) (p 24) of the solicitation was marked as applying to the solicitation but it was titled “[reserved],” has the [reserved] status been changed?16-May-22No.16-May-22
5FAR 52.212-5 Paragraph (b) item (17)(i) Alternate I (pg. 25) of the solicitation was marked as applying to the solicitation but the parent clause 52.219-9 is not. Since this is a small business set-aside, it seems it should not be applicable.16-May-22We are re-checking all clauses within clause FAR 52.212-5, as it appears some checks were incorrectly marked or got moved. We will provide a solicitation amendment when these are corrected.16-May-22
6FAR 52.212-5 Under paragraph (b) item (32)(ii) Alternate I (p 26) of the solicitation was marked as applying to the solicitation but the parent clause is not. Should the parent clause be marked and will the appropriate fill-ins be provided? The same question applies to item (37)(ii) Alternate I (p 27), item (41)(ii) Alternate I on (p 27), and item (43)(ii) Alternate I on (p 27).16-May-22We are re-checking all clauses within clause FAR 52.212-5, as it appears some checks were incorrectly marked or got moved. We will provide a solicitation amendment when these are corrected.16-May-22
7FAR 52.212-5 Paragraph (b) item (21) 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set Aside (p 25) is checked as applying to the solicitation. The application of this clause is in conflict with box 10 of the Standard Form 1449. Which of these references is correct?16-May-22this is just a 100% small business set aside. Not a SDVOSB Set aside. We are re-checking all clauses within clause FAR 52.212-5, as it appears some checks were incorrectly marked or got moved.16-May-22
8FAR 52.212-5 Paragraph (c) item (3) 52.222-43 FLSA & SCA Price Adjustment for Multiple year Contracts on (p 29) is not checked as applying to the solicitation. Since 52.222-41 is incorporated, 52.222-43 should also be included in accordance with 22.1006(c)(1).16-May-22We are re-checking all clauses within clause FAR 52.212-5, as it appears some checks were incorrectly marked or got moved. We will provide a solicitation amendment when these are corrected.16-May-22
9FAR 52.212-5 Paragraph (c) item (8) 52.222.62 Paid Sick Leave under Executive Order 13706 (p 29) is not checked as applying to the solicitation. FAR 22.2110 suggests it should apply because the solictation includes 52.22-41 and work is to be performed in the United States. Should FAR 52.222.62 be included in the solicitation?16-May-22We are re-checking all clauses within clause FAR 52.212-5, as it appears some checks were incorrectly marked or got moved. We will provide a solicitation amendment when these are corrected.16-May-22

95Per answer to Question #14, answered by the government on 5/19/22, the government states that the Mission Essential plan "is included in the page count." We ask that the government reconsider this, as a typical response to the DFARS Clause 252.237-7024 Notice of Continuation of Essential Contractor Services Mission Essential is as much as 7 pages. This would severely impact offeror's ability to respond to all the others requirements and evaluation criteria in RFP Att. 1. Our recommendation is that this be provided as an appendix to Volume I, outside that Volume's 30-page limit.20-May-22May be provided as an appendix to volume I that is no more than 7 pages31-May-22
96W/D 2015-4731 Revision 16 Dated 3-15-22

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor 3 weeks after 8 years and 4 weeks after 15 years. Length of service includes the whole span of continuous service with the present contractor or successor wherever employed and with the predecessor contractors in the performance of similar work at the same Federal facility. (See 29 CFR 4.173)

The amount of vacation an employee earns has an impact on the Fringe Benefit Rate applied to Direct Labor. For a bidder to properly estimate the vacation per employee, the bidder must know the length of continuous service with the present contractor, and with the predecessor contractors, to properly calculate the vacation. Will the Government provide the current staffing with the length of service the employee has supported similar work at the same Federal facility?20-May-22This is all based upon the contractor's employees. The Government cannot direct the contractor on which exact individuals they should hire. As such, the Government has no way of knowing which of a contractor's employees may have continuous service or for how long. The contractor will need to pursue this with their employees, or employees they choose to hire on.24-May-22
97Per Attachment 3, Appendix I - The Purchasing Specialist is the primary user on the government procurement application LabProcure for this contract. Will the government provide the contractor a computer and office space for this function or will the contract be require to provide a computer and office space remotely?20-May-22Office space will be provided24-May-22
98Will the government provide any computers, office space or other work space for the contract to use during the performance of this contract? If so, how many computers and how many work spaces?20-May-22Office space will be provided. Each Lab provides computer equipment.25-May-22
99Section 4.3 Recent Contracts states “Submit Past Performance Information on a minimum of three (3) but not to exceed five (5) of your recent contracts that demonstrate your ability to perform the proposed effort.” Question: We request that the Government confirm that an offeror will be credited for past performance citations for the three to five contracts (described in 4.3) for its affiliates (e.g., parent, subsidiary, or sister companies) as long as the Prime Contractor demonstrates how the affiliate’s resources will be meaningfully contributed to contract performance. For background, the procurement rules endorse and encourage the Government crediting a Prime Offeror with past performance of its affiliates where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be “meaningfully contributed” to contract performance. That “contribution” could very well include the affiliate giving tools, resources, or even personnel to the Prime for use by the Prime in performance, and with affiliate personnel becoming employees of the Prime offeror. In such case, the affiliate’s past performance is attributed to the Prime Contractor as the Prime Contractor’s past performance. In addition, Section 6.4.2 Relevancy Assessment states, “A relevancy determination of the Offeror’s past performance, including joint ventures, significant subcontractors, and/or teaming partners will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the Offeror, joint venture, or teaming partner whose contract is being reviewed and evaluated.” Question: Please confirm that the Government will (a) credit the past performance of an offeror's affiliates consistent with procurement rules, and (b) evaluate such affiliate's past performance as a Prime Contractor as past performance of the Prime Offeror (i.e., not credit the past performance any less because it is performed by an affiliate).20-May-22Yes25-May-22
100Section 4.4 Relevant Contracts states, “For each citation, include rationale supporting your assertion of relevance. For a description of the characteristics or aspects the Government will consider in determining relevancy see Evaluation Criteria(paragraph 6.4). 101Section 4.5 Specific Content states, “Additionally, the contractor may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Likewise, any information currently available (letters, metrics, customer surveys, etc.) which demonstrates customer satisfaction and overall job performance and quality of completed services for relevant past efforts/contracts (similar in scope, magnitude, and complexities that this solicitation requires). Question: Will the Government permit the contractor to attach letters, emails, or customer surveys to the past performance volume in an appendix that will be excluded from page count?20-May-22Yes, must be included in the page count.25-May-22
102Section 6.4 Past Performance Factor Evaluation states that, "Performance confidence is assessed at the overall Past Performance Factor level after evaluating aspects of the offeror’s recent past performance, focusing on performance that is relevant to the Technical Subfactors and Price Factor." Question: What does the Government mean as to relevant to the Price Factor? For example, does the Government mean that it is similar because the contract is larger in value or similar because the contract is an FFP contract?20-May-22Because of dollar value not FFP25-May-22
103Section 6.4.3 Performance Quality Assessment states, “The Government will consider the performance quality of recent, relevant efforts (how well the contractor performed on the contracts). For each recent past performance citation reviewed, the performance quality of the work performed will be assessed for the Technical Subfactors and Price Factor (however, all aspects of performance that relate to this acquisition may be considered). In assessing performance quality the order of importance is as follows: Subfactor one, Management Approach is considered more important than Subfactor two, Procurement Approach. Subfactor two, Procurement Approach is considered more important than Price.” Question: What does the Government mean as assessing for the Price Factor?20-May-22The price of the effort being submitted for consideration25-May-22
