Q&A

QuestionAnswer
1. Should pricing follow the layout of page 3 of the solicitation that was attached or should we instead use the layout of attachment 8 - bid schedule that was provided?Offerors shall use the bid schedule for their pricing. Additionally, per the instructions to offerors, offerors shall fill out the CLIN unit and extended pricing when signing/submitting the SF1449. Since the CLINs are for performance periods that extend beyond one year, please provide a total amount for all years of performance for each CLIN.
2. Am I understanding 3(4)ii. Of Addendum 52.212-2 correctly that the cost for the 6-year option CLIN will be calculated by the Government and inserted? Bidders will not provide a cost for this CLIN?Per instructions on the bid schedule, the offeror shall fill out all green cells within the spreadsheet. The bid schedule is currently forumulated to calculate the costs for the 6 month extension based on Year 5 pricing.
3. It appears that the bid date has been extended to December 13th 2021 at 11:00 AM EST, is this correct and has the solicitation document been updated? The bid date has been extended and it should now reflect that in the description of the posted solicitation.
4. Do you have any instructions available on how to complete reps and certs online? You can go on sam.gov and there should be knowledge on how to fill out reps and certs info or Section K(page 29 on the solicitation) of the solicitation attachment. FAR 52.204-7 also outlines some details.
5. I am looking for clarification on the chiller overhauls specified on Notice ID FA8601-22-R-0003, are there certain chiller models you would like us to overhaul? The pricing range can vary tremendously depending on the type/size of unit.At this time, we do not know which chillers may/may not need overhauled. This contract is anticipated to be an Indefinite Delivery, Indefinite Quantity type contract, and as such, it is unknown at this time which chillers may need overhauled over the contract period.
6. Can you confirm if you would like us to submit our own proposal format or just use the bid form and plug in pricing? Please use the bid schedule that is attached to the solicitation in sam.gov and plug in the pricing.
7. Is it mandatory to attend the site visit in order to be able to submit a proposal for the solicitation? No, it is not.
8. The PWS document on page 3, point 1.1.1 states: The work consists of performing maintenance, improvements, overhaul, replacement, routine repair and emergency service calls on centrifugal, screw, scroll and reciprocating chillers, air conditioning systems, and associated cooling system components at Wright Patterson AFB, OH. Associated cooling system components include, but are not limited to water towers, ductwork and environmental control systems and interfaces.

However, during the site visit the CE Supervisor told me, the General Contractor (GC) will be responsible of performing preventive maintenance just to the Chillers, based on the equipment lists Area A & B provided. The GC will not be responsible performing any preventive maintenance to the associated cooling system components, such as cooling towers, ductworks and environmental control systems and interfaces. He also mentioned, the Government could ask the GC to work on any of these associated cooling components separately if it is required. Could you confirm this information, please?

Yes, the GC at times may be asked to provide quotes to do the work on associated systems.
9. In the case the GC will be responsible of performing preventive maintenance to the associated cooling system components, do you have an equipment list with all these components? It is required to provide an accurate pricing. We do not have an equipment list for associated cooling system components. Each issue with components that a request is made for maintenance will be done as an individual task order.
10. Regarding the chiller’s overhauls, the PWS document on page 4, point 1.4.1. states: The Government shall provide a list of chillers to be overhauled and an agreed upon schedule before any overhaul/replacement work commences. Each overhaul/replacement shall be considered a separate task and authorized by the Contracting Officer (CO). Scheduled overhaul/replacement work shall be completed by 15 April.

Also, the BID Schedule provided (Attachment 8) states for CLIN 3, this wrap rate shall include all labor costs including, but not limited to, overhead, indirect costs, profit, general and administrative costs, and all other labor costs.

However, during the site visit we were informed the Government doesn’t know which chillers may/may not need overhauled and they currently do not have a list available. How the GC should estimate their pricing? Will each overhold requested by the COR be considered as a separate task with P.O issued and authorized by the CO? Could you provide additional clarifications, please?

As stated in the PWS in paragraph 1.4.1, the Government will provide a list of chillers to be overhauled and an agreed upon schedule before any overhaul/replacement work commences. We do not know what chillers will need to be overhauled before they break down. This will be a list that is provided during the duration of the contract with a task order negotiated and awarded during that time. The rates will be in accordance with the wrap rate and the materials will be submitted by the contractor and reviewed by the Government at the time the overhaul needs to take place.
11. The Government has provided two equipment lists Area A & B with the serial and model numbers for each unit. These lists are indispensable to provide an accurate pricing, so please provide a revised equipment lists to confirm the model and serial number of each Chiller. Both lists have been updated.
12. We are looking for clarification regarding the Government expectation of having a dedicated Project Manager or Site Supervisor on site to drive this contract?Yes, we will require a POC (Project Manager or Site Supervisor) for all work being accomplished.
13. Regarding the eddy current tests that shall be performed on evaporator and condenser tubes, will each test requested by the COR be considered as a separate task with PO issued and authorized by the COR?Yes, a separate task order will be given for eddy current testing. Task orders will normally be for a number of chillers requiring testing, not each individual chiller unless only one is required to be tested.
