Q&A

1) With regard to the carpeting projects, what materials will be purchased by the Government and what will the contractor be responsible for purchasing?

Response: Upon award the contractor will be responsible for purchasing all materials and providing labor related to the carpet project. Once the install is completed the contractor will submit an invoice for payment. The contractor will have to purchase some of the materials through mandatory vendors at pre-negotiated rates in accordance with solicitation’s attachment 5, USAF Carpet Program Ordering Guide. The remainder of the materials not covered there will have to be procured by the contractor from vendors of its choice.

2) Will the carpeting be selected and purchased per the existing USAF contracts in place now? How do the samples requested per the Solicitation correlate with the USAF contracts?

Response: Yes Response: The USAF contract is carpet and adhesive only. The IDIQ contract has the ancillary items to execute the project such as installation, rubber base, vinyl reducer etc., and other flooring materials not on the USAF contract ( VCT, LVT, Rubber Flooring, and Porcelain Tile). The samples requested are only for items not covered under the existing USAF contracts in place now.

3) Can you give us some idea of the frequency that we will be doing jobs so we can figure out if we will need to store material up there?

Response: We cannot determine the frequency of projects, nor can we determine the vendor’s means and methods. In the SOW however, sections 3.5 and 3.5.1 state the following:

3.5 The contractor shall have the capability to receive, warehouse, and cut carpet in order to facilitate Just-in-Time delivery. Storage requirements shall vary depending upon the quantity of flooring required to complete individual or multiple delivery orders and the installation schedule. The contractor shall be able to concurrently complete up to 15 delivery orders.

3.5.1 The contractor shall store all materials in a climate controlled, safe, dry, clean and well ventilated area. Materials shall be protected from damage, soiling, and moisture. All products shall be stored in accordance with the manufacturer’s recommendation. All damage during or after delivery and before final inspection shall be the responsibility of the contractor and shall be repaired at no cost to the Government.

Response: WPAFB does NOT warehouse flooring. When the flooring is ready to be installed, the contractor brings pallets to the site. Sometimes the scope of the project is very large and the contractor staggers the delivery of pallets. The contractor works around the allotted space available and plans accordingly.

4) Has the question and answer period ended for the RFP? I see from the questions you will utilize the AFCC contract as the basis of pricing for carpeting. With this IDIQ for a five year Firm-Fixed-Price Indefinite Quantity what is the plan with the AFCC contract expiring in 2022? If there is a new RFP for the Carpet Program will you accept the new pricing for this award? Is there an allowance for an escalation clause at the one year anniversary of the award?

Response: We will be taking questions up until the specified proposal receipt date. However, in order to address any potential questions in a timely manner to allow for the best submitted proposals, we encourage the submission as soon as possible.

It is true that the current AFICC contract expires in 2022. However, it is the government’s understanding that there will be a new vehicle in place that will function similarly or the same. We reached out to AFICC to ask for any additional insight they were able to provide us about the follow-on. Once we hear back, we will update the Q&A if there is any additional or conflicting information that needs to be clarified.

There is no escalation clause in this contract that will allow for price re-adjustment. As stated in the SOW, any overhead/profit/storage/transportation costs for material purchased under the AFICC contract have to be built into the other labor and material rates.

5) What does LS stand for? Example; Line item 1-DX say Material Freight – Unit of measure is LS and estimated Quantity is 94,440. My question is 94,440 what?

Square Foot- Square Yards.

Response: LS stands for Lump Sum. These are categorized as Square Yards.

6) In researching the product the Nora Grano tile is 5mm thick. Additionally, this appears to be a proprietary specification and no other manufacturer produces a tile in 5mm thickness. The standard thickness for Rubber tile is 3mm thick. Will WPAFB accept a 3mm thickness tile alternate?

The specification reads: 1.8.4. Rubber Flooring and accessories: Rubber Flooring shall be or equal to Nora Grano vulcanized rubber compound with environmentally compatible color pigments that are free of toxic heavy metals such as lead, cadmium or mercury. The Rubber Flooring must have the following characteristics:

1.8.4.1. Hammered Textured surface flooring shall have a hammered texture; Thickness 0.36 inches (9.0mm). Tile Size: 39.45 inches x 39.45 inches (1002 mm by 1002mm).

Additionally, the Nora Stair Tread appears to be a proprietary specification. The industry standard for stair treads in 3mm thick. Will WPAFB accept a 3mm thickness one piece stair tread?

The specification reads: 1.8.4.3. The Stair treads shall be One-Piece Nosing, Tread, and Riser or equal to Nora Grano Hammered Texture. Thickness: 0.20 inches (5mm). Material Length: 50.59 inches (1285mm), 63.54 inches (1614mm) and 78.89 inches (2004mm) Depth: 19.88 inches (505mm) Nosing Height: 1.77 inches (45mm).

Response: Nora Grano Rubber Flooring is the standard for WPAFB. A lesser quality product is not acceptable.

7) Can you explain what does line 1-DX on Exhibit A mean? Shipping from supplier or shipping to the base?

Response: 1-DX on the Bid Sheet is Material Freight Line Item, which is the cost to ship the material. The contractor would be shipping from the supplier (carpet mill) to the contractor’s warehouse.
