The Air Force Materiel Command Lifecycle Management Center requires systems, seating, executive, conference, and lounge furniture for multiple floors of the building. The contractor will deliver and install the furniture in three phases estimated for December 2020, April 2021, and September 2021. Proposals are due by September 4, 2020 and must include itemized pricing, company information, and a technical description of how the furniture offered meets the specifications in the attached statement of work. The award will be made to the responsible offeror providing the best overall benefit to the government considering price and technical factors.

The solicitation provides the NAICS code of 337214 for office furniture manufacturing and notes this acquisition is not set aside for small businesses. Pricing must be submitted for all contract line item numbers, and optional storage line items will be priced as a fixed daily rate per square foot. Electronic submission of proposals and invoices is required, and successful offerors must register in the System for Award Management.

DEPARTMENT OF THE AIR FORCE

AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFMC)

WRIGHT-PATTERSON AIR FORCE BASE OHIO

FROM: AFLCMC/PZIBC

1940 Allbrook Drive, Room 109 Wright-Patterson AFB, OH 45433

SUBJECT: Response to Inquiries regarding FA8601-20-R-0045

QUESTIONS

1. QUESTION: I wanted to confirm the wage scale for the installation team.

I did not see where prevailing wages/union labor was requested on the Services Portion of the SOW? Can you please confirm?

ANSWER: This project is for a supply (furniture). Therefore, the service (installation) is incidental to the supply. There are no wage determinations.

2. QUESTION: We are concerned with the amount of information that is required for this bid that we are not going to be able to send this all in one email. I am afraid the drawing files are going to be too large to send as a PDF along with all of the other documentation. Would it be possible for us to send multiple emails in order to provide you with the proper information?

ANSWER: It is fine to send multiple emails or you can send all the attachments through DoD Safe. If you decide to send multiple emails, please add a count on the subject line so that we can be sure that we receive all of the emails (example: 1 of 10).

3. QUESTION: Please provide clarification regarding storage. The CLIN Structure says 60 days but the Scope of Work says 30 days. Is this to be the storage of everything in the Phase and is it to be for 30 or 60 days?

ANSWER: The storage CLINs are option CLINs. The 60 days is in addition to the 30 day requirement. A 30 day storage is standard, but we added option CLINs for 60 additional days for each phase. The building is currently being renovated and we need to ensure that if the renovations are not finished and it goes past the 30 days that we have the option to add the additional days of storage.

4. QUESTION: Is CLIN 0083 to be for all building electrical connections that power the workstations?

ANSWER: Yes.

5. QUESTION: We need clarification on MW-2 Modular Wall removal. If there is a removal, what is to be done with the 43 LF of wall that is removed?

ANSWER: The contractor shall dispose of the existing furniture panels off base.
