1. The government mentioned in Questions & Answers #2 that section 1.18 will be amended to reflect the correct number of weekend hours to change from 3300 hours to 6482 hours for CLIN 0007, 1006, 2006, 3006, and 4006. Is it the government intention to update the solicitation CLINs in Attachment 4 to confirm the weekend number of hours? If so what will that number be?
Per the Questions & Answers #2, only Section 1.18 of the PWS has been amended. The CLINs will not be amended. The CLINs are correct.
2. Does the government have any historical data on the duration of the On-call time per functional area?
If so can you please provide that information?
No, we do not collect or have such historical data.
3. Section 1.8 in amendment 1 doesn't mention anything about holidays. It only covers weekend hours from Friday 1630 to Monday 0730. Will the government update CLINs 0007, 1006, 2006, 3006, and 4006 text to remove holidays?
Only Federal holidays that fall on Fridays 4:30 PM to midnight, Sat-Sun, or Mondays midnight to 7:30 AM are expected to be covered for emergency services by contractor (Service Contract Act rules apply regarding paid time off for contract employees on Federal Holidays).
4. Para 1.17.2 states that Emergency services by the on-call staff may be required on federally observed holidays. If these holidays do not fall on a Friday through Monday, how will those hours be captured in terms of hours to be bid?

5. Section 1.17.6 states that in case of Base Closure/Delay Notification Procedures, the contractor shall still be responsible for 24-hour operations and emergency work. Does this mean that the contractor must cover 24 hours operation during weekdays? If yes will those hours be captured in terms of hours to be bid?
Contractor is responsible for the portion of regular hours actually worked during unexpected closures/delays; if base closes at noon, then employees/contractor are available/reimbursed for time spent in clinic in the morning; if base is unexpectedly closed on a whole regular work day (Wed), then contract employees are not expected to come in/get paid. However, if this day is Friday (normal work hours) and the base is reopened by 4:30 pm, then the on-call hours from 4:30 PM until 7:30 AM the following Monday should be paid to the therapist who is available/on-call during that time frame.
This is what was meant by 24hour operations (to account for partial day-time hours and after-hours/emergency call on Friday evenings to Monday mornings).
6. In paragraph 1.18, the government is requesting that the on-call provider shall not be simultaneously on-call at the MTF and other local facilities. Will the government pay for the on-call time (portion of the hourly rate) while the personnel are not at the clinic.
The therapist who is on call for Wright-Patterson cannot also be on call for another hospital/job that same weekend/time frame. The Contractor (NOT the government) is responsible for paying therapist for on-call time and incorporating this cost into bid.
7. Since this solicitation falls under the Service Contract Act, personnel are entitled to vacation time.
Depending on the seniority, personnel may get 2 to 3 weeks vacation time. For the radiation oncology nurse and the dosimetrist, does the contractor need to back fill these positions when the nurse or the dosimetrist is out on vacation?
Vacation time will be per Service Contract Act rules. In regard to para 1.2.2.5.4 of the PWS, Nurse and Dosimetrist may require to be backfilled if vacation is longer than two (2) working days (depending on clinical/patient load and at discretion of COR/Chief of Radiation Oncology). The Therapy Technologist positions need to be backfilled if multiple Therapy Technologists are on vacation simultaneously in order to ensure that a minimum of two (2) Therapy Technologists are available simultaneously for linear accelerator operation.
8. We understand from the previous questions and answers that there is an incumbent. Is the current solicitation a re-compete or a new award (i.e., is the current solicitation identical to the contract in place)? If not, could you please list the differences?
