Solicitation FA8601-15- R-0001

1. The QASP references Monetary deductions in SS-2, SS-4 and SS-9. Can the government please clarify if this is a monetary penalty, for a specified amount per occurrence, or if it is just you will not be able to bill for unfilled hours? If this is a monetary penalty will the government please specify the amount per occurrence?
The monetary penalty is for unfilled hours and any additional cost (over unfilled hours) to the Government from either having another company provide locums coverage due to contractor not being able to provide appropriate coverage themselves or from government having to send patients out for civilian care due to inability to provide in-house services as a result of position being unfilled within the timeframe specified in the PWS.
2. Due to the short turn-around, Candidate Resumes/Credentials etc., and the Proposal Size – is concerning. Is the solicitation set-up for the incumbent?
This solicitation is not set-up for the incumbent. This solicitation is open to all contractors who are interested in submitting a proposal to fulfill our requirements.
3. Is the incumbent eligible for rebid?
The incumbent is not excluded from submitting a proposal.
4. The solicitation was released on Friday, 10/24 and due on 10/29 @ 8am EST, the proposal elements are inconsistent with the response time? Will the Government consider extending the response time and/or minimizing the proposal requirements?
The proposal elements are consistent with the response time. The Government posted the solicitation on 15 October 2014, and proposals were due on 29 October 2014. Furthermore, Questions and Answers were posted on two occasions, 21 October 2014 and 24 October 2014.
However, the Government has received several concerns regarding the timeframe for submitting proposals; therefore, we have decided to EXTEND the proposal deadline to 14 November 2014 @ 8am EST (local time).
5. Is the current contract current filled – 100%. If not, please advise what percent it is filled?
The current contract is 100% staffed.
