1. As noted in the Q&A, this is an existing contract, so with incumbent contractors are resumes still required with proposal submission?
Yes, the incumbent contractors are still required to submit resumes with proposal submission.
2. On page 4 of Attachment 1 it says that you need to provide the current resumes but then on page 3 of the PWS it states that within 10 days of contract award you will provide resumes? Please confirm resumes are required with submission of proposal.
The resumes, credentials, and certifications that are submitted in the technical capability volume of your company’s proposal can be sample candidates. The purpose of requiring this submission in the proposal is to prove that your company has the ability to provide experienced and qualified key personnel. If a contract is awarded, the new contractor will be required to submit resumes, credentials, and certifications of the actual candidates that will staff our requirement in accordance with the PWS. The candidate resumes, credentials, and certifications that are submitted in the proposal do not have to be the same candidates that are submitted after contract award.
3. Does the government mean that actual copies of the (a) resumes of candidates, (b) credentials, and
(c) certifications must be provided in the technical proposal? If so, will the Government provide a definition which credentials and must be included in order to meet this evaluation criterion? Do the aforementioned materials count toward the 50-page limit of the technical proposal?
Yes, please refer to question 2. The credentials needed for the Radiation Oncology Nurse are outlined in para 1.2.2.1.1., 1.2.2.1.2., and 1.2.2.1.3. of the PWS, specifically, your company needs to provide copies of the candidate’s diploma, valid license, and proof of completion of the ONS Program Course. For the Dosimetrist, your company does not need to provide any credentials;
only a resume and certification is required per the PWS. The credentials needed for the Radiation Therapy Technologist and Lead Radiation Therapy Technologists are outlined in para 1.2.2.3.2 and
1.2.2.4. of the PWS, specifically, your company needs to provide copies of the candidate’s valid license. Lastly, all resumes, credentials, and certifications count toward the 50-page limit of the technical capability volume of your company’s proposal.
4. Looking at the instructions on page 2 of 6 - 3(b), asking that the pricing should be in excel, do you want us to provide compensation plan for all option years in excel form?
No, a compensation plan is not needed.
5. In paragraph d, page 3 of Attachment 1, “ Page Size and Format”, you requested “Use at least one
(1) inch margins on all four sides of the printed page. Pages in each volume shall be numbered sequentially by volume, i.e. I-1, I-2, etc.” Does this apply to the price volume? If yes, could you please provide a Microsoft Word file so we can meet your requirement? The PDF file makes it hard to meet this requirement.
The price volume does not have to be in “at least one (1) inch margins on all four sides of the printed page.” However, the price volume must be submitted as both a PDF document and as a Microsoft Excel file.
6. Page 4 of Attachment 1- paragraph b. Volume II, iv) calls for submitting a signed copy of SF30. Is there a specific SF30 for this solicitation? If yes, could you please provide a copy?
The signed copies of the Standard Form (SF) 30 is only required if there is an amendment to the solicitation. Since there has been a recent amendment to the solicitation, a signed SF30 must be submitted with your company’s proposal. The SF30 is provided with the amendment.
7. Just to make sure, could you confirm, there are no amendments so far?
There was a recent amendment to the PWS. The amendment has been posted to FBO.
8. Could you please let me know the contract number for the existing contract?
The contract number for the existing contract is FA8601-10-C-0001.
9. Upon review of the PWS section 1.18 On call/after duty hours and response time indicates on radiation therapy services are provided from 4:30pm to 7:30am on weekdays and 24 hours per day on weekends and for holidays. This totals 6486 hours per year yet the CLIN items 1006 - 2006-3006 and 4006 only allow for 3300 hours per year.
Section 1.18 of the PWS has been amended.
