FA8601-10-R-0019, CDC Custodial Services – Questions and Answers:
QUESTION I am interested in bidding on the RFP refferenced above and just had a question: Do you know what the cost was last year for this service? Thanks and please let me know?
ANSWER: This is the information that was posted on Fed Biz Opps. "The prior acquisition was awarded as a HubZone set-aside under contract award FA8601-06-C-0020 to Deaton Enterprises, at a total contract value of $2.4M for a base period and 4 option years. Although this acquisition is similar to the previous contract award, the performance work statement has changed significantly especially regarding required Levels of Service."
QUESTION: We saw the amendment through Onvia but cannot find the original document(?) Can you direct us to it?
ANSWER: I'm not sure what Onvia is. Please look on Fed Biz Opps for the solicitation documents. All documentation can be found on the right hand side in Fed Biz Opps.at https://www.fbo.gov/index?s=opportunity&mode=form&id=407821ecf21029e558cefb8e66d02a2f&tab=core&_cview=1 QUESTION: Thanks the SET ASIDE is "small business " for this current solicitation right?
ANWER: No, This acquisition of services is 100% HUBZone set-aside. In order to qualify for this program, an offeror must be a certified HubZone prior to the closing date of the solicitation.
QUESTION: I realize the question period is over, but is there a building 31235 or 11235?
ANSWER: The correct building number is 31235. There is no building 11235.
QUESTION: I am having issues with my account on Fed Biz Opps. I just tried to re register on a different email account, but I am still waiting for the approval. Can you send me (Via electronic Mail) the two amendments for the CDC solicitation?
ANSWER: You do not have to have an account to view a solicitation on FBO. At the top of the page, you can search by solicitation number. I'm sorry, but I cannot provide you an electronic copy. Please try FBO again.
QUESTION: I sent in my questions but they bounced back. The e-mail address you had listed was jacque.davis@wpafb.af.mil.
ANSWER: I'm not sure why your email bounced back because that is my correct email address.
QUESTION: What is the current contract amount?
ANSWER: "The prior acquisition was awarded as a HubZone set-aside under contract award FA8601-06-C-0020 to Deaton Enterprises, at a total contract value of $2.4M for a base period and 4 option years. Although this acquisition is similar to the previous contract award, the performance work statement has changed significantly especially regarding required Levels of Service."
QUESTION: Can you look at the bid schedule you put out? It appears to have some line items missing in option 1 and the price category for month and year are missing.
ANSWER: Please recheck the bid schedule. Everything appears to be in order on bid schedule posted.
QUESTION: Can we overnight the bid to you on Friday so you can receive it Monday morning, or is this for EMAIL only? I ask this, because I am leaving Friday on vacation and want to complete the bid and send it out before i go.
ANSWER: We are not accepting email proposals. We have to have hard copies of the proposals by the closing date and time on the solicitation.
QUESTION: Can you check your email and send me those 2 amendments for the CDC solicitation? I have all the other information but I cannot access the amendments.
ANSWER: I recommend going to the library to try to get them.
QUESTION: I was able to find and print out amendment 1 but not Amendment 2??? Is #2 on the site?
ANSWER: I reposted the amendment.
QUESTION: My company is interested in submitting a response to the above referenced solicitation and there is a question concerning the availability of documents. Specifically, my question concerns the pricing schedule(s) and if these documents are available in Word or Excel format; if they not, that will require recreation of all 60 pages of the pricing schedule.
ANSWER: I'm sorry but .xls documents must be posted in .pdf format.
QUESTION: Additionally, this solicitation states the Air Force has adopted a standardized format for janitorial solicitations. Does this mean that all Air Force janitorial solicitations will now contain identical price schedules, to include the individual CLINs, the text describing each and references made to AF manuals? If that is the case then recreating the price schedule, though labor intensive, becomes a tool that will be useful thereafter.
ANSWER: Although similar in nature, each custodial contract has its own requirements especially with regard to square footages. If a CLIN is not needed for a particular requirement, the CLIN and ELIN may be marked RESERVED.
QUESTION: The pricing schedule does not reference carpet cleaning services. Is carpet cleaning services required? If so, where do we input pricing?
ANSWER: No. Please refer to the AF Standards Appendix A to the PWS and those parts of the PWS which reference Carpeted Floors. Note that if carpet cleaning services are not specifically addressed, then it is not a requirement of the PWS.
