About this file

This is a Questions and Answers (Q&A) document providing the U.S. Government's responses to industry feedback on the F-15 FMS Repair and Return Support Services RSAF (Follow-On) Solicitation. The document addresses 51 numbered questions spanning submission requirements, pricing methodology, evaluation criteria, subcontractor definitions, proposal format specifications, and clause applicability.

Key clarifications include: proposals may be submitted entirely electronically via encrypted email or DoD SAFE with no hard copies required; the Saudi Business License requirement cannot be waived but teaming with Saudi entities to satisfy this requirement is permitted; critical subcontractors are defined as entities performing more than 30 percent of overall effort or possessing the Saudi Business License the prime contractor relies upon; CLIN X001 captures prime labor costs and ancillary expenses while CLIN X002 anticipates subcontracted labor for repair and return services; CLIN 4009 structure has been revised to require fully burdened labor rates for named categories rather than firm fixed pricing; the acquisition is determined non-commercial and will not be restructured to firm fixed price CLINs; certified cost or pricing data is not required due to anticipated adequate price competition, though alternative data such as catalog pricing or historical prices paid satisfies evaluation requirements for major subcontractors; only qualified sources of repair identified in the CLIN X002_Sample Repair Year tab are acceptable for proposal; and multiple FAR clauses have been removed or clarified as applicable only upon contract award or closeout. The solicitation maintains a 35-page limit for Volume II technical proposals and requires Cost Plus Fixed Fee pricing for specified CLINs with Cost Format D worksheets for major subcontractors exceeding $2.5 million in value.

No. Reference Industry Question/Feedback Gov't Response 1 The table at the bottom of page 2 mentions:

"Number of Hard Copies" and "Number of Soft Copies*" "*Electronic copies shall be submitted in accordance with Instructions to Offerors via encrypted email" or DoD SAFE.

The top of page 4 mentions:

7. Submission of the initial proposal packages via electronic mail will not be accepted. Initial proposal packages shall either be mailed, hand delivered, or delivered electronically

Can you please clarify on the future submittal time/timezones for all volumes/packages. Also, can you verify if the offeror is able to submit all copies via electronically verses hard copies as stated in Section L A. General 1 Table.

Proposals are due by 12:00pm EDT IAW SAM.gov posting and Section M, p.3, II. B.

IAW Section L II. A. 7., offerors are able to submit proposal packages electronically via encrypted email or DOD SAFE.

2 all associated costs allowable by offeror's Disclosure Statement. Example: Fringe, Overhead, G&A, Cost of Money (COM) and/or Fee. The add-on factor will be applied to material costs when used to negotiate the Over and Above (O&A) CLINs.

The table descriptions between the PRIME Rates tab and the PRIME Rate Description tabs don't match.

Example:

On the PRIME Rates tab, the first labor description is "Program Manager". On the PRIME Rate Desc tab, the first category is listed as "Administrative Support" which is never listed on the previous table, however, the description does appear to align with what a Program Manager's scope of work should be.

Can you confirm which list is correct?

An RFP Amendment will be issued to correct rate descriptions.

3 All associated costs allowable by offeror's Disclosure Statement. Example: Fringe, Overhead, G&A, Cost of Money (COM) and/or Fee. The add-on factor will be applied to material costs when used to negotiate the Over and Above (O&A) CLINs.

Does this section actually refer to material or should it be labor? Ths also appears on the subrate description tab.

An RFP Amendment will be issued to correct rate descriptions.

4 Cost Table It appears the table is taking option year 4 divided by 6 without additional escalation. Was this intentional?

Yes, as the extension is contemplated under FAR 52.217-8, and if exercised at any point of the contract, it will be issued pursuant to the terms therein. The Option Year 4 divided by 6 calculation is for evaluation purposes only.

5 The Prime Offeror shall provide the cost breakout for any major subcontractor with a proposed amount for the Basic period over $2,500,000 (refer to Column Z). Five worksheets have been provided as examples (refer to 'Cost Format D_CLIN X002_SUB 1' through 'Cost Format D_CLIN X002_SUB 5' worksheets). Additional worksheets shall be added by the prime offeror if more than five major subcontractors are identified.

Could the customer provide clarification on what is meant by proposed amount per basic period?

Offerors are to propose unit prices for repair & return in Column I of worksheet 'CLIN X002_Sample Repair Year'. The extended pricing for the basic period will calculate for each OEM company in Column Z of this worksheet. If an OEM/subcontractor's value in Column Z exceeds $2.5M, the prime offeror shall provide a cost breakout for that OEM/subcontractor.

6 Relative Importance: The evaluation criteria and subfactors in relative order of imporance are evaluated as folows: Factor I, Technical Capability, Factor II, Past Performance, Factor IV, Cost/Price, and then Factor III, Small Business Participation. Factor I, Technical Capability, Factor II, Past Performance, and Factor III, Small Business Participation, when combined, are considered approximately equal to Factor IV, Cost/Price. However, Factor IV, Cost/Price, is an important consideration in the best value award decision. Factor I, Technical Capability, and Factor III, Small Business Participation, will be evaluated on an acceptable/unacceptable basis, and thus will not be part of the tradeoff decision.

IAW FAR 15.304(e), solicitations shall state the relative order of importance when combined as related to cost or price.

7 RFP Attachment 1 – PWS Section 4.1.2 Place of Performance states “The Contractor shall possess a Saudi business license for the duration of the period of performance."

RFP Section L 2.1.f) states “The offeror shall include a copy of their current Saudi Business license.”

As written, the solicitations pose a barrier to entry for American small businesses; limiting the competition and excluding American companies that have relevant experience and can provide a best value solution to both the US Government and the RSAF We recommend the Government kindly remove this requirement.

IAW PWS para 4.1.23 and Section L.II.C.2.1.f: This requirement cannot be removed as it is a requirement of the RSAF. A Saudi business license is required of any company doing business in Saudi Arabia.

8 Same as above If this requirement remains, would the Government permit bidders to team with local Saudi companies who have the Saudi Business license in order to meet the requirement, so long as offerors demonstrate such teammates add technical value or reduce the overall program risk?

Yes. IAW Section L, p 6, D.1. A critical subcontractor is defined as an entity (subcontractor and/or teaming member), other than the Offeror itself, that will perform more than 30 percent of the overall effort, based on the sum of the price proposed for each contract line item; or possesses the Saudi Business license the prime contractor is relying on to perform the efforts of the PWS.

9 The initial proposal package is all the document Volumes listed in the table in Section II, Volume Organization, Section A...Section L has been updated to specify the initial proposal package shall either e mailed, hand delivered or delivered electronically via encrypted email of DoD SAFE.

While the final RFP Section LII.A.7 was modified to allow for electronic mail submission of the initial package. There remains much language in Section L that references paper/print submission.

We appreciate the Government confirming that paper submissions are NOT re quired.

Paper submissions are NOT required. IAW Section L II. A. 7., Initial proposal packages shall either be delivered electronically via encrypted email or DoD SAFE.

10 1. General: A critical subcontractor is defined as an entity (subcontractor and/or teaming member), other than the Offeror itself, that will perform more than 30 percent of the overall effort, based on the sum of the price proposed for each contract line item; or possesses the Saudi Business license the prime contractor is relying on to perform the efforts of the PWS.

Will qualified Sources of Repair whose only contribution to performance of the contract will be the actual repair and return of GFP items, but the value of those repairs may be greater than 30% of the overall effort, be considered a critical subcontractor?

11 Same as above If a subcontractor helps the team meet the Saudi License requirement, but performs less than 30% of the overall effort, are they considered a critical subcontractor?

12 In the event commercial contracts are presented as present/past performance sources of information, a client authorization letter shall be issued to those commercial POCs requesting/authorizing them to complete a Past Performance Questionnaire.

If for a Past Performance citation the Offeror is a subcontractor to a Prime that is a commercial entity, but the end user is a Government customer, is the citation considered a commercial or government contract? We ask to confirm when Attach 10 versus Attach. 11 is to be used.

Based on the Prime contract, Offerors should use: Attachment 10 - Transmittal Letter for USG Client PPQs; and Attachment 11 - Client Authorization Letter for Commercial Client PPQ.

13 The Offeror shall provide a summary description of the Offeror’s current Cost Accounting Standards disclosure statement.

Will the government clarify whether it is requiring compliance with CAS per FAR 52.230-2 for small businesses bidders?

IAW FAR 30.201-1(a) and Title 48 CFR 9903.201-1(b), CAS is not required for small businesses.

14 The prime shall provide a BOE Labor Summary in the offeror’s format. This Exhibit shall provide a clear depiction of all hours proposed on CLIN X002 regardless of whether these resources are provided by the Prime or any tier of subcontractor.

CLIN X002 in the Cost-Price Model does not provide a Cost Fomat D tab for the prime to enter proposed labor hours by labor category. Tabs are only provided for major subcontractors. Where is the prime intended to include

Based on prior feedback from industry, the Government anticipates that all labor costs associated with CLIN X002 Repair & Return will be subcontracted labor.

15 Major subcontractors shall submit a Consolidated Bill of Material (CBOM) presenting proposed direct material cost amounts shown within Cost Format D worksheets for each major subcontractor of Attachment 4, Cost/Price Model for each CPFF CLIN for the prime.

Please clarify whether the government intended for this to read "The offeror" rather than "Major subcontractors"?

Major subcontractors must provide a Consolidated Bill of Materials (CBOM) to detail their proposed material costs for all Cost Plus Fixed Fee (CPFF) contract line items (CLINs). The total cost from this CBOM must match the proposed material cost value in the subcontractor's worksheet (Attachment 4, Cost/Price Model).

16 Same as Above We assume that if the offeror is not using any major subcontractors, that a separate CBOM is NOT required.

Does the data provided in Att. 4, the Cost-Price model, CLIN X002_Sample Repair Year fulfill the CBOM requirement?

If a prime offeror does not use any major subcontractors, the prime offeror is not required to submit a separate CBOM for subcontractor costs.

No, the data provided on worksheet CLIN X002_Sample Repair Year does not fulfill the CBOM requirement.

17 Same as Above How is the associated labor cost and price to be made a part of the proposed price when Cost Format A_CLIN X002 only picks up the proposed material cost

Based on prior feedback from industry, the Government anticipates that all labor costs associated with CLIN X002 Repair & Return will be subcontracted labor.

18 Per Q&A: PWS para 4.24 and 5.5.1 updated. Removed the requirement to submit Quality Requirements and Safety and Health Plan with proposal. Vol II page limit remains 35 pages.

Section L, however, has not been updated to reflect the Q&A:

g) PWS paragraph 4.24, 5.5.1, Quality Requirements and Safety and Health Plan: Offeror’s proposal must provide their approach to quality assurance and system safety plans with their proposal.

Would the Gov't. please clarify if Section L.II.C.2.1.g) and Section M.II.C.1.g) are no longer required as part of our response?

OR

are we simply being asked what our Quality, Safety and Health approaches are without any plans?

Concur. Section L and M are amended IAW PWS.

19 General Would the Gov't. please confirm that Offerors should use Attachment 10 when requesting Government Client PPQs

Concur. Offerors should use Attachment 10- Transmittal Letter for USG Client PPQs and Attachment 11 - Client Authorization Letter for Commercial Client PPQ.

20 The Prime Offeror shall enter a proposed (Firm Fixed) price per month for (Operation and Maintenance) for each period of performance in the yellow-highlighted cells below.

CLIN X003 – CLIN X005 are provided by the government to capture the costs associated with Facilities, Travel, and Cost of Money.

Will the government confirm our assumption that, other than these costs, CLIN X001 is intended to only capture the prime’s labor costs and ancillary Other

Yes, CLIN X001 is intended to capture those remaining costs.

21 As stated above, qualified sources are defined as sources that have been technically evaluated by the Contractor and found to be ISO certified are the OEM for the item or are certified by the OEM for repair of the item or are certified by a currently OEM approved vendor for the item, or are currently an approved supplier of repair of the item to the USG.

Please confirm the USAF's intention is that qualified SORs are ISO-certified, and are the OEM for the item or are certified by the OEM for repair of the item, or are certified by a currently OEM-approved vendor for the item, or are currently an approved supplier of repair of the item to the USG.

Yes IAW PWS para 4.18

22 During the course of performing maintenance and repair efforts within the general scope of the contract, the Contractor is required to seek approval from the PCO (Procuring Contracting Officer) and PM (Project Manager) for additional work that is necessary to satisfactorily complete repairs according to the terms of the contract and PWS; referred to as Over and Above .

Will the government clarify that Over & Above Work as specified in this section pertains to specific instances where an asset being repaired is determined to require repairs over and above the originally estimated repair cost, requiring permission from the PCO and PM before

Yes IAW PWS para 4.6

F-15 FMS Repair and Return Support Services RSAF (Follow-On) Solicitation: USG Response to Industry Feedback

23 PWS states that prior to completion of the contract's period of performance (POP), the government and prime contractor will negotiate a firm fixed price (FFP) to cover all non-severable repair and return services... The Att. 4 pricing model, on the CLIN 4009 tab indicates that the offeror is to enter a proposed FFP.

If the offeror is to enter a proposed price in Att. 4 CLIN 4009, will the government clarify the basis upon which the FFP is to be calculated, considering the amount of non-severable assets is an unknown?

The structure of CLIN 4009 has been revised to require offerors to propose fully burdened labor rates for named labor categories expected to be used in the execution of CLIN 4009.

24 PWS states that prior to completion of the contract's period of performance (POP), the government and prime contractor will negotiate a firm fixed price (FFP) to cover all non-severable repair and return services... The Att. 4 pricing model, on the CLIN 4009 tab indicates that the offeror is to enter a proposed FFP.

Would the government please clarify whether an estimated FFP is to be included with the initial proposal, or if the FFP will be negotiated and definitized prior to the completion of the contract's POP.

The structure of CLIN 4009 has been revised to require offerors to propose fully burdened labor rates for named labor categories expected to be used in the execution of CLIN 4009.

25 General The previous iteration of this contract was commercial as defined by FAR

2.101 (services available in the general marketplace).

This classification 1) streamlines the procurement process; 2) makes administration of the contract easier by using firm fixed price task orders, as the previous contract and other commercial repair and return contracts typically are result in less risk to the government through use of firm fixed price task orders versus cost reimbursement; and 3) reduces the onerous accounting and administrative burdens both pre and post award associated with CAS and cost DCAA approvals for cost reimbursable requirements, thus encouraging more small business participation.

Given the current Administration’s push toward use of commercial products and services, the size and potential visibility of this contract would be enhanced by using commercial contracting.

Has there been a commerciality determination (FAR 12.101(a) performed for this requirement?

Yes the determination for commerciality has been performed and the acquisition is determined Non- Commercial . Historically, all previous contracts have been non-commercial. The requirement remains non-commercial.

26 General Would the government consider changing all CLINs to firm fixed price or firm fixed price with economic price adjust (or even T&M which is also allowed for commercial contracts by FAR 12.207) and switching to

No, the Government has determined this requirement to be non-commercial and that the current pricing model represents the appropriate method for contract performance.

27 Reference Section L.E(2), Cost and Pricing Data Requirements, (page 13 of Attach 4);

Section I, Clauses incorporated by reference (page 47 of 76); and other references to “certified cost or pricing data” requirements:

--Section L.E(2) clearly states “Offerors are not required to submit certified cost or pricing data.” And -Same section, “NOTE: Certified Cost or Pricing Data is Not Required unless it is determined that adequate price competition does not exist.”

However, there are several references in Section I (and elsewhere within the RFP) to requirements for submission of Certified cost or Pricing data such as the FAR Clauses in Section X – -52.215-10 Price Reduction for Defective Certified Cost or Pricing Data. Aug 2011 -52.215-11 Price Reduction for Defective Certified Cost or Pricing Data – Modifications (DEVIATION 2022-O0001) Jun 2020 Deviation 2022-O0001 Oct 2021 -52.215-12 Subcontractor Certified Cost or Pricing Data (DEVIATION 2022-O0001) Jun 2020 Deviation 2022-O0001 Oct 2021 -52.215-13 Subcontractor Certified Cost or Pricing Data – Modifications (Deviation 2022- O0001) Jun 2020 Deviation 2022-O0001 Oct 2021

While we understand that clauses that are “not applicable” within the solicitation are “self deleting,” please confirm that no certified cost or pricing data is required to be submitted unless it is determined that there has not been adequate price competition.

Concur. IAW Section L, p 13, E.2. It is anticipated that pricing of this action will be based on adequate price competition; therefore, Offerors are not required to submit certified cost or pricing data. However, if after receipt of proposals it is determined that adequate price competition does not exist, certified cost or pricing data (see FAR 15.406-2, Certificate of Current Cost or Pricing Data) shall be required.

28 N/A We are the current OEM for the manufacture and repair of the following units within the NSN listed against this solicitation. Would we be able to bid on these parts specifically – are you able to split out?

No. The Government has determined the requirement will not be split.

29 This contract is SCA applicable.

RFP Attachment 30 WD dated 7/8/25

The SCA WD Schedule, Attachment 30, is not included with the RFP NonConcur. The SCA WD Schedule is included in Section J, #30, of the RFP on SAM.Gov.

30 L.II.A states, “Electronic copies shall be submitted in accordance with Instructions to Offerors via encrypted email or DoD SAFE.”

L.II.A (table) also states there are hardcopies required for Volumes I, II, III, and V.

L.II.A.7 states, “Submission of the initial proposal packages via electronic mail will not be accepted. Initial proposal packages shall either be mailed, hand delivered, or delivered electronically via encrypted email or DoD SAFE.”

Will the Government please clarify whether proposals may be delivered fully by electronic means (encrypted email or DoD SAFE, as suggested in L.II.A.7) or if a combination of electronic and hard copies is required (as suggested in the L.II.A. table)?

Paper submissions are NOT required. IAW Section L, p 4, II., A., 7. Initial proposal packages shall either be delivered electronically via encrypted email or DoD SAFE.

31 L.II.A.2 states, “Print shall be no smaller than a font size of 12.” Will the Government consider allowing a smaller font size (such as 10 pt) for tables, No. IAW Section L, p 3, II., A., 2. Print shall be no smaller than a font size of 12.

32 L.II.D.2 states, “In addition to the PPI Tool submission, PPI shall be provided in a separate volume (i.e., 3-ring binder) labeled ‘Volume III – Past Performance’ that includes an RFP Attachment 7, Relevancy Assessment.”

Will the Government please clarify whether hardcopies of PPI Tool output are to be included within the submitted Volume III: Past Performance WITH the Attachment 7 Relevancy Assessment or only in the PPI Tool database submission?

No. Hard copies are not required. Sections L and M have been amended.

33 The Relevancy Assessment in Attachment 7 references “para. B Above.”

Will the Government please clarify the reference to “para. B?” RFP Attachment 7, Relevancy Assessment, has been amended.

34 L.II.C.2.1.h) states, “An integrated master schedule that outlines the transition approach shall be included.”

Will the Government consider allowing the integrated master schedule to be excluded from the required 35-page limit for Volume II? No.

35 L.II.C.2.1.f) states, “The offeror shall include a copy of their current Saudi Business license.” Will the Government consider allowing the Saudi Business License to be excluded from the required 35-page limit for Volume II?

No.

36 L.II.D.2 states, “A summary page shall be provided describing the proposed role of the offeror, any joint venture member, and critical subcontractor (nature of work and percentage of overall work). Summary page information must clearly communicate how each proposed critical subcontractor meets the definition of a critical subcontractor established above.”

Will the Government please clarify whether the PPI Tool “Business Relationships” page is intended to fulfil this requirement? Or, may Offerors provide a separate summary page?

The summary page is separate from the PPI Tool submittal. IAW Section L.II.D.2. A summary page shall be provided describing the proposed role of the offeror, any joint venture member, and critical subcontractor (nature of work and percentage of overall work).

37 “The Contractor’s facility shall have sufficient square footage to support these requirements, as approved by the USG PM/PCO.”

Clarify the factors the Government will consider when evaluating facility adequacy for PM/PCO approval (e.g., staffing levels, functional areas, asset accountability, or other performance-based considerations).

The USG will not dictate facility requirements as long as it adequately supports the manpower required for the contract.

38 “The Contractor shall possess a Saudi business license for the duration of the period of performance”

The Contractor understands that possession and maintenance of a valid Saudi business license is a mandatory requirement, independent of the facility determination. It is further presumed that all other applicable legal and regulatory authorizations must also be in place, including but not limited to Nitiqat (Saudization) compliance, Saudi Labor Law compliance, Wage Protection System (WPS), GOSI registration, work visa/iqama requirements, Saudization of specific roles, Zakat, Tax, and Customs Authority (ZATCA) compliance, municipal licensing and facility approvals, and any other relevant Saudi regulations. For proposal purposes, please clarify whether offerors should assume that compliance with all applicable Saudi legal and regulatory requirements must be fully in place prior to proposal submission and will be evaluated as part of the Contractor’s ability to execute the PWS without performance interruption, or if such requirements must instead be satisfied prior to award.

Reference the following documents - Section L.2.C.2.1.f; Section M.2.D.f; and Attachment 1-PWS para 4.1.2

39 “Activities that will be completed during the transition period include, but are not limited to:

Hiring any CONUS and/or OCONUS employees, initial/upfront work required to set up housing or other amenities for employees in Kingdom, establishing Source of Repair relationships, having the Management Information System (MIS) (para 4.7) in place and functional, have asset tracking established, and locate/secure in-Kingdom facilities required.”

For purposes of proposal development and transition planning, please clarify whether the Government requires the Contractor to maintain a dedicated, contractor-operated warehouse facility physically located within the Kingdom of Saudi Arabia in support of contract performance

No the USG does not require a dedicated facility in KSA.

40 The Offeror is required to provide subcontractor breakdowns of cost and labor. We understand that this cost should be rolled into the CLIN X002_Sample Repair Year

How does the labor and indirect costs on the subcontractor tabs roll into the CLIN X002_Sample Repair Year tab?

The total proposed price (inclusive of labor, indirect costs, material cost, etc.) for the Basic Period on each Cost Format D_CLIN X002 worksheet should reconcile with the total extended price for the Basic Period per major subcontractor on the CLIN X002_Sample Repair Year worksheet. See cells AA12 - AA16 (on CLIN X002_Sample Repair Year worksheet) for an example of how the subcontractor worksheets are tied in to confirm the values reconcile.

41 The Offeror is allowed to provide its rates to be added on to the USG provided estimate for Demobilization under the tab Cost Format A_CLIN X006 and on the tab Cost Format C_CLIN Summary in row 61, CLIN 4008, however, there isn't a tab or CLIN for the costs or indirect rates to be applied to Transition In

Under which CLIN should the Offeror provide the Transition In price? CLIN 0001 IAW PWS para 4.3, 4.3.1

42 In the document titled, "Section L - Instructions to Offerors" on page 17 it states "Major subcontractors shall submit a CBOM presenting proposed direct material cost amounts shown within Cost Format D worksheets for each major subcontractor of Attachment 4, Cost/Price Model for each CPFF CLIN for the prime. The prime shall also include each subcontractor/vendor's data for their sole source cost-type CLINs

Do material vendors have to provide an un-sanitized CBOM to the customer? Yes.

43 FAR 15.403-4 contemplates circumstances where certified cost or pricing data may not be required due to adequate price competition, with price reasonableness determined using data other than certified cost or pricing data. In this context, many OEM suppliers that would otherwise be considered major subcontractors do not release detailed elemental cost breakdowns during the proposal phase but will support price reasonableness and cost verification during contract execution or upon definitization.

In the event the Prime Offeror is unable to obtain the required elemental cost breakdowns from OEMs at the proposal stage, how does the Government intend to evaluate cost realism and price reasonableness for those subcontracted efforts during source selection?

Specifically, will the Government consider alternative data other than certified cost or pricing data (e.g., catalog pricing, historical prices paid, competition at the subcontract level, or direct Government submission by the OEM) to satisfy the evaluation requirements?

Major subcontractors are allowed to submit proprietary information directly to the Government.

Beyond that, the prime offeror is required to submit elemental cost breakdowns from subcontractors whose total value exceeds $2.5M for cost-type CLINs. Alternative data such as copy of vendor quote or historical prices paid is required for the top 80% of extended values for the Basic Period CBOM IAW Section L, pages 17-18.

44 In the RFP Attachment 4 Cost Price Model under tab CLIN X002_Sample Repair Year Is the Offeror allowed to propose other qualified sources of repair that are not identified under tab CLIN X002_Sample Repair Year?

No.Only qualified sources of repair provided are acceptable for proposal.

45 RFP Section I, page 50 clause 52.209-1 Please note that RFP Section I, page 50, does instruct Offerors to contact Mr.

Matthews directly:

All communication should be through the Procuring Contracting Officer and Contract Specialist only. This clause is not applicable to this requirement. This clause applies to government contracts where the items or services being purchased must be tested, approved, or proven to meet specific standards before the award can be made. It is used when the government needs assurance that a product or service will perform correctly and safely. This often includes military equipment, specialized manufactured parts, technical services, and any products or manufacturers that must appear on Qualified Products Lists (QPL) or Qualified Manufacturers Lists (QML). In short, if the government requires proof of quality or performance before selecting a contractor, this clause is triggered. The clause wil be removed during RFP Amd or at award.

N/A
