About this file

This is a Questions and Answers document for federal contract opportunity FA8571-26-Q-R002 regarding a deionized (DI) water system installation at Robins Air Force Base. The Government is procuring a DI system that must integrate with existing distribution pumps (Goulds and Baldor-Reliance models visible in provided images) and control valves, fit within a 10' × 10' equipment footprint, and produce a minimum of 25 GPM with capability to support 40 GPM peak flow during simultaneous operation. The incoming water supply at Building B20128 has documented quality parameters including 54 ppm TDS, 108 µS/cm conductivity, 4.534 ppm chloride, pH 7.8, and 1.1 ppm fluoride. The contractor is responsible for providing de-scaling and chlorination injectors, piping tie-ins to the existing 2" PVC feedwater pipe and 1.5" PVC outlet pipe (both with ball valve connections), and electrical connections to pre-ran drops with specifications to be determined based on equipment requirements.

The Government has indicated flexibility on several implementation details: control valve type may be changed, the 10' × 10' dimension allows minor flexibility, OSHA and maintenance access clearances are not required, electrical drops will be run to logical locations based on equipment layout with close contractor coordination, and the DI system logic controller will operate as a standalone system with potential for future integration to the local AMFF building network (not the Robins AFB network). Work hours may be adjusted with 48-hour notice, with an estimated 10-15% of work anticipated outside the normal 8:00 am to 3:00 pm schedule. The Government will provide as-built wiring diagrams for existing pump controls and has committed to providing Contract Appendix C containing safety requirements. Financial capability documentation should reference FAR 9.104 and DFARS 232.072 with no specified preferred format.

Questions for FA8571-26-Q-R002

1. Technical & Spatial Integration

1. Existing Hardware Specifications The Purchase Description states that the DI system must integrate with existing distribution pumps and control valves.

o Can the Government provide the make, model, and manufacturer of the existing pumps and control valves? Yes, pictures of the pumps are below. I’ll have to get back to you about the control valves. I am willing to change the control valve to a different type as well.

o What communication protocols or signal types are used (e.g., dry contact, Modbus, BACnet)? Inputs/Outputs from PLC. Not sure what beyond that.

o Are as-built drawings or control schematics available for these systems?

Yes, these pumps are controlled out of an existing cabinet and as-built wiring diagrams exist for these.

2. Maintenance Clearance Interpretation The Purchase Description specifies that the DI system must fit within a 10’ × 10’ square.

o Does this dimension apply only to the equipment footprint, or This dimension applies to equipment footprint. There may be a small amount of wiggle room, we’ll just need to see how the equipment lays out down there to scale.

o Must it also include all OSHA-, manufacturer-, and maintenance-required access clearances? No

3. Feedwater Quality Data As the contractor is responsible for providing de-scaling and chlorination injectors to extend membrane life:

o Can the Government provide a recent water quality analysis for the incoming water supply at Building B20128 (e.g., TDS, hardness, chlorine, SDI)?

This is the information of the water that feeds into our building.

o If such data is not available, will the Government accept OEM-recommended assumptions based on municipal water profiles?

2. Site Conditions & Infrastructure

4. Electrical Drop Details The contractor is responsible for installing electrical connections to pre-ran electrical drops.

o Can the Government confirm the voltage, phase, and amperage of these electrical drops? The voltage, phase and amperage of the drops are going to be dependent on the requirements of the equipment. Once I have a list from the contractor, I will have the drops run in whatever quantities they need to be in.

o What is the approximate distance from the drops to the 10’ × 10’ installation location? See above. I will run the drops to logical locations based on the equipment layout. This is something I plan on working closely with the contractor on.

5. Piping Tie-In Specifications The contractor must perform piping tie-ins to the existing water supply and DI storage tank.

o Can the Government provide the pipe diameters, material types (e.g., PVC, stainless steel), and connection types at these tie-in points? The feedwater pipe is 2” PVC. The connection type will be a ball valve. The outlet pipe (that runs towards the storage tank) is 1.5” PVC and will likewise be a ball valve.

o Are isolation valves or bypasses already installed, or must they be provided by the contractor? We have a bypass already. Isolation valves will exist for both inlet and outlet and will serve as the tie-in points.

3. Performance & Schedule

6. Work Hour Flexibility Impact The solicitation allows the Government to adjust work hours with 48-hour notice, including early starts, odd shifts, or weekends.

o For planning and pricing purposes, can the Government provide an estimated percentage of work anticipated outside the normal 8:00 am to 3:00 pm schedule? I would assume 10-15%. It depends on the how aggressive the contractor’s schedule is.

7. Simultaneous Flow Requirement The system must produce a minimum of 25 GPM and support simultaneous operation if demand increases.

o What is the peak required flow rate when both systems are operating simultaneously? 40 GPM

4. Safety & Compliance

8. Appendix C Availability The Safety Plan must address requirements in Contract Appendix C, Part II through Part IV.

o As Appendix C was not included in the solicitation package, can it be provided to ensure the initial Safety Plan submission is fully compliant? Yes, please see attached.

9. Cybersecurity / Network Connectivity DFARS clause 252.204-7012 (Safeguarding Covered Defense Information) is incorporated by reference.

o Will the DI system logic controller connect to the Robins AFB network, or This system’s logic controller will not be connecting to the Robins AFB network. It will be standalone. I would however like it to have the ability to be connected to our local AMFF (building) network in the future.

o Is the system intended to operate as a standalone, air-gapped local logic system? Currently intended to operate as standalone with potential for integration in the future.

5. Financial & Administrative

10. Financial Capability Narrative Section VI of the solicitation requires documentation demonstrating adequate financial resources.

o Does the Government have a preferred format, level of detail, or specific financial metrics it expects to see in the narrative statement?

o There is no preferred format. Please see FAR 9.104 and DFARS 232.072 for additional information to assist with the narrative statement.
