About this file

This is a Questions and Answers document for federal contract solicitation FA857126Q0035, a follow-on service to contract FA8571-21-D-0009. The contract is a competitive 8(a) set-aside requiring offerors to be currently certified in the SBA 8(a) program at time of submission and award. The work involves tool crib operations at Warner Robins Air Logistics Complex (WR-ALC), with contractors assigned only to the master tool crib in Building 301; satellite tool cribs and Building 321 requirements have been eliminated from the Performance Work Statement. The contract is a Fixed Price (FFP) monthly arrangement with work hours of 0600–1430, Monday through Friday, with no after-hours services required. Annual staffing includes 1,856 hours per FTE, and attendants will have access to Government-Furnished Equipment (GFE) vehicles as needed.

Key performance metrics include a 90% monthly completion rate for toolboxes and tool kits required for newly hired Government and Contractor aircraft workers and technicians, with failure to meet this threshold resulting in a negative Performance Assessment Report from the Contracting Officer Representative (COR). The supervisor wage rate is $58.91 per hour (unburdened base wage only), estimated as a GS equivalent but not mandatory. The Government will provide office or cubicle space and a government computer for the supervisor. The Program Manager is a separate non-salaried executive-level position (CO, CEO, VP, etc.) serving as the single point of contact for the Government, distinct from the on-site Supervisor. Transition assistance will be provided only by Government representatives (COR and WR-ALC/OBWC) during the 14-day formal transition period, with no incumbent contractor knowledge transfer required. Incumbent employee hire dates for Service Contract Act (SCA) vacation accrual calculations will be provided only after contract award. The document clarifies various FAR clause applicability issues, including that FAR 52.222-43 (SCA wage adjustments), FAR 52.204-24, and FAR 52.204-7016 were inadvertently left unchecked but will be incorporated in the final contract.

A. This is follow-on service to contract FA8571-21-D-0009

Q, I am hoping to confirm whether this is the correct Appendix C intended to apply to this requirement, or if a different or updated Appendix C should be referenced?

A. An updated Appendix C has been updated.

Q. Incumbent Employee Roster for Vacation Accrual Calculations

In order to provide a proper quote for this solicitation and per the Service Contract Act Wage Determination 2015-4495 regulations that incumbent employees receive vacation based on their years of service on this contract (including service with predecessor contractors), please provide a current roster of hire dates for all incumbent personnel performing under contract FA8571-21-D-0009 to be utilized for accurate vacation accrual calculations in this quotation.

Q. Transition Period and Knowledge Transfer (PWS 1.3)

A. Revise the PWS eliminating “satellite tool cribs” and “321” requirements. Contractors are only assigned to the master tools cribs in bldg. 301.

Q. Performance Metric - 90% Monthly Completion Rate

The PWS Section 4.2 establishes a 90% monthly completion rate for toolbox production.

toolboxes requested, through Government inspections, or against a predetermined production schedule?)

• What are the consequences or remedies if the 90% threshold is not met in a given month?

A. The monthly 90% completion rate is a performance metric requirement driven by the number of toolboxes/tool kits that is needed for newly hired Government and Contractor aircraft workers and technicians.
