About this file

This document is a Questions and Answers file for federal contract solicitation FA857126Q0035, a follow-on service to contract FA8571-21-D-0009 managed by the Air Force. The requirement is for tool crib management services at Tinker Air Force Base, specifically master tool crib operations in Building 301, supporting newly hired government and contractor aircraft workers and technicians. The contract is structured as a Fixed-Price (FFP) monthly arrangement with work hours of 0600-1430 Monday through Friday, with no after-hours services required. The contract will remain a competitive 8(a) set-aside requiring current SBA 8(a) certification at time of submission and award.

Key operational requirements include maintaining a 90% monthly completion rate for toolbox/tool kit production, with failure to meet this threshold resulting in negative Performance Assessment Reports. The Government Supervisor assigns monthly workload targets to the Contractor Supervisor. Staffing positions include a Supervisor at an unburdened base wage rate of $58.91 per hour (an estimated GS equivalent, non-mandatory rate) and Tool & Parts Attendants. The Program Manager role is distinguished as a non-salaried executive position (CO, CEO, VP) serving as the government's primary contact for escalated issues, separate from the on-site Supervisor. The Government will provide office/cubicle space and computers for supervisory personnel, as well as Government-Furnished Equipment (GFE) vehicles when required for duty performance. Employee information from the incumbent contractor will not be released until contract award. Transition assistance will be limited to 14 days and provided solely by the Government Contracting Officer Representative and WR-ALC/OBWC representatives, with no knowledge transfer requirements imposed on the incumbent. Contract Data Requirements Lists (CDRL) are included in each period of performance.

A. An updated Appendix C has been updated.

In order to provide a proper quote for this solicitation and per the Service Contract Act Wage Determination 2015-4495 regulations that incumbent employees receive vacation based on their years of service on this contract (including service with predecessor contractors), please provide a current roster of hire dates for all incumbent personnel performing under contract FA8571-21-D-0009 to be utilized for accurate vacation accrual calculations in this quotation.

Q. Satellite Tool Crib Locations

The PWS references "master tool crib" and "satellite tool cribs" at Buildings 301 and 321.

Questions:

• Are there any plans to add or consolidate satellite tool crib locations during the 5-year contract period?

• Does each satellite location require dedicated contractor personnel, or do attendants rotate between locations?

A. Revise the PWS eliminating “satellite tool cribs” and “321” requirements. Contractors are only assigned to the master tools cribs in bldg. 301.

Q. Performance Metric - 90% Monthly Completion Rate

The PWS Section 4.2 establishes a 90% monthly completion rate for toolbox production.

toolboxes requested, through Government inspections, or against a predetermined production schedule?)

• What are the consequences or remedies if the 90% threshold is not met in a given month?

A. The monthly 90% completion rate is a performance metric requirement driven by the number of toolboxes/tool kits that is needed for newly hired Government and Contractor aircraft workers and technicians. The Government Supervisor each month will received how many tool boxes/tool kits are needed and tasked the workload to the on-site
