PERFORMANCE WORK STATEMENT (PWS)

ISO9001/AS9100/9110 - EXTERNAL REGISTRATION

23 Jan 2025

1.0 DESCRIPTION OF SERVICES. The purpose of this contract is to obtain audit and registration services for ISO9001-AS9110 certification of the Warner Robins Air Logistics Complex (WR-ALC) with an AS9100 certification in manufacturing processing areas only. WR-ALC is currently certified to ISO9001-AS9110 Rev C. The Contractor shall provide all labor and materials necessary to accomplish this purpose. The scope of ISO9001-AS9110 registration is for approximately 6200 personnel engaged in the following mission: “Management of depot level maintenance production and manufacturing facilities and laboratories in the restoration of Air Force equipment and aircraft to serviceable condition to meet warfighter readiness requirements.” Approximately 280 personnel are involved in the manufacturing processes. Contractor shall accomplish all activities needed to meet all requirements to maintain certification within the certification guidelines.

1.2 Cycles:

1.3 Contractor Qualifications. The Contractor shall be an accredited member of an American National Standards Institute/American Society for Quality (ANSI-ASQ) National Accreditation Board and serve as an approved registrar for ISO9001, AS9100, and AS9110.

1.3.1 U.S. Persons. All auditors shall be U.S. persons, i.e., citizens or permanent residents (green card holder).

1.3.2 Security Clearances. This requirement does not require a security clearance.

1.4 Standards. The Contractor shall use latest revisions of AS9100 & AS9110, Quality Management Systems – Requirements for Aviation Maintenance Organizations, to provide the certification. Contractor shall ensure that ISO9001 certification is included. Any reference to “certificate,” and/or “certification” shall be identified as ISO9001/AS9100/AS9110.

1.5 Inspections and Audits (to include revisits). The Contractor shall conduct inspections and audits so as to satisfy the requirements for certification. Inspections and audits will be accepted when the number of contact hours for each site visit has been accrued based on the mutually agreed upon schedule. A fixed number of audit hours shall be set aside for any follow-up visits necessary to review, evaluate progress, and close any major findings that are discovered and documented during any site visit. The audit schedule shall be subject to mutual agreement. If revisits are required, coordination shall be made through Government points of contact (POC). No remote audits.

1.6 Communication and Briefings. The Contractor shall communicate issues and findings orally to the Government POC (or designee) as such matters are discovered. The Contractor shall further communicate issues and findings in writing upon completion of any scheduled audit.

1.6.1 Resumes. At least five (5) days prior to each audit, the Contractor shall provide resumes of lead and associated auditor. Resumes shall be one to two (1-2) pages in length. Government has right to reject any auditor. No substitutions shall be made without prior approval. Auditor must have at least three (3) years of experience as an auditor.

1.6.2 Teleconference. The Contractor’s audit team (to include the lead auditor, all other auditors, and any technical advisers) shall participate in a teleconference (up to 3 hours) with the Government POC at a mutually agreeable time 3-5 weeks prior to each scheduled audit.

1.6.3 In-brief/Out-brief. The Contractor shall participate in a Government in-brief for one hour and shall conduct its own (10-30 minutes) in-brief upon arrival for any scheduled audit. The Contractor shall conduct an out-brief (30-60 minutes) after any scheduled audit is completed. Briefing times shall be included in the total number of contract hours.

1.6.4 Daily reports. Additional daily reports shall be provided to Government POC (or designee).

1.7 Certification Reporting. Upon satisfactory completion of necessary inspections, audits, and follow-on actions, the Contractor shall certify the WR-ALC as meeting the certification standards. The Contractor shall ensure that the status of WR-ALC certification is properly reported in the Online Aerospace Supplier Information System (OASIS) database and that any updates to the certification status are posted within 10 business days of the event (e.g., surveillance audit, recertification, reregistration or closure of the NCRs, whichever comes later.)

1.8 Follow-on Clarification and Closure of Findings. At no additional cost, the Contractor shall provide follow-on clarification or elaboration via telephone or e-mail as is necessary to carry out root cause analysis, containment, and mitigation; to prepare corrective/preventive action plans; to verify/validate corrective/preventive actions; or to confirm adequacy of such plans. The Contractor shall also review responses to findings and certify closure of findings when satisfactory remedial action has been completed. In general, time is of the essence in responding to Government inquiries for clarification or elaboration; any delay can result in detriment to legitimate Government obligations or business interests. Whenever the Contractor requires a response from the Government associated with a fixed deadline (such as, but not limited to, a containment or corrective action), the Contractor shall promptly provide a valid respond to Government inquiries so that it does not delay the Government response and cause the Government to be untimely; in no case shall such response exceed 24 clock hours without respect to weekends or holidays (federal or company). Whenever a recertification or certification is pending, the Contractor shall provide a valid response to Government inquiries within 24 business hours (i.e., excluding federal holidays or weekends). Otherwise, the Contractor shall provide a valid response to Government inquiries within two business days. In no case shall an acknowledgment that the inquiry was received constitute a valid response; a valid response shall provide the information sought by the inquiry such that said response may be relied upon as authoritative, accurate, complete, definitive, and conclusive. Whenever the Contractor cannot provide a valid response within the applicable timeframe, the Contractor shall provide the best response it can within the timeframe, indicate why it cannot meet the timeframe, and indicate a date and time when a valid response will be made; the Government representative making the inquiry may then authorize an extension of the timeframes herein for that inquiry only; however, the Government representative is under no obligation to do so.

1.9 Physical Demands. Not all work areas at WR-ALC are handicapped-accessible. The Contractor’s employees shall be able to comply with the physical demands associated with auditing an industrial facility that is actively performing aircraft maintenance, commodities manufacturing, equipment repair and reconditioning, laboratory work, and chemical or physical treatment processes. The Contractor’s employees must be able to perform inspecting/auditing duties while wearing the personal protective equipment (see para 4.14) required in the respective shops.

1.10 PWS Awareness. Contractor shall ensure (and provide proof) that the audit team has read this Performance Work Statement (PWS) prior to arriving at Robins AFB for conducting audits to ensure all PWS requirements are met by the Contractor.

1.11 DELIVERABLES. All deliverables are technical information. Refer to DD Form(s) 1423, Contract Data Requirements List (CDRL), for associated Data Item Descriptions (DID). Each deliverable shall meet requirements enumerated in Data Item Descriptions identified on DD Forms 1423. Contractor shall put CDRL item numbers on applicable reports/deliverables.

1.11.1 Schedule. The Contractor shall submit by email within 30 days of contract award to the Government POC a written recommended schedule for sustaining surveillance audits and re-registration based on the original certification date throughout the anticipated life of the contract, including all options. Scheduled audits shall be conducted at times mutually agreeable to the Contractor and the Government. (CDRL A001, Quality Audit Site Visit Schedule, DI-SESS-81925).

1.11.2 PWS Delivery. The Contractor shall deliver a status report in electronic format by electronic mail to the Government Representatives and Contract Surveillance Management Office (CSMO) representative. The report shall provide proof that the Performance Work Statement (PWS) was delivered to the auditors and that the auditors read the PWS at least 30 days prior to each scheduled audit. The reports also must contain the contract number and audit date. (CDRL A002, Status Report, DI-MGMT-80368A).

1.11.3 Site Visit Reports. For each scheduled audit, the Contractor shall submit a written report immediately preceding the out-brief at the end of each site visit prior to departure from WR-ALC. (CDRL A003, Quality Audit Site Visit Report, DI-SESS-81921).

1.11.4 Findings. Any non-conformances (findings) and the terms for completion of any corrective actions shall be documented in writing. Written findings may be incorporated into the site visit reports. Item will be accepted upon closure of all findings. (CDRL A004, Quality Audit Finding and Response Record, DI-SESS-81923).

1.11.5 Daily Reports. Every workday of a scheduled audit, the Contractor shall provide written and/or verbal out-briefs (list of concerns with applicable AS9100/9110 clause numbers). (CDRL A005, Process Review Report, DI-SESS-81924).

1.11.6 Process Effectiveness Assessment Reports (PEAR). The Contractor will generate PEARs during each scheduled site visit (to include scope of audit with buildings visited) (no PEARs will be written during any return visit that results from a finding). (CDRL A006, Process Review Report, DI-SESS-81924).

1.11.7 Certificates. The Contractor shall provide the Government POC with industry-recognized signed certificates indicating the standards met and the date on which they were met. A new certificate shall be issued upon satisfactory completion of each surveillance or recertification audit if there is a change of scope, registrar name/brand, or expiration date. 1.11.8 Revisits. Revisits based on findings and corrective actions may be required or deemed necessary. Revisits would fall under Over and Above work, so the Contractor shall coordinate through Government POC and Contracting Officer prior to any revisit scheduled. 1.11.9 Nondisclosure Agreement (NDA). The Contractor (registrar) and its employees shall sign NDAs no later than five business days before receiving/accessing/reviewing classified, confidential, and/or sensitive Government information and/or data (QAX Standard Form 1602) to the Government POCs and Contracting Officer. 1.11.10 Outbrief. The Contractor shall provide a written out-brief (preferably as slides with one slide per finding) after conclusion of scheduled audits. Include one slide per PEAR with a minimum of six PEARs. (CDRL A010, Quality Audit Site Visit Report, DI-SESS- 81921).

1.12 Over and Above Work. Work discovered during the course of performance that is:

1.1.1 Within the general scope of the contract, not covered by the line item(s) for the basic work under the contract, and necessary in order to satisfactorily complete the contract.

1.1.2 Upon discovery of the need for over and above work, the Contractor shall prepare and furnish to the Government a work request. Upon request the Contractor shall promptly submit to the Contracting Officer, a proposal for the over and above work. The Government and Contractor will then negotiate a settlement for the over and above work. Contract modifications will be executed to definitize all over and above work.

2.0 SERVICES SUMMARY (SS). None.

3.0 GOVERNMENT FURNISHED PROPERTY (GFP). None – there is no GFP attachment for this acquisition.

4.0 GENERAL INFORMATION.

4.1 Government Representatives. The following individuals will serve as the Primary and Alternate Government Representatives as the points of contact through which all contractor-provided services will be requested and accomplished for QA. Government Representatives will not supervise the Contractor, and they are not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. 4.2 Shipping/Delivery/Period of Performance. Period of Performance is for 36 months (non-severable).

4.3 Contractor Program Manager. The Contractor shall provide a Program Manager who shall be the single point of contact between the Contractor and the Government. The name and phone number of the Contractor’s Program Manager shall be provided in writing to the Contracting Officer, Government Representatives, and Contract Surveillance Management Office (CSMO) representative no later than five (5) calendar days after contract award date.

4.4 Place of Performance and Hours of Work. On-site contract services shall be performed at the Warner Robins Air Logistic Complex. The work will take place throughout WR-ALC at each of the Groups and Staff Offices at Robins Air Force Base, GA. The Contractor’s work hours (shifts) shall normally be from 7:00 am to 4:00 pm (EST), Monday through Friday. The Government may adjust the Contractor’s work hours based on workload requirements, with the flexibility to start work earlier, work odd shifts, and/or work weekends. The Government will provide the Contractor the required work hours (schedule) for contractor personnel and will provide a 48-hour notice prior to changing any work hours. No remote audits.

4.5 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays or during facility closings as authorized by the Government. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.6 Security Requirements.

4.6.1 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), Department of the Air Force Instruction (DAFI) 31-101, Integrated Defense.

4.6.2 Contractor Security Clearance. This requirement does not require a (Input Confidential, or Secret, Top Secret) security clearance. The Contractor shall ensure Contractor personnel have a valid security clearance appropriate to the access required for proper accomplishment of contract/order requirements. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall immediately be denied access to classified and/or sensitive, but unclassified, information.

4.6.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with 2 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM).

4.6.4 Visitors Only – No Badging ID. The Air Force has mandated all visitors consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Visitors requiring unescorted access will need their driver’s license or state-issued ID along with insurance and registration if driving on base. The pass issued by the Visitor Control Center authorizes unescorted entry to Robins AFB for the bearer only. For visitors, a short term pass is up to 60 days. Any time greater than 60 days requires a secondary form of ID (Social security card, birth certificate or passport).

4.6.5 Operations Security (OPSEC). The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E “DoD Operations Security”, DoD Manual 5205.02-M and AFI 10-701 “Operations Security” to protect United States (U.S. Government interest. The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.6.6 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

4.6.7 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations. Contractor risk management procedures shall comply with:

· DoDI5000.83 DAFI 63-113, Technology and Program Protection to Maintain Technological Advantage

· SAE Aerospace Standard AS5553D, Counterfeit Electrical, Electronic, and Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation and Disposition,

· National Institute of Standards and Technology (NIST) Special Publication 800-53 Rev 5, Security and Privacy Controls for Information Systems and Organizations

4.7 Contractor Identification. Contractor personnel shall wear visible identification designating them as contractors at all times while on Robins Air Force Base.

4.8 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's Center to and comply with local procedures for obtaining credentials and vehicle entry. Information may be obtained by calling the following phone number: Commercial 478-222-1972.

4.9 Agency Affirmative Procurement Program. In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.10 In accordance with FAR 23.107-1, the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.11 Environmental Management System (EMS). Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) and the Contract Surveillance Management Office (CSMO) POCs to be maintained in the contract file for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

4.11.1 EMS training is provided by Environmental Management. Request for Robins EMS Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. (Front Desk: 478-926-8178.)

4.11.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training PowerPoint Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training. (CDRL A011 DI-MGMT-80368A/T, Status Report/EMS Training)

4.12 ISO 50001 – Energy Management System. Due to the WR-ALC being ISO 500001 certified, all contractors are subject to the Energy Management System (EnMS) requirements and shall abide by certification guidelines whenever applicable.

4.12.1. EnMS Training. All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force provided initial EnMS Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB.

4.12.1.1. EnMS training is provided by the Energy Assurance Office. The Contractor shall request the training by sending an email to joseph.santillan.2@us.af.mil, daniel.makley@us.af.mil, and william.west.1@us.af.mil.

4.12.2. Notification of training completion shall be sent to the Energy Assurance Office (joseph.santillan.2@us.af.mil, daniel.makley@us.af.mil, and william.west.1@us.af.mil) and the CSMO POC to be maintained for tracking purposes. Failure to provide documentation of EnMS Training prior to beginning work may result in termination of the contract. (CDRL A012 DI-MGMT-80368A/T, Status Report/EnMS Training)

4.13 Contractor Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.

4.13.1 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. 4.13.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.

4.14 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB Safety Office telephonically at (478)327-4862 during duty hours and (478)926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO), CSMO Representative (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Impound Authority Name and Phone Number (as applicable)
g. Nomenclature of equipment and personnel involved in accident/incident
h. Corrective actions (taken or proposed)
i. Other pertinent information

4.15 Essential Services During Crisis. The Services Acquisition Lead (SAL) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services.

4.16 Inspection of Services/Inspection of Supply: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.

4.17 Invoice/Payment and Receipt/Acceptance: In accordance with DFARS clause 252.232-7003, Electronic submission of Payment Requests and Receiving Reports, the Contractor shall submit/process payment requests (invoices, Receiving Reports or combos) and receipt/acceptance documents via Procurement Integrated Enterprise Environment (PIEE) through module Wide Area Workflow (WAWF).
