QUESTIONS/ANSWERS FOR SOLICITAION (6):

FA8571-15-R-0014 (FA8571-16-R-0003)

44. QUESTION: Ref. SPECIAL STND OF RESPONSIBILITY (p. 94 of RFP): Per USG Q&A #5 – since this is a new effort for existing work, wouldn’t FAR Subpart 22.12, e.g., 22.1202(a)

& FAR 52.222-17 (Nondisplacement of Qualified Workers) apply? Assuming the

Nondisplacement of Qualified Workers applies, how does the USG reconcile these requirements with this Special Standard of Responsibility IAW FAR 9.104-2?

ANSWER: FAR 52.222-17 has been added to the solicitation via amendment

FA8571-16-R-0003-0001. Once FA8571-16-R-0003 has been awarded and it is determined that a follow-on contract is necessary, then the follow-on contract will specify what the requirements are for that effort.

45. QUESTION: What is the timeframe for responding to routine Task Orders (TOs)?

ANSWER: Task Orders are usually issued unilaterally. Once the task order has been issued by the Government, the contractor is considered notified of the required delivery of the order. The contractor must provide services by the required period of performance identified in each individual task order.

46. QUESTION: Are all employees expected to be on the contractor’s staff or can they be hired after a task order is issued?

ANSWER: Staff may be hired after a task order is issued as long as all requirements are met that are stated in the Statement of Work as well as the solicitation.

47. QUESTION: How many employees are currently working on the existing contract?

ANSWER: This number has varied based on the requirement at a given time.

48. QUESTION: Currently, how many employees are working per CLIN category?

ANSWER: This number has varied based on the requirement at a given time.

49. QUESTION: If the Total Evaluated Price (TEP) is based on the maximum hours per year, what is the purpose of the minimum hours per year?

ANSWER: The purpose of the minimum hours is so the contractor is aware of the least amount of hours that can be ordered under this contract. At award the Government is only required to order minimum amount. However, the Government has the flexibility to place orders up to the maximum amount of hours per year.

50. QUESTION: If an electrician does not carry a NEC certification but are compliant with all

National Electrical Codes, will this be acceptable? Will NEC compliance suffice for this contract?

ANSWER: NEC compliance would not suffice for this contract. Please see the following:

· On page 31 of the Request for Proposal it states in the Minimum

Qualifications - "The contractor shall ensure that employees filling electrician positions are at a minimum National Electric Code (NEC) certified journeymen."

· On Page 94 of the Request for Proposal it states in the Special Standards of

Responsibility – “For Electrician Position only (CLINs 0002, 1002, 2002, 3002, and 4002) – Must be a National Electric Code (NEC) certified journeyman.”

· Also in paragraph 1.1.2 Electrical Services, of the Statement of Work dated

29 Jan 2016, it states " The electrician must be a National Electric Code

(NEC) certified journeyman".

51. QUESTION: Are contractor personnel provided with a secure, assigned area to store personal belongings while at work?

ANSWER: Yes

52. QUESTION: Are contractor personnel provided a break area near Building 321?

53. QUESTION: Would the government please advise what, if any, equipment and/or software is required of the contractor to receive and provide verification of work orders?

ANSWER: Tools and equipment are provided by the government

54. QUESTION: The answer to previous Question 19 states, “All training requirements will be provided by the government, on the Robins Air Force Base installation, during normal duty hours thus no costs will be reimbursed.” Will the training time be considered billable to the Government? If not, how do companies get reimbursed for paying employees to attend the training?

ANSWER: All trainings will be provided by the Government, on the installation of Robins Air Force Base, during normal business hours which are the hours included in the contract. This will a firm-fixed price contract with all CLINs being firm-fixed price, hence, there will be no training time considered billable to the Governement.

55. If training hours are not considered billable, how many hours are estimated to be required for Government provided training per labor category?

ANSWER: All hours that are required for training has been built into/included in the amount of hours required to fulfill the requirement.

56. SOW Section 2.1 states, “The Government will provide the facilities, tools, equipment, and materials required to perform assigned tasks, ...” Does this include contractor Personal Protective Equipment (PPE)?

57. Will the Government be responsible for the provision of employee background checks and the issuance of employee identification cards/badges?

58. Reference SOW 3.7 Network Access. “… Before becoming an AF network user, an individual must be trained and licensed. … Every AF network user must possess a current and favorable National Agency Check (NACI) and Local Files Check (LFC). The NACI is a requirement for working on Government installations and any costs associated with obtaining the NACI shall be the responsibility of the Contractor.” Will any contractor personnel working on this contract require Network Access and, if so, how many? Is the cost of time for training and licensing of employees reimbursable?

ANSWER: The number of contractor personnel working on this contract requiring Network Access will be determined by the requirement under each Task Order. The cost of time for training and licensing of employees is not reimbursable as stated in paragraph 3.7-Network Access of the Statement of Work “any costs associated with obtaining the NACI shall be the responsible of the Contractor.”

59. Reference SOW 3.4.3 last sentence, “No special Contractor uniforms are required.” Will the Government please describe what they consider appropriate and/or any required work attire for contractor personnel?

ANSWER: Typical clothing is jeans or work pants, work boots/shoes and shirts not including tank tops/sleeveless. Hats/caps are permitted. Seasonal and wet-weather clothing is up to the employee or the contractor to provide; the government does not provide outerwear for inclement weather.
