QUESTIONS/ANSWERS FOR SOLICITAION (5):
FA8571‐15‐R‐0014 (FA8571‐16‐R‐0003)
21. QUESTION: Does the unit represent 2080 hours or one (1) hour per the quantity.
ANSWER: Please see the CLIN Chart attached to the solicitation amendment FA8571‐15‐R‐
0003‐0001 for detailed clarification.
22. QUESTION: Is a full time, on‐site Project Manager required?
ANSWER: See answer to question 10.
23. QUESTION: Other than 10 tool and parts attendants, are any other personnel required to be full‐time and onsite?
ANSWER: Electricians and Machinery Mechanics are also full time and on site.
24. QUESTION: The pricing sheets are mostly related to hours for specific skilled services. Is there a FFP for this contract to provide ongoing facility maintenance? How and where do we provide that price?
ANSWER: All CLINs are FFP.
25. QUESTION: Without a site visit, how are we to determine the needs of the facility to adequately price this job?
ANSWER: The details of the services required for this effort are addressed in the Statement of
Work. All the skills required are addressed in Paragraph 1.1 – Technical Skills Requirements of the Statement of Work.
26. QUESTION: Without a site visit, how are we to determine the number of personnel to plan for and provide?
ANSWER: The government will place orders for the number of personnel that will be needed per order.
27. QUESTION: Is a fill‐time safety officer required on this contract?
ANSWER: Safety oversight & monitoring is provided by the government. While contractor employees are expected to abide by all established safety rules, policies, guidance regulations and instructions, the contractor is not required to provide a safety officer.
28. QUESTION: Does the government provide a lay down area and/or storage area for supplies/equipment?
ANSWER: Yes
29. QUESTION: If this is a new effort, will we be required to offer employment to the existing employees working on site who are performing similar work on a current contract?
ANSWER: No you will not be required to offer employment to the existing employees working on site.
30. QUESTION: What kind of vehicles are required on base for this contract?
ANSWER: All transportation from Building 321, to/from work sites is provided by the
Government. The contractor is responsible for transportation to Building 321 at Robins Air
Force Base, GA. Building 321 is located no more than 1 mile from Gate 3, Watson Gate (The
Main Gate).
31. QUESTION: Why isn’t a site visit allowed for a competitive contractor to ascertain working conditions and requirements? It would appear that the incumbent contractor is the only one with the knowledge and experience to perform the work and prepare a thorough and accurate price proposal.
ANSWER: Due to transportation being provided to the work sites from Building 321, and all skill requirements being addressed in the Statement of Work, a site visit is not being scheduled.
32. QUESTION: Does the Government require or prefer a local contractor located in the Macon area?
ANSWER: The Government does not require nor have a preference to contractors or their locations.
33. QUESTION: Ref – Section M.2.C – Total Evaluated price (page 93) & Ref – Section B, CLIN
Minimum/Maximum Quantity and CLIN value (page 32). In Section M, we are provided with the TEP calculation, which includes CLINs x008 and x009. In Section B, only the base contract period includes these CLINs with minimum and maximum quantities (hours). Should the contract option periods include CLINs x008 and x009 in this part of Section B? And if so, what are the minimum and maximum quantities (hours) per year for each of these CLINs?

0003‐0001 for detailed clarification.
34. QUESTION: Will the government allow a teaming agreement with other small business concerns? If yes, can teaming partners submit past performance from each company?
ANSWER: Small Business subcontracting plan is not required for this effort.
35. QUESTION: Will each Electrician be required to hold a Georgia State electrical license? Please clarify “Journeyman” as it’s applied to an Electrician.
ANSWER: No, the Georgia State License is not a requirement. The Journeyman must have a greater knowledge of how various electrical systems, circuits, equipment, and controls are installed, operate, and work together to support industrial operations, or similar complex electrical loads. Also have greater skill in planning and laying out work, tracing hard‐to‐locate defects or problems and completing repairs and installations with little or no advice.
36. QUESTION: In Paragraph 2.0 of the SOW, Government Furnished Property and Services, does this include vehicles or transportation as needed?
37. QUESTION: In Paragraph 2.0 of the SOW, Government Furnished Property and Services, does this include parking for contractor personnel POV?
38. QUESTION: What is the definition of a Lower Tier Subcontractor?
ANSWER: Lower tiered subcontractor means a subcontractor who has agreed in an oral written agreement with a higher tiered contractor to provide work, materials or equipment for a work of improvement.
39. QUESTION: Is the proposal supposed to be delivered at this address: 375 Perry Street Robins
AFB, Georgia 31098‐1672, United States?
ANSWER: Proposals may be submitted electronically to kristi.marshall@us.af.mil or kristi.bond@us.af.mil. Proposals may also be submitted to the ATTN: Kristi Bond or Kristi
Marshall at the address listed in block 7 of the solicitation FA8571‐16‐R‐0003.
40. QUESTION: There is no overtime CLIN for the response, would the Government please allow an additional CLIN to address overtime?
ANSWER: Per FAR 22.103‐2, overtime is not expected to result in a lower overall cost to the government and there is no urgency expected, thus an additional CLIN for overtime will not be allowed.
41. QUESTION: The CLINs structure does not have anywhere to price overtime? Is it permissible to add a CLIN for overtime?
ANSWER: Per FAR 22.103‐2, overtime is not expected to result in a lower overall cost to the government and there is no urgency expected, thus an additional CLIN for overtime will not be allowed.
42. QUESTION: The RFP on FBO is FA8571‐15‐R‐0014; however, the SOW is FA8571‐16‐R‐0003.
Should offerors address this in their proposal?
ANSWER: Please address RFP FA8571‐16‐R‐0003 when submitting offers. FA8571‐16‐R‐0003 is used on the SOW as well as the RFP Form for solicitation (SF33). FA8571‐15‐R‐0014 was used for the pre‐solicitation noticed.
43. QUESTION: Ref: FAR 15.304 (c) ‐ Can the USG please explain how the requirements of subsection (2) and (3) of this clause (specifically Past Performance) are/is not an appropriate evaluation factor for this acquisition?
ANSWER: Pursuant FAR 15.304 (c)(3)(iii) past performance need not be evaluated. The work to be completed for this requirement is well defined.
*Due to security concerns, a map of Robins Air Force Base to include Building numbers is not permitted to be posted. The contractor will only be required to travel to Building 321 on
Robins Air Force Base which is less than 1 mile from the Gate 3‐Watson Gate (The Main Gate).
