QUESTIONS/ANSWERS FOR SOLICITAION (4):

FA8571-15-R-0014 (FA8571-16-R-0003)

10. QUESTION: Ref. SOW Sect. 3.4 (p. 10) – Contractor Program Manager - Is this individual required to be onsite full-time? If so, is it expected that this individual’s cost to the contractor be included in its Total Evaluated Price? This is especially true considering there is no separately priced CLIN for this individual.

ANSWER: This individual (Contractor Program Manager) is not required to be onsite full-time.

11. QUESTION: In regards to the response to Question 5, “This is not a change to an existing contract, this is a new effort for existing work”. Question, would the

Government please advise the minimum contract value?

ANSWER: The Government can not advise the minimum contract value. This is a competitive acquisition in which each vendor should submit their best, fair and reasonable proposal in response to the solicitation.

12. QUESTION: In regards to the response to Question 5, “This is not a change to an existing contract, this is a new effort for existing work”. Question, Would the

Government please advise maximum contract value?

ANSWER: The Government can not advise the maximum contract value. This is a competitive acquisition in which each vendor should submit their best, fair and reasonable proposal in response to the solicitation.

13. QUESTION: Due to this being existing work, would the Government please advise the anticipated minimum number of hours per CLIN?

ANSWER: An amendment to solicitation FA8571-16-R-0003 will be posted to FBO to clarify this information. Currently this information can be found in Section B of the solicitation (FA8571-16-R-0003), pages 32-35.

14. QUESTION: In the statement of work, the CLINs maximum number do not correlate with the number of hours required. Will the Government allow for increase Scope of

Work?

ANSWER: An amendment to solicitation FA8571-16-R-0003, that includes a revised

Statement of Work (SOW), will be posted to FBO to clarify this information. Please see paragraph 1.2 Additional Personnel Requirements of the SOW for guidance regarding an increase in personnel.

15. QUESTION: Due to Program/Personnel Management Oversite, Safety, along with

Quality Assurance programs, does the Government provide office space for management personnel?

ANSWER: No

16. QUESTION: Will the Government please provide a list of Government Furnished

Equipment?

ANSWER: The following equipment will the shared between contractor employees and government employees – Laser etching machines, laser foam cutters, de-etch drowndraft tables and grinders to remove laser etching.

17. QUESTION: In regards to 1.1.1 Painting Services, does the Government provide all

Paint, Chemicals and Equipment?

ANSWER: Yes

18. QUESTION: Throughout the statement of work it refers to the SME inspections. Would the Government please advise who the SME works for (i.e. Air Force, contractor, or civilian employee) and if the inspections will be conducted on an agreeable inspection schedule?

ANSWER: SMEs are government employees. Inspections will be held at a time necessary for the success of the requirement.

19. QUESTION: 2.3 Government Provided Training-Will the Government reimburse the contractor for cost associated with attending conferences, symposiums, and training sessions if determined to be in the best interest of the Government and approved by the Contracting Officer.

ANSWER: All training requirements will be provided by the government, on the

Robins Air Force Base installation, during normal duty hours thus no costs will be reimbursed.

20. QUESTION: Which CLIN do we use to price in our Program Manager?

ANSWER: Due to the Program Manger not being required to be present full-time, the price for the Program Manager should be included in the Total Evaluated Priced and not separatedly priced.

(FA8571-16-R-0003) amendment that will be posted. All work will be done on the

Robins Air Force Base installation.
