(1) The Cover Letter/Requirements Technical Proposal Sheet (Appendix B of the MACM Ordering Guide) shall include Offerors’ contract number, small business status/categories, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, Commercial And Government Entity Code, address, proposal number, this solicitation number, program name, Pool (A or B) this effort falls under, total dollar value proposed, a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, a statement that the company does or does not take exception to any of the requirements of this order, and acknowledges use of non-Government advisors.
(2) The Technical Proposal shall be specific and complete. Legibility, clarity, and coherence are very important. Responses will be evaluated against the Technical sub-factors defined in this mailto:tominica.pines@us.af.mil document. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the sub-factors. Address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements of each technical sub-factor.
All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
2. Basis of Award:
A. Award will be made in accordance with the basic contract ordering procedures, the procedures specified in the FOPR and on the basis of the lowest priced proposal meeting the acceptability standards for non-price factors. An order may be awarded to the Contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose proposal conforms to the FOPR’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the FOPR instructions) and is judged, based on the evaluation factors and sub-factors, to represent the technically acceptable proposal with the lowest complete and reasonable price.
B. First, the Government will rank the proposals from lowest price to highest price, in order to establish an Initial Total Evaluated Price (I-TEP). The I-TEP will be calculated as the sum of the Contractor’s prices submitted for all CLINs. Next, the Government will evaluate the technical volumes on an acceptable or unacceptable basis, starting with the proposal with the lowest I-TEP.
Any sub-factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore not awardable. If the proposal with the lowest I-TEP is determined technically acceptable, the Government will evaluate the Contractor’s price, to include all options, for price completeness and reasonableness, as described above. If the lowest priced proposal is technically acceptable and the TEP is complete and reasonable, this Contractor’s proposal represents the best value to the Government and award will be made to that Contractor. If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that Contractor. If after interchanges with that Contractor, their proposal is technically acceptable and remains the lowest priced (with the TEP complete and reasonable), the order will be placed with that Contractor. If the Government deems the proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the next lowest priced proposal will be evaluated for technical acceptability, followed by an analysis of their TEP to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. The evaluation process will continue until reaching a technically acceptable proposal with a TEP that is reasonable and complete, or until all proposals are evaluated.
C. The Government intends to make selection for award based on the initial proposal submissions without conducting interchanges. Therefore, each offer shall contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the Contractors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all Offerors as the Government is not required to conduct interchanges with any or all Contractors responding to this FOPR.
3. Evaluation Factors
A. Responses to this FOPR will be evaluated against the following factors and sub-factors:
(1) Factor 1: Technical
(a) Sub-factor 1.1: Integrated Master Schedule (IMS)
(b) Sub-factor 1.2: Consolidated Bill of Materials (BOM)
(2) Factor 2: Price
B. Factor 1: Technical.
(1) The Offeror’s proposal shall, at a minimum, address each of the sub-factors, as they apply to the HH-60G BFT2/ ROVER6 order task description. The Technical proposal shall demonstrate the Contractor’s ability to perform the technical requirements.
(a) Sub-Factor 1.1 – Integrated Master Schedule (IMS) - Submittal Requirements:
(1) This subfactor will evaluate the offeror’s ability to divide the effort into tasks and phases that can be successfully executed to deliver the required equipment in accordance with the HH-60G BFT 2/ROVER 6 order task description. The Contractor shall provide the following:
(a) A program execution roadmap that identifies discrete tasks, consistent with all authorized work, and relationships necessary for successful contract completion. (BFT 2/ROVER 6
TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(b) Task durations that are realistic. (BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(c) Predecessor/successor relationships. (BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(d) The Critical Path tasks. (BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(e) Feasible resource loading (manpower) at the task level and feasible risk mitigation /contingency plans. (BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(f) Appropriate level of fidelity. (BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(g) Key external dependencies/subcontractor tasks/deliverables. (BFT 2/ROVER 6
TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(b) Sub-Factor 1.2 – Consolidated Bill of Materials (BOM) Submittal Requirements:
(1) This sub-factor will evaluate the offeror’s ability to interpret engineering drawings that comply with American Society of Mechanical Engineers Y14.2, Line Conventions and Lettering to create a Consolidated Bill of Materials required for development of the end items identified in the HH-60G BFT 2/ROVER 6 order task description. The Contractor shall provide the following:
(a) An adequate Consolidated BOM (C-BOM) that identifies all raw materials, sub-assemblies, intermediate assemblies, parts, quantities of each needed to produce the end items.
(BFT 2/ROVER 6 TD 3.3.3.1, 3.3.3.2, 3.3.3.3)
(b) An adequate C-BOM that contains a consolidated priced summary of the individual material quantities and basis for pricing (vendor quotes, invoice pricing, etc.) (BFT
2/ROVER 6 TD 3.3.1.3, 3.3.2.3, 3.3.3.3)
(c) The following ratings will be utilized:
(C) Factor 2: Price.
(1). Price proposals shall support the proposed technical approach and will be evaluated for one Total Evaluated Price (TEP), two completeness, three reasonableness and four unbalanced pricing. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
(2). For evaluation purposes, prices will be calculated using the total amount quoted for the identified CLINs. First the Total Evaluated Item Cost will be calculated by multiplying the quantity and unit price. Then TEP will be calculated as the sum of the Contractor’s proposed prices for sum of the CLINs/Total Evaluated Item Cost as shown below. Offerors are instructed to utilize the provided TEP Calculation Spreadsheet (Attachment 5) to input the individual Unit Price for the CLINs identified below. Attachment 5 will calculate the Total Evaluated Item Cost based on this input and generate the final TEP utilizing the methodology previously identified in this paragraph.

(3) Completeness. The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The Contractor’s proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial proposal and any revisions thereto. The review will determine the adequacy of the Contractor’s proposal in addressing and fulfilling the FOPR requirements.
(4) Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).
TABLE A – Technical Ratings
Rating Description
Acceptable Proposal meets the requirements of the FOPR.
Unacceptable Proposal does not meet the requirements of the FOPR.

(5) Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government.
4. Although past performance may not be used as an evaluation factor, the Government may review information obtained from other sources available to the Government such as the Past Performance Information Retrieval System which will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.
5. Ombudsman. IAW Air Force Federal Acquisition Regulation Supplement 5352.201-9101, Ombudsman (JUN 2016), an Ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. If resolution cannot be made by the CO, concerned parties may contact the ombudsman, Timothy R. Inman at (478) 222- 4097 or via email at timothy.inman@us.af.mil.
