9 Draft FOPR Paragraph G, Draft Appendix A paragraph 3.3.3.1
Please clarify the POP for this effort. In several places the POP is stated as 12 months; however, the reference FOPR states TO award of 7 December 2020 and the reference Appendix A states first delivery of 1 March 2021 at a rate of 3 per month. This results in a POP of approximately 14 months. It is recommended that the delivery requirement in Appendix A for first delivery be stated as days or months ARO, instead of a firm date, because it is likely actual award will not be on the projected date. It is also requested that delivery rate be adjusted to stay within 12 month POP or POP be extended. Another approach would be to remove the delivery rate requirement from Appendix A and let Offeror propose delivery schedule to meet 12 month POP.
Updated the PoP to read: The validity period of the delivery order is anticipated to extend from 07 Dec 2020 through 31 Jan 2022. Early delivery will be acceptable as long as it is at no additional cost to the Government.
10 Draft Appendix A paragraph 3.3.3.1 If Appendix A is going to retain a specified delivery rate, then request that early deliveries be authorized. Early delivery will be acceptable as long as it is at no additional cost to the Government.
11 Drawing - A3384649_B-BFT2 Transceiver Test Cable
At least one part appears to be obsolete (e.g., A3384649-1 item 17 PIN MHDRJ45SRB-SM-BLUE). Will the government resolve obsolete parts prior to award?
Cable assembly (A3384649) is a stocklisted insurance item. The individual part as standard (potential) replacements that can be found online and in the supply system. This particular part number is strain relief which does not impact the use of the cable.
12 Drawing - A3347936_KGV-72 Clearing Tool_3 Oct 19
Material: A3347936-2, Note 1 specifies ALUMINUM ALLOY 6061-T6 IAW ASTM-B221 1" DIAMETER. Initial investigation indicates diameters that size are either 6061-T6511 IAW ASTM B221 or 6061-T651 IAW ASTM B211. What material is correct?
Please make IAW the drawing. 6061 is the alloy, T6 is the temper, the next digits represent the mill process (Plate T651) (Extrusion T6511). 6061-T6 covers all the forms of that alloy and temper. It does not affect the final part if its made from plate or extrusion.
13 Drawing - A3347936_KGV-72 Clearing Tool_3 Oct 19
Finish: A3347936-2 notes 3, 4, and 5 reference “PRIMER” and “PAINT” for tolerances and threads and CONVERSION COATING IAW MIL-A-8625, TYPE II, CLASS 2, BLACK which is an anodic coating. Please confirm if threads are to be anodized and that no PAINT or PRIMER is required at the piece part or assembly level.
Please finish IAW the drawing
14 Drawing - A3347936_KGV-72 Clearing Tool_3 Oct 19
Thread Class: A3347936-2 specify threaded holes of 10-32 UNF and 7/8-20 UNEF but omit Thread Class.
Please provide desired thread class 2B or 3B and confirm whether the Thread Class specifications apply after anodizing?
2A and 2B are acceptable before anodize.

15 Can the Government further clarify which dash number of the 201529049REV8 needs to be built? -10 or- 30, or is it both?
Both. Govt mush have antenna cables for both ROVER 6 Antennae (FWD & AFT) DWG SHT 1 states in title it is for 9049-1 and 9049-2 DWG SHT 2 shows 2 cables, specs, FN call outs, and required labels, and placement DWG SHT 2, Table 2, shows Labeling of the 2 cables by -10 and -30 -10 is 9049-1, -30 is 9049-2
16 Task Description It appears from the draft FOPR and the drawings provided with the draft FOPR that essentially, this task is a "build to print" job using the GFI government drawings as the final and definitive "prints." Please confirm that the drawings you supplied with the draft FOPR (or versions you'll supply with the Final FOPR) are complete and accurate for contractor teams to use for estimating and preparing this proposal.
Yes, This requirement is build to print.
17 Instructions 3.3.3.4 States that the KGV-72 Clearing Tool will be delivered at a rate of one (1) per month. For building efficiency, will early deliveries be acceptable?
Early delivery will be acceptable as long as it is at no additional cost to the Government.
18 Drawings What quality flow down requirements will be passed on to the selected awardee? The contract quaity requiremetns/special inspection requirements are :
ISO 9001:2000
AS 9100
NATO AQAP 2070
or equivalent
19 Drawings Will First Article Inspection (FAI) be required? No. First Article not required.
20 Drawings Regarding Drawing #A3347936: There are issues with the tapping of the two holes in the tool shown on Page 3 of the drawing as follows:
a. Section C7 shows the 7/8-20 threads to be 0.63” deep into a 0.63” deep 0.813 hole. Even if a bottoming tap is used, you still will not get threads for the entire depth of the flat 0.183” ø hole. The 0.813” hole needs to be deeper or a tapered relief cut allowed at the bottom of the hold.
b. The same situation exists for the 10-32 tapped hole shown in Section C2. You can’t tap threads 0.25 deep to the bottom of a 0.25” deep flat hole.
Using a boring bar a single point thread cutting tool this part is managable. We understand the last thread will be incomplete.
21 Draft FOPR Item 4 "Although past performance may not be used as an evaluation factor, the projects submitted by the Contractor to meet Technical subfactor 1.3, Relevant Experience..." There is not Technical subfactor 1.3 in this Draft FOPR. Will this be added in the final FOPR or will this text be removed?
This is a typographical error and that language will be removed from the FOPR.This reference to Technical subfactor 1.3, Relevant Experience has been revised to: Although past performance may not be used as an evaluation factor, the Government may review information obtained from other sources available to the Government such as the Past Performance Information Retrieval System (PPIRS) which will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.
22 Draft FOPR 1.I Since both required elements (1.1 IMS and 1.2 CBOM) are best depicted in 11x17 landscape format, can we assume that an 11x17 landscape page counts as one page towards the page limit?
Yes. That is fine.
23 FOPR Instructions to Offerors Paragraph I, Subparagraph (2) states "provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the subfactors." This seems to indicate a technical volume is required, over and above subfactor 1.1, IMS and 1.2, BOM. If so what is the page limit for the technical narrative?
The Technical Volume shall be comprised of the subfactors.
24 Technical Data Drawing 201529055-67 is required to determine the vendor controlled PN. Please provide See attached VICDs, with a caveat: VICDs may change during trial install. If a change occurs, the Government will provided new drawing revisions.

36 Technical Data Can you clarify which dash number of the A3384649 needs to be built? -1, -3, -5, or -7; or is it all of them? All of them.
37 FOPR Paragraph 4 discusses past performance and refers to Technical sub factor 1.3, Relevant Experience and paragraph 1., I and 3., A. Factor 1: Technical does not include a Subfactor 1.3.
38 FOPR The period of performance is stated at 12 Months in various places also identified as 07 Dec 2020 - 6 Dec 2021 but the delivery schedule stated in Appendix A for the 36 each items is for 3 per month beginning in March of 2021 which would push the schedule to February of 2022.
Updated the PoP to read: The validity period of the delivery order is anticipated to extend from 07 Dec 2020 through 31 Jan 2022. Early delivery will be acceptable as long as it is at no additional cost to the Government.
39 FOPR There is no specified delivery date for the Spares The spares kit requirement has been removed in its entirety from this FOPR and SOW.

69 SOW 3.4 Is there a required delivery date for the spares? The spares kit requirement has been removed in its entirety from this FOPR and SOW.
70 SOW 3.4.1.1 The spares kit requires a continuity test for each item IAW the drawings. This requirement is not mentioned in 3.3.3.1, 3.3.3.2, 3.3.3.3, or 3.3.3.4. Is this testing only required for the spares?
The spares kit requirement has been removed in its entirety from this FOPR and SOW.
71 SOW 4.8 Will inspection/acceptance occur at the delivery location or at Contractor facilities? Who will perform the inspection/acceptance?
Inspection/Acceptance will be performed at the Contractor's facility by DCMA Rep.
This is annotated in the FOPR.
72 FOPR Sub-Factor 1.2 Could the government provide an example C-BOM so it is submitted in the preferred format? We are unfamiliar with providing a BOM that lists the raw materials, sub-assemblies and intermediate assemblies when manufacturing an end item from raw materials and purchased components.
The Government does not have a specific format for Contractor to submit. Contractor format is acceptable.
73 FOPR Para 1G: CLIN 0015AD should be A3384649-1. Yes, A3384649 is correct; updated FOPR to reflect the change.
74 FOPR Sub-Factor 1.2: The current BFT2/ROVER6 TD paragraphs do not exist. They should be 3.3.3.1, 3.3.3.2,
3.3.3.3 and 3.3.3.4.
TD paragrpahs updated.
75 Order Task Description Para 3.1.1 says the period of performance will not exceed 12 months. If 36 kits at 3 kits per month must be completed (Para 3.3.3.1), the first kits would have to be delivered within 30 days of task order award.
This may be impossible due to material lead-times. Is the intent to award well in advance of the March 1, 2021 first delivery and allow 12 months, until March 1, 2022, to finish all deliveries. Are early deliveries acceptable to meet the 12-month requirement?
Updated the PoP to read: The validity period of the delivery order is anticipated to extend from 07 Dec 2020 through 31 Jan 2022. Early delivery will be acceptable as long as it is at no additional cost to the Government.

76 Order Task Description Delivering one a month of the BFT2 Transceiver Test Cable (Para 3.3.3.3) and KGV-72 Clearing Tool (Para 3.3.3.4) is not efficient manufacturing. Plus depending on the actual contract award date, all deliveries would not be accomplished within the 12 months PoP per Para 3.1.1.
Updated the PoP to read: The validity period of the delivery order is anticipated to extend from 07 Dec 2020 through 31 Jan 2022. Early delivery will be acceptable as long as it is at no additional cost to the Government.
77 Drawing 201529044 1. In note 10, it calls out a crimp pull test once each day for each tool and each wire/contact. This is normal procedure. However, the last paragraph states that contact retention shall be verified on all contacts with a non-destructive process. Is this an additional test on all contacts crimped?
2. The drawing tolerances on angles is + or – 1 degree, probably a figure established for sheet metal or machined parts. Using this tolerance on the connector keying would be virtually impossible to set and impossible to accurately measure afterwards. This tolerance needs to be expanded to + or – 10 degrees to be more reasonable.
3. Drawing 201529044 uses several government Vendor Item Control Drawings (VICDs) for parts identification. We need the following VICDs:
201529055-25 BACKSHELL
201529055-05 BACKSHELL
201529055-47 BACKSHELL
201529059-01 CABLE, ETHERNET
201529062-03 SLEEVING, EXPANDO
201529057-01 BAND, STEEL
201529056-03 TERMINATION SHIELD
1. There are no other crimp tests were added other than industry standard via through the pull test. Contact retention should be insured during assembly using wire insertion/extraction tools. This will also be verified by inspection.
2. Okay.
3. See attached VICDs, with a caveat: VICDs may change during trial install. If a change occurs, the Government will provided new drawing revisions.
78 Drawing 201529046 1. Relative to Note 8, may AS4461 Assembly and Soldering Criteria for High Quality/High Reliability Soldered Wire and Cable Termination in Aerospace Vehicles be used in lieu of J-STD-001?
2. Note 10 Electrical Requirements states 150VDC. There is no tolerance. Suggest 150 to 175VDC.
1. AS4461 is acceptable.
2. The range can be allowed to support test equipment. The 150VDC held to a minimum, with strict adherence to the 1mA leakage requirment.
79 Task Description, TCTO The FOPR calls out the TCTO for the first two CLINs. These TCTOs are now part of the drawing package.
We believe we should be quoting all items called out in these TCTO documents. However, the Task description calls out under 3.3.3.1 as only these three harnesses:
“The respective drawing numbers are: 201529044, 201529046, and 201529049.”
Please clarify: are we quoting only the 3 harnesses under paragraph 3.3.3.1 for both CLIN 0015AA and AB or the entire list under the TCTO?
The contemplated order will only be to build the harnesses listed under the MACM and should be built by the drawings listed under para 3.3 Kit Requirements. The TCTO should not nor ever be part of a “drawing package”. It should be used for reference use only.

80 Reference Q.54 above. SOW 3.3.3.2 specifies eight (8) pieces (delivery of one per month) of the BFT2 Transceiver Test Cable (NSN: 5995-01-683-5244) . The drawing number is A3384649. The drawing has four (4) dash numbers: -1, - 3, -5, -7. Question 54 (f-i) in the Questions and Answers document asks for clarification of what quantity of each dash number are needed (since the SOW only references one NSN). The government’s response (excerpt below) is: “All dash numbers are needed; total quantity of 8”
This could mean that "8 of each dash number" are needed or it could mean that 8 cables total are needed (2 each of the 4 Dash Numbers). Can you clarify the if 8 total cables are needed, with 2 each of the 4 dash numbers are needed (2x4=8 total cables).
The total quantity is 8 in accordance with Section G of the FOPR for CLIN 0015AD.
81 FOPR FOPR Paragraph 1.I states that offerors must “NOT include any Pricing information in Volume I.” FOPR Paragraph 3.B.1.b.1.b requests that offerors provide “An adequate C-BOM that contains a consolidated priced summary of the individual material quantities and basis for pricing (vendor quotes, invoice pricing, etc.).” These instructions seem to contradict. Will the government please clarify what information they are requesting for Sub-Factor 1.2 (b)?
The FOPR amendment FA8552-20-R-0008-0001 is attached to remove the pricing language from Technical Subfactor 1.2 located on page 6.
82 Attachment1 - BFT2 ROVER6 Task Description, Paragraph 3.2.2
What is(are) the destination(s) for the kits that the contractor is supposed to ship to? The specified Inspection, Acceptance, and F.O.B. points for the deliverables specified under subCLINs 0015AA, 0015AB, 0015AC, and 0015AD is at Origin, which will take place at the successful offeror's facility. The final delivery point will be specified in any resultant order that may be awarded under this FOPR. As F.O.B. Origin is specified, the Government will provide a MORD to pay for shipping costs.
83 FOPR FOPR Paragraph 1.I.1 references “The Cover Letter/Requirements Technical Proposal Sheet (Appendix B of the MACM Ordering Guide)”. Please provide the Appendix B document for Cover Letter formatting and/or clarify that the Cover Letter can be created in a free format style following the requirements laid out in FOPR Section I.
Cover Letter/Requirements Technical Proposal Sheet is located in the MACM Ordering Guide, which is an attachment to the basic IDV FA8509-20-D-0006 listed as Attachment 2 in Section J of the original award. As requested in the FOPR, this is the desired format for submittal.
