1. INTRODUCTION.
This Technical Order Life Cycle Management Plan (TOLCMP) describes the management ap-proach to acquire or update Maintenance Technical Orders (TOs) and Flight Manuals (FMs) for the (Installation of Degraded Visual Environment System (DVES) On HH-60G Helicopters) during this modification. This plan amplifies the TO portions of the Life Cycle Management Plan
(LCMP). This plan outlines management responsibilities, program establishment, program guide-lines, implementation procedures and initiatives. This plan was developed by the
AFLCMC/WIUBC Technical Order Management Agency/Agent (TOMA), in coordination with
Air Combat Command (ACC) and is based on the most current information available at the time of publication. From this point forward TOs will be represented as maintenance TOs and FMs, unless specifically identified. TOMA will be identified as the Technical Order Management
Agency or Agent.
2. POLICY.
HH-60G Helicopter TOs will be acquired in the most economical manner without sacrifice of accuracy, quality or adequacy. All TOs will be developed and tailored to meet the needs of the
Air Force (AF) user. The TOMA is comprised of subject matter experts on TO matters and re-sponsible for managing all of the TOs during the entire life cycle. Management responsibilities include acquisition, sustainment, format, publishing, storage, distribution and archiving of TOs and related technical data in accordance with (IAW) AFPD 63-1/AFPD 20-1, AFI 63-101/20-101, AFMCI 21-301 and 00-5-series TOs.

9.2.5 Contractor Certification. Prior to the Government verification of TOs, the contractor shall be responsible for the certification of all the TOs developed and notify the Government that the delivery of adequate, safe, current and accurate TOs conform to government requirements.
9.2.6 Verification: Verification is the Air Force evaluation of TO adequacy and accuracy. All agencies and organizations involved must provide the required support. The general guidelines for verification are listed in the TOLCVP:
9.2.6.1 The TOMA, VTM and TCM will participate in the Verification review of affected
TCTOs and associated TO changes in accordance with this plan and the TOLCVP.
9.2.6.2 The initial effort will concentrate on TOs required for flight test and then maintenance.
9.2.6.3 Partly-Verified TOs. The inability to verify certain specific maintenance procedures, such as aircraft wing or missile canister removal and replacement should not delay formalization and distribution of TOs. If a partly-verified TO is issued, the TO will include a Verification Status
Page (VSP) or screen, and the first field unit or depot facility required to use an unverified proce-dure will perform using command verification IAW TO 00-5-1. Other reasons for issuing partly verified TOs include lack of equipment or other required support to perform verification. When the destructive nature of the procedures prevents verification by performance, use simulation or desktop analysis IAW TO 00-5-3.
9.2.6.4 All PTOs (except non-procedural TOs) will contain a Verification Status Page (VSP) to identify unverified functions, tasks, or procedures, and provide warnings about use. The VSP will be continuously updated by annotating the page in the master mark-up TO copy following each verification effort. The contract will require updated VSPs with each change or revision issued.
9.2.6.5 The process of verification will be accomplished on a scheduled basis IAW TO 00-5-3 and the TOLCVP. The verification activities will be scheduled far enough in advance (minimum of 120 days) to allow participation by all agencies.
9.2.6.6 Verification can begin only after a procedure/data has been contractor certified. Notifi-cation of manual or procedure completion will be provided by the respective contractors to the
TOMA. The TOMA or VTM will coordinate availability of required assets to support the verifi-cation.
9.2.6.7 The contractor will provide on-site engineering and technical publication representation during all verification efforts in accordance with the contract. The representative will maintain a master copy of the procedure/data being verified. The master copy will be used to record recom-mended changes during verification. A copy of the corrected master will be retained by the veri-fication team and a copy will be sent to the TOMA.
9.2.6.8 Concurrent contractor testing and verification will be permitted IAW TO 00-5-3.
9.2.6.9 If required, verified TCTO/TOs will remain Preliminary Techincal Orders (PTOs) until they have been incorporated and formalized in ETIMS or IETM.
9.2.7 TO Security and Information Assurance:
9.2.7.1 Classified Data Control. Classified material and equipment will be handled in accord-ance with DOD 5200.1-R/AFI 31-401, Information Security Procedures Regulation, and DOD
5220.22-R/ AFI 31-601, Industrial Security Procedures. If any Air Force activity has reason to believe that security considerations support the reclassification or declassification of a specific TO, the activity will report the discrepancy in accordance with procedures outlined in AFI 31-401.
TOLCMP PAGE 13
9.2.7.2 Controlled Unclassified Information (CUI). Unclassified technical data and TOs will be marked and controlled IAW DODD 5230.24, 5230.25, DOD 5400.7-R, AFI 61-204, and TO
00-5-3.
9.2.8 Configuration Control. To ensure that the user is provided both accurate and adequate information to operate and maintain the HH-60G Helicopter and support equipment, the following measures must be applied.
9.2.8.1 The contractor shall continuously monitor and provide information to the TOMA on all configuration changes to the military system and support/test equipment.
9.2.8.2 The TOMA will work closely with the contractor(s) to ensure TO QA and verification are accomplished on production configured systems and commodities.
9.2.8.3 Deviations will be permitted only where like systems/commodities do not effect opera-tions and maintenance procedures being checked or verified. In these cases approval to use other than production configured systems or commodities must be coordinated between the TOMA, us-ing command and supporting agencies.
9.2.9 Updates and Update Incorporation.
9.2.9.1 Updates resulting from In-Process Reviews will be incorporated prior to the next sched-uled review.
9.2.9.2 Updates resulting from contractor QA procedures will be incorporated prior to delivery of TOs for verification.
9.2.9.3 Updates resulting from Air Force verification will be incorporated by the contractor(s) prior to preparation of PTOs and formal TO reproduction media.
9.2.10 Formalization. When verification is completed, the Verification Team will use an AFTO
Form 27 or 82 to document any TCTO/TO discrepancies and recommend either further verifica-tion or formalization of the TCTO/TO. The AFTO Form 27 or 82 will be sent to the TOMA or
(TORB/FTORB) for review, coordination and approval. Approved AFTO Forms 27 or 82 will be sent to the contractor for TCTO/TO updates and if applicable, preparation of formal copies. Upon formalization of the PTO, the VSP will be removed unless some portion of the TO could not be verified (example: wing removal and replacement). The VSP for formal TOs must identify all procedures/tasks/paragraphs within the TO that have not been verified and must contain instruc-tions for accomplishing and reporting verification by field units in accordance with TO 00-5-1.
9.2.10.1 Schedules: The schedules for paper and IETM TO modification processes are dependent upon overall program schedules and the availability of support equipment, hardware, and person-nel needed for TO development, review and acceptance.
9.2.10.2 IAW TO 00-5-15, the TOMA/FMM are authorized by an mutual written agreement of the Lead and Using Commands the use of verified preliminary TCTOs/TOs. Authorization of
Preliminary data shall not exceed 180 days, unless readdressed.
9.2.11 Delivery Options: Each modification effort must have the contractor follow the TMCR
(TM-86-01) for specific delivery options.
9.2.12 Maintenance of TOs: The maintenance of TO accuracy is the responsibility of the
TOMA and contractor during the modification phase, this is usually through a contract with the prime contractor. The update schedule will be specified in the TMCR.
TOLCMP PAGE 14
9.2.13 Management of Time Compliance TOs (TCTOs). TCTOs required in support of the HH-
60G Helicopter will be managed by the TOMA per TO 00-5-15 and AFMCI 21-302.
9.2.14 Modification Funding: The PM shall produce a TO Budgetary Cost Information (BCI) consisting of all TO Budget Cost Estimates (BCE) when requesting a TCTO number along with the draft TMCR prior to award of the TO development contract, IAW TO 00-5-3: All modification efforts must provide funding for the TO modification cost (i.e. TO integration contract(s) and TO print/distribution). All forcasted modification cost must be coordinated with the
AFLCMC/WIUBC section for the final format/publication of the TOs. This includes printing and distribution of TOs.
9.3 Final Delivery. Upon acceptace of final delivery of TCTO/TOs from the contractor, the
TOMA/FMM shall schedule the (Installation of Degraded Visual Environment System (DVES)
On HH-60G Helicopters) modification for integration into the sustainment cycle.
