Reference Document Question Answer
1 N/A Is there a spare Ethernet port on the SMFCD or Gigabit Ethernet Switch available for DVES system use?
There are currently 4 Ethernet ports available on the SMFCD.
However, those ports are planned to be used for a future modification program, so the Ethernet ports are not available for DVES use.
2 N/A Is the physical mounting ICD for the AN/AAQ-29 gimbal (FLIR) onto the aircraft available?
The AN/AAQ-29 ICD is not available. However, The installation diagram, complete with part numbers, is available in the TO 1H-60(H)G-4-1, Figure 50.

FA8552-18-R-0005 Round 2 Questions
8 Section L II.E.1.9
The following is in respect to the government response to “FA8552-18-R- 0005 Round 1 Questions.pdf” question # 53. Substituting "major subcontractors" for "subcontractors valued at equal to or greater than $2Million" in Section L, Paragraph E.1.9 would result in “major subcontractors (for the entire effort to include Options)”.
The inclusion of the phrase “for the entire effort to include Options” after major subcontractors would be inconsistent with the definition of major subcontractors in Section L, Paragraph E.1.6 (page 8-9) which limits it to a $2M threshold “for CLIN(s) 0001, 0002, 0003, 0005, and 0006” only.
Please clarify whether the calculation for the $2M threshold for “major subcontractors” and the requirements for Section L, Paragraph E.1.9 “All offerors and subcontractors valued at equal to or greater than $2 Million (for the entire effort to include Options)” are to be calculated consistently, and if so should both be limited to “CLIN(s) 0001, 0002, 0003, 0005, and 0006” only.
As written currently in Section L, Paragraph E.1.9, we interpret the calculation for the $2M threshold to include Options CLINs 1001, 1002, 2001, 2002, 3001, 3002. If this is not the case, please amend instructions in Section L, Paragraph E.1.9 to remove the phrase “(for the entire effort to include Options)” and reference subcontractors as “major subcontractors consistent with Section L, Paragraph E.1.6 definition.
Section L II.E.1.9 paragraph has been amended as follows, "All offerors and major subcontractors shall provide data other than certified cost and pricing data using spreadsheet Cost Formats A, B, and C (see RFP Attachment 3) along with accompanying schedules, lists, and narratives to substantiate the cost realism for CLIN(s) 0001, 0002, 0003, 0005, and 0006."
9 PWS 4.12.3
Per the PWS, Section 4.12.3, are there any other requirements for the Voluntary Protection Plan other than any personnel working for the contractor will abide by the VPP at the site of installation?
There are no additional VPP requirements other than PWS paragraph 4.12.3.
10 CDRL A018 TMCR TM‐86‐01
PWS Section 3.10.2
It is not clear in CDRL A018/PWS 3.10.2 what scope should be bid for S1000D maintenance; please clarify.
Refer to TMCR paragraph 7. TO Development for S1000D requirements.
11 PWS 3.11.6
PWS Paragraph 3.11.6 mentions "at no additional cost to the Government", which language is not normally seen in a PWS. Please confirm this is a typo and should be deleted for these CPFF CLINs.
Because the effort described in PWS paragraph 3.11.6 is part of a Cost Plus Fixed Fee (CPFF) CLIN, this language is not required and has been removed from the paragraph.
12 PWS 3.3
Please confirm that this paragraph pertains to the NRE "PoP completion" only. There is no requirement for a warranty for the production kits (Option Periods I‐III)
PWS paragraph 3.3 does pertain to the NRE period of performance. The PWS has been revised to specify this.
13 PWS 3.16
PWS Paragraph 3.16 mentions "at no additional cost to the Government" with relation to the CPFF PI/VI CLINs. Incorporation of changes required during PI/VI will be performed on the respective CPFF CLINs. Please confirm that inclusion of the "at no additional cost to the Government" language is a typo and should be deleted for these CPFF CLINs.
PWS paragraph 3.16 refers to the production kits. As stated in the paragraph, "The kits shall be the final configuration resulting from the Government approved final TDP, incorporating all changes required during the PI and VI at no additional cost to the Government." Because the production kits are contained in the firm fixed price CLINs 1001, 2001, and 3001, the statement "at no additional cost to the Government" is appropriate and will remain in the PWS paragraph.
14 Section L.E.1.12
Other Direct Costs (ODCs) requires that “Offerors shall submit supporting schedules showing proposed ODCs, including their analysis. This cost data shall reconcile to the ODCs supported in the RFP Attachment 4, Excel Cost Model…” The Cost Model and Total Resources templates do not have any provision for bidding ODCs other than Travel. Shall the Offeror(s) add ODCs other than travel to the Cost Model Format A worksheets, together with adding additional worksheet(s) to provide the detail support for the proposed ODCs? What CLIN(s) should ODC’s other than Travel be bid against?
There is no addition of Travel in Format A. Travel is a proposable CLIN in Format C. Travel is not included in the TEP. If an offeror has ODC costs applicable to CLINs 0001, 0002, 0003, 0005, and 0006, the Format A can be adjusted to accommodate. Travel should not be proposed under CLINs 0001, 0002, 0003, 0005, and 0006 as there is a specific CLIN for that on Format C. ODC costs on CLINs other than 0001, 0002, 0003, 0005, and 0006, do not require a breakout as it will be a Firm Fixed Price.
15 Section L.E.1.12
The instructions for the Cost/Price proposal are silent regarding data required to support the proposed CLIN 0008 – Travel, which is Cost Reimbursable, No Fee. Please confirm that bidders only need to provide total cost for Travel in Section B of the RFP and in Cost Format C tab of Attachment 3. No supporting detail for travel is being requested.
As Stated in L&M "CLIN 0008 (CRNF): Travel will not be included in the TEP calculation. Travel should be proposed in Format C but will not evaluated within the TEP."
At industry day, a question was asked relative to the FFP nature of CLIN 0004 (Lab/Simulator Kits). The government response rationalizing the FFP CLIN type was that these kits are B‐kit components only and that ‘all the risk is in the A‐kit, which will not be delivered on this CLIN.’ If this is the intent of CLIN 0004, request that the government amend CLIN 0004 to add "(B‐kit components only)" since A Kits are not needed for lab/simulator kits.
PWS paragraph 3.15 has been amended to specify that the lab and simulator kits shall only contain Group B kit Line Replaceable Unit (LRU) components.
17 Section L II.A
The chart in Section L.II.A lists "Voluntary Protection Program Information" as part of Volume I; however, there are no other details in Section L or M defining what "Voluntary Protection Program Information" bidders should include in Volume I. Please clarify this requirement.
The Voluntary Protection Program Information is not required since "work being performed on an Air Force installation by contractor employees working 1,000 hours or more in any calendar quarter" is not anticipated. This requirement has been removed from Section L II.A.
18 PWS 3.8.10
Please clarify the Government's intent in PWS, Paragraph 3.8.10. The last sentence in the first paragraph states: "The Contractor shall provide any supporting data required for flight clearance authority to the Government."
Is the reference to “supporting data” meant to encompass only that which the contractor has previously created and/or delivered in support of this DVES contract? Please clarify that the Government did not intend this statement to be an open‐ended request for data that is not otherwise required to be delivered under the terms of this contract. Industry is concerned that this is an open ended requirement which cannot be properly scoped until the approved MACC/TACC has been completed. Please provide additional clarification that will allow this to be bid affordably and not bid cost in excess of the Government expectations for this requirement.
It is anticipated that the supporting data required for flight clearance will include documents that the contractor has already created when designing and certifying its system or documents developed for this DVES contract. However, specific document requirements cannot be defined at this point.
19 FA8552-18-R-0005 Round 1 Questions
The following is in respect to the government response to “FA8552-18-R- 0005 Round 1 Questions.pdf” question # 43. Please clarify your answer to question 43 where the Government stated “The maintenance and flight manuals are required to be delivered in both paper and IETM formats…”. Is it the Government’s intention for IETMs to be developed for aircrew manuals as part of this modification effort?
There no requirement for Flight Manuals to be delivered in IETM format. However, they will be delivered in paper for the as specified in Table 3.
