About this file
This is a Questions and Answers (Q&A) document for the BEAR NGECU (Next Generation Environmental Control Unit) Request for Information (RFI). The document clarifies that the final Product Description (PD)/Statement of Work (SOW) issued with the solicitation will govern NGECU characteristics and requirements, and that offerors should base responses on threshold requirements identified in that final PD/SOW. The Requirements Correlation Table is noted as no longer applicable, and any information in supporting or draft documents does not establish contractual requirements or evaluation criteria.
The Q&A addresses six substantive questions regarding NGECU specifications. Question 1 clarifies that thread inserts of any kind—including clinch nuts, jack nuts, threaded inserts, and cage nuts—are prohibited due to structural integrity concerns with blind-hole fastening and historical field issues. Question 2 confirms that the 463L pallet configuration accommodating 12 ECUs per pallet with usable cube dimensions of 104 inches by 84 inches by 96 inches is mandatory, with alternative configurations not permitted; units must also accommodate 4 ECUs within a standard Tricon ISO container and be stackable in storage up to 4 units high. Question 3 establishes the maximum gross weight threshold at 650 pounds (with 600 pounds desired), measured with full refrigerant charge in operational configuration. Question 4 specifies noise level requirements not to exceed 80 dB(A) (with 75 dB(A) or less desired), measured two meters from each side and one meter above ground during COOL mode operation with compressor operating and flexible ducts attached. Question 5 requires ECU storage capability from −65 °F to +160 °F with a minimum 25-year life expectancy in that temperature range. Question 6 confirms that retractable legs providing at least four inches of ground clearance remain a mandatory requirement for optimizing storage and transportation space, and alternative means of maintaining ground clearance do not satisfy this requirement.

BEAR NGECU RFI
Questions & Answers (Q&A)
The NGECU characteristics and requirements will be governed by the final Product
Description (PD)/Statement of Work (SOW) issued as part of the solicitation, including any formally issued amendments.
The PD/SOW is the controlling document for defining the minimum required NGECU characteristics. Offerors should base their responses on the threshold requirements identified in the final PD/SOW. The Government may identify certain desired characteristics, including airflow, in-rush current, and weight, for consideration as stated in the solicitation. Please disregard the Requirements Correlation Table. The
Requirements Correlation Table is no longer applicable to this request for information.
Any information contained in supporting, draft, or non-incorporated documents does not establish or alter a contractual requirement or evaluation criterion. In the event of a discrepancy, the final solicitation and its incorporated PD/SOW requirements will control.
1. 3.14.6.1 states “The use of any style riv-nuts is prohibited.” We understand a riv-nut
(rivet nut) as a tubular fastener with internal threads and a flanged head. It is installed from one side by deforming its body to grip the material from the backside, creating a permanent threaded anchor. It requires a rivet nut tool (manual, pneumatic, or hydraulic) to pull a mandrel through the nut. What does the government consider “any style” of rivet nuts? More specifically, are any of the following, which are not installed as a rivet permitted: clinch nuts, jack nuts, threaded inserts, cage nuts?
➢ The intent of the statement in the PD is to prevent situations that allow for dissimilar material being used for fastener retention (soft materials have lower tensile and compressive strength). Fasteners used for securing of the “blind hole” type, must be threaded(tapped) into its own base material of which the hole is required when access to the backside is limited. The use of any device for anchoring the fastener into a blind hole does not provide adequate pulling force and leads to premature failure if proper torques are not followed. The structural integrity of the base material is compromised after this process. The use of “riv-nut” style anchors leads to increased risk for failure to provide a reliable hold. Bottom
Line: Thread Inserts of any kind will not be accepted. The reason that this statement is included in the current PD for the NGECU is based on history from existing fielded units with related issues.
2. Is the specified 463L pallet configuration of four ECUs per level, stacked three levels high, mandatory, or may an offeror demonstrate compliance using an alternative configuration that accommodates 12 ECUs within the specified usable cube while enabling improved operational performance?
➢ Maximum Size - 4.5.10.1 Packout demonstration
Response: The 463L pallet pack out configuration is mandatory as stated in the
Purchase Description (PD). Offerors shall demonstrate a pack out optimized dimension to allow a minimum of:
- 4 ECUs and all support components within a standard Tricon ISO container with door opening of 78¼ inches X 81½ inches
- 12 ECUs per standard 463L pallet, usable cube 104 inches X 84 inches X
96 inches.
Alternative pallet configurations do not satisfy the PD’s specified pack out-demonstration requirement.
There is no transportable configuration for stacking height; however, the units must be stackable in storage up to 4 units height
3. Which maximum-weight Threshold applies to the NGECU: 650 pounds or 675 pounds?
➢ Maximum Weight - Table II
Response: The maximum gross-weight requirement is 650 pounds. A gross weight of 600 pounds is desired. The PD further requires weight to be measured with a full refrigerant charge in the operational configuration.
4. What is the complete Objective requirement for RCT Item 3.d., to include the applicable measurement criteria?
➢ Noise Level - 3.8.7 Noise
Response: The PD requires ECU noise levels not to exceed 80 dB(A) and identifies 75 dB(A) or less as desired. Noise is measured two meters from each side of the unit and one meter above the ground. During verification, the ECU is operated in COOL mode with the compressor operating and flexible ducts attached; measurements include A-weighted and octave-band sound-pressure levels using slow meter damping.
5. What is the Objective requirement for RCT Item 9.d., Storage?
➢ Storage - 3.8.1 Storage temperature range
Response: The PD requires the ECU to be capable of storage in ambient temperatures from −65 °F to +160 °F. The PD also requires the ECU to withstand this storage-temperature range for a minimum life expectancy of 25 years.
6. Given the maximum-weight Threshold, would the Government consider removing the requirement for retractable or foldable legs, provided the ECU maintains the required four-to-six-inch ground clearance during operation?
➢ Retractable / Foldable Legs - 3.2 Description and general layout
Response: The PD requirement remains unchanged. The ECU shall include retractable legs that allow it to operate at least four inches above the surface.
Maintaining the required ground clearance through a different means does not meet the current PD requirement for retractable legs.
The purpose of the legs is to maintain a favorable height above ground level for operation and be retractable to optimize storage and transportation permissible space.
