About this file

This is a Questions & Answers document for the BEAR NGECU Request for Information.

The document addresses a single technical clarification regarding section 3.14.6.1 of the Program Description, which prohibits the use of any style riv-nuts (rivet nuts) as fasteners. The government's response clarifies that the prohibition extends to all thread inserts of any kind, including clinch nuts, jack nuts, threaded inserts, and cage nuts. The intent of this requirement is to prevent the use of dissimilar materials for fastener retention, as soft materials have lower tensile and compressive strength and compromise structural integrity. The government specifies that fasteners securing blind holes must be threaded directly into the base material itself when backside access is limited. The use of any anchoring device for blind holes fails to provide adequate pulling force, leads to premature failure if proper torques are not followed, and creates increased risk of failure. This requirement is based on historical issues identified in existing fielded units. The bottom line is that thread inserts of any kind will not be accepted.

Questions & Answers (Q&A)

1. 3.14.6.1 states “The use of any style riv-nuts is prohibited.” We understand a riv-nut

(rivet nut) as a tubular fastener with internal threads and a flanged head. It is installed from one side by deforming its body to grip the material from the backside, creating a permanent threaded anchor. It requires a rivet nut tool (manual, pneumatic, or hydraulic) to pull a mandrel through the nut. What does the government consider “any style” of rivet nuts? More specifically, are any of the following, which are not installed as a rivet permitted: clinch nuts, jack nuts, threaded inserts, cage nuts?

➢ The intent of the statement in the PD is to prevent situations that allow for dissimilar material being used for fastener retention (soft materials have lower tensile and compressive strength). Fasteners used for securing of the “blind hole” type, must be threaded(tapped) into its own base material of which the hole is required when access to the backside is limited. The use of any device for anchoring the fastener into a blind hole does not provide adequate pulling force and leads to premature failure if proper torques are not followed. The structural integrity of the base material is compromised after this process. The use of “riv-nut” style anchors leads to increased risk for failure to provide a reliable hold. Bottom

Line: Thread Inserts of any kind will not be accepted. The reason that this statement is included in the current PD for the NGECU is based on history from existing fielded units with related issues.
