Synopsis/Solicitation FA8533-21-R-0018 Full and Open

Contractor Logistics Support (CLS) for the B-1B Advanced Digital Test Station (ADTS) List of Contractor Questions

Question 1: On “Attachment A Price Exhibit” lines #122 (M-918-04 or T940F-1450) and #123 (M- 927-04 or T940F-09500950-1) have two separate part numbers made by two separate vendors (Teradyne and Astronics). The pricing for these repairs is different, shouldn’t the items be separated out into separate line items for pricing?

Government Response: The USG will be posting a forthcoming RFP Amendment to BetaSam to amend the Price Exhibit, Attachment A.

Question 2: If an OEM has a “no bid” or no longer repairs an item because of obsolescence, how does the government want us to proceed in filling out that information on “Attachment A Price Exhibit”?

Government Response: “No Bid” or “Obsolete” should be entered in the corresponding cells.

Question 3: For “CLIN 5002” the formula looks to be off since the prices are not populating to cell “C20”. Looks like it is input to fill in from “T25:T212” and should be “S$26:S$126” Government Response: The USG will be posting a forthcoming RFP Amendment to BetaSam to amend the Price Exhibit, Attachment A.

Question 4: It appears this is the same requirement under FA853321R0003, why is this no longer Small Business Set-aside? The previous contracts were bid and awarded under a small business.

Government Response: FA853321R0003 does not accurately reflect the Air Forces needs and is cancelled.

Question 5: If this is full and open, the solicitation calls out a requirement for a Small Business subcontracting plan, however under the evaluations, there is no criteria or evaluation of a plan.

Government Response: Small Businesses are not required to submit a subcontracting plan per FAR 19.702 (b)(1).

Question 6: In attachment A (Price Exhibit), lines 127 through the end are identified in column A as “Non-repairable”. Per instructions on the same sheet, “Offerors shall complete the cells shaded blue”, the columns in blue all relate to Burdened Repair Costs (K, M, O and Q). Year 1 (Basic) and the 6 month option (Option V) (I and S) is blank. Is the Government looking to have something in these cells?
