Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is as follows:
1. To incorporate the Purchase Description Revision 02, dated 21 June 2010 into Purchase Description (PD) PD07WRGBZOENF10, dated 29 October 2009.
2. There are no other changes to the RFP as a result of this amendment.

PD07WRGBZOENF10, Universal Hydraulic Test Stand (UHTS) - Dual system, trailer-mounted, dated 29 October 2009, is revised as indicated in the paragraphs below:
1. All references to MIL-STD-810F in purchase description PD07WRGBZOENF10 are hereby replaced with MIL-STD-810G.
2. Remove paragraph 3.14 Housing
, in PD07WRGBZOENF10, dated 29 October 2009, and replace it with the following:
3.14 Housing
. The components of the UHTS shall be mounted and assembled on a trailer and covered with a weather-resistant housing. The complete UHTS shall meet the requirements of SAE AS8090 type 1 class 2 mobility. The structures shall be designed to provide a static safety factor of 3 and dynamic safety factor of 2, based on yield strength of the housing material, when loaded under the worst-case scenarios. The UHTS components and control panel shall be completely enclosed and protected by the weather-resistant housing. The housing shall be designed to support a 200 pound weight evenly distributed over a rectangular area that is 4.5 inches long by 5 inches wide, and shall prevent damage or permanent distortion as a result of the weight being applied in any location on top of the UHTS. The housing shall be adequately braced to prevent damage or permanent distortion as a result of being pushed manually. The housing shall be adequately braced to prevent distortion or excessive vibration during handling and operation of the stand or handling of the housing while being removed from the stand. Drip pan(s) to catch spilled fluids shall be provided. Metal hooks or a hanger shall be provided on the exterior of the housing to permit temporary storage of the pressure hoses. Hooks shall be designed to permit flat positioning of the hooks against the housing when not in use. The hooks and points of attachment to the housing should be of such strength that no permanent deformation of hooks or support occurs when the hoses, filled with fluid, are stored. The housing shall have a heater hose adapter in accordance with AF drawing 7347073 to direct heat from a ground heater onto the engine for cold weather starting. The heater opening shall be closed with an acoustically treated cap when not in use. The housing shall be provided with access doors to permit access for operating and servicing the stand. The doors shall be free from binding and easy to operate with one hand. Provisions shall be incorporated to rigidly secure the doors in the fully open and fully closed position. The housing shall be easily removable by no more than two personnel by actuating not more than 16 quick acting fasteners and lifting or sliding the housing off the stand. Handles shall be provided for this purpose. The lengths and width of the UHTS and housing shall be not less than the trailer frame.
3. Remove existing paragraph 3.11.5 Fluid filtration
, and replace it with the following:
3.11.5 Fluid filtration. High and low pressure filtration systems shall be incorporated for each system. These systems shall consist of the filter element housing, filter element, and differential pressure indicator. The filter units shall be an in-line type with replaceable elements.
The filter units shall have features necessary to promote ease of inspection, servicing and replacement of parts and elements. The filter element housing shall be capable of withstanding a minimum proof pressure of 2.5 times the operating pressure and a minimum burst pressure of
4.00 times the maximum operating pressure under all conditions, environments, and hydraulic fluids specified. The flow entering the housing shall not impinge on the filter element. The filter element and housing for the high pressure system shall be certified and acceptance qualified to MIL-PRF-81836. The filter element and housing for low pressure systems shall be certified and acceptance qualified to MIL-F-5504 or commercial equivalent. The filter assemblies shall be capable of withstanding 1000 hours of operation at 275° F fluid and ambient temperature with no degradation in performance. When the pressure drop across the high pressure filter unit exceeds the pre-determined differential pressure of 100 +/- 15 psi (adjustable), an alarm indication, both audio and visual, shall be activated. Once actuated, this indicator shall remain activated until manually reset. Indicators shall be mounted on the stand control panel to simultaneously indicate the pressure on both sides of the filter in the fill system and boost pump systems. The indicators shall have a range from 0 to 200 psi.
4. Remove existing paragraph 3.17.1 Electronic motor
3.17.1 Electronic motor
. The UHTS type II electric motor shall be a 3 phase Alternating Current drip-proof guarded medium machine designed, constructed, wired, and installed in accordance with National Electrical Contractors Association (NEMA) Motors and Generators (MG 1) and NEMA Safety Standard for Construction and Guide for Selection, Installation and Use of Electric Motors and Generators (MG 2) when operating from a 380 volts/3 phase/50 Hz (European strapping configuration) and 480 volts/3 phase/60 Hz current (U.S. strapping configuration).
5. Remove existing paragraph 3.17.3.2 Input voltage and frequency
, and replace it with the following:

60 (± 5%)Hz: 480 (± 10%) VAC
. The UHTS type II shall be capable of accepting inputs from different voltage systems. The UHTS unit shall be set at the factory to accept a 480 VAC input.
50 (± 5%)Hz: 380 (±10 %) VAC
6. Remove existing paragraph 4.7.7 Electrical power

. For the type II stands, run on 480 volts/3 ph/60 Hz and record the full load amperage and start up amperage. For the type II stands, in the alternate power testing configuration under 4.8.8.3, run on 380 volts/3 ph/50 Hz and record the full load amperage and start up amperage.
