Federal Business Opportunities Synopsis IAW FAR 5.201 and 5.207

This synopsis is to announce that the Air Force Sustainment Center, Robins Air Force Base, GA, intends to solicit and award, on a competitive basis, services to provide the sustainment support of Technical Orders and engineering data for Air Force Sustainment Center and Air Force Life Cycle Management Center programs. This effort will be an 8(a) Set aside. Please see the FAR prescribed information and detailed description below:

Contract will have an estimated dollar amount of $260,000,000.00 Estimated dollar amount should not be construed as the awarded/obligated amount for each awardee, but rather the maximum anticipated pool of requirements that will be placed for delivery order award under the resulting contract.

*CLIN 0001 and SubCLINS will be established for basic contract reporting requirements.

*CLIN’s 1001-1009 will repeat for each year of performance.

(14) Contract Award Date:

The contract is anticipated to award April 2020.

(15) Contractor:

Contract action is available for competitive award. Contractors to be determined.

(16) Description:

The instant contract is anticipated to be awarded as an Indefinite Delivery, Indefinite Quantity type instrument to which Delivery Orders will be issued against with various pricing types. The instant contract will require data deliveries. A single award will be made. Delivery orders will follow ordering procedures as defined in the contract, and will be awarded utilizing Performance-Based Services Acquisition procedures.

This contract will support the sustainment and publication of TOs and technical data to include capture, management, update, editorial, distribution and library maintenance.

This Indefinite Delivery Indefinite Quantity contract supports the following Air Force and Foreign Military Sales technical data functions; Editorial Support, TO Management Authority Support, Technical Data Distribution, Technical Content Management Support, TO Library Management, Engineering Data Sustainment, Technical Data Functional/Customer Support, and Interactive Electronic Technical Manual Support. Please see the available draft Performance-Based Work Statement for a detailed description of the anticipated work. Required services, durations, and delivery dates will vary depending on the delivery order.

The task order ordering period will be 5 years from the date of award.

Foreign contractors will not be capable of participating as a prime contractor.

This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals.

An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.

When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
