RFP FA8530-19-R-0001, Attch 4

Capability Task

1.0 SCOPE

This capability task provides duties similar to those that will be required under TDSSe². All deliverables within this capability task are to be accomplished in accordance with the scope of the Performance Work Statement (PWS) and applicable regulations, specifications and standards.

2.0 REQUIREMENTS

TDSSe² candidates will describe details by providing a flow chart, narrative, a list of systems, government work flow actions, and a clarification document outlining decisions of all functional, technical and administrative activities required to complete each scenario from receipt of work to final delivery. Disciplines to be addressed should include at a minimal, those required within the Air Force (AF) Technical Order (TO) lifecycle process.

TDSSe² candidate will provide a proposal response for each scenario that will include:

1. A Process Flow Chart that outlines processes/actions needed to accomplish the scenarios

2. Describe a clear chronological narrative of activities from start to end required to accomplish the scenarios

3. Describe systems, software and government support used to accomplish the scenarios

3.0 ASSUMPTIONS/CLARIFICATIONS

TDSSe² candidate will assume responsibility for clarifications, of any type, and the proposal response should be completed with the information given. Clarification decisions should be documented and delivered as part of the proposal response for each scenario. If no clarification decision document is submitted, it will be assumed that no clarification decisions were needed to complete the scenario.

SCENARIO (S1):

The Ground Support Equipment (GSE) Program Office has management authority of the A/M32A-60 GAS TURBINE GENERATOR SET for the USAF. The generator set in its current configuration is being phased out. The Air Force has determined that it would be more cost effective to modernize the generator with a form, fit, and function upgrade instead of retiring it. Your company was awarded a TO sustainment contract for GSE that includes the requirement to develop, verify, field, and sustain a new TO for the modernized generator, based on GSE provided source data. The delivered TO is expected to be in a work package format; developed in Standard Generalized Markup Language (SGML); compatible with Technical Order Authoring and Publishing (TOAP); jointly verified with the assistance and input of the government content manager and then distributed and sustained by your company. The government has retained OSS&E and TO content authority of the TO. The Contractor must work intricately with the government to effectively field the new TO as part of the modification program and must work within AF TO lifecycle processes.

TASK (T1S1)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities from receipt of GSE approved source data through the posting of the final paper/digital TO into a TO Library/e-tool, to include all requirements outlined in paragraph 2.0 of this document.

EXPECTATION(S):

The candidate shall provide an end-to-end process flow which clearly communicates methods and procedures required to plan, develop, verify, deliver and sustain the TO work package in accordance with TO 00-5-3 direction.

The candidate must be able to clearly describe their processes for developing industry compliant SGML capable of outputting a MIL-DTL-87929 TO work package within Air Force Technical Manual Specifications and Standards (AF TMSS) and TOAP system guidelines.

The candidate’s process flow should logically depict the roles of each the following TO lifecycle support functional elements, such as:

· TO Management

· Editorial Support

· Quality Assurance

· Distribution

· Library Support The candidate shall clearly convey manpower/skill mixture required to complete the requirement.

SCENARIO (S2)

During first article testing of the new A/M32A-70 GAS TURBINE GENERATOR SET TO and the initial TO verification, various editorial updates were identified. The operational procedures required only minor adjustments, however the updates to embedded illustrations are going to require extensive changes and your company estimates it will take several months to complete. The government, needing to maintain schedule, requests that your company obtain approval to field the TO in a preliminary state, using Government-approved redlines, so that modification of the generators could continue while the new TO is updated.

TASK (T1S2)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities from receipt of Government approved redlines, approval and fielding of the preliminary TO through the initial distribution of the new TO. To include all requirements outlined in paragraph 2.0 of this document.

EXPECTATION(S):

The candidate must demonstrate an in-depth knowledge of development, verification, distribution and formalization processes for PTOs in accordance with TO 00-5-3.

The candidate’s narrative shall provide a detailed description of TO lifecycle management methods, procedures and skills required to plan, develop, verify, distribute and formalize preliminary technical orders (PTOs).

The candidate shall thoroughly explain the roles of each the following TO/PTO lifecycle support functional elements, such as:

· TO Management

· Verification Support

· Editorial Support

· Quality Assurance

· Distribution

· Library Support

SCENARIO (S3)

After months of hard work, your company fields the new TO and shortly after a field user submits an Air Force Technical Order (AFTO) Form 22 identifying a rarely used but highly important procedure that did not make it from the original A/M32A-60 TO into the A/M32A-70 TO. The government identified that the procedure in the A/M32A-60 should be the same on the -70, however the Government will not have the ability to schedule a verification on the new model until after the multi-year modification program ends. The government requests that your company come up with a solution to include the procedure within the new TO prior to verifying.

TASK (T1S3)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities to include the preliminary information into the fielded A/M32A-70 TO. To include all requirements outlined in paragraph 2.0 of this document.

EXPECTATION(S):

The candidate must demonstrate a clear knowledge/understanding of the AF TO update verification process defined in TO 00-5-3.

The candidate’s narrative shall identify and explain roles of key functional areas as well as thoroughly explore/describe TO update verification methods and verification waiver options available before deciding on the best solution to meet Government needs.
