Meeting Notes:

The meeting convened at 0835 on 27 Jun 2017 at the Museum of Aviation in Warner Robins, Georgia. Seven companies were present for the meeting; Knight Aerospace, AV8 Designer LLC., Top Flight Aerostructures, CPI Business Development, Global Defense Solutions, Field Aero and Dutch Valley Monogram Systems. Mr. Alan Everett kicked off the meeting with introductions and covered the ground rules. Ms. Annette Anderson covered all the administrative items. Ms. LaVetta Williams presented the contract plan, which will be a Competitive Small Business Supply contract using Firm Fixed Price (FFP) Competitive Total Small Business set‐ aside to replace lavatories and associated components with a commercial off‐the‐shelf (COTS) solution. It will be a FFP contract; Basic 1‐year plus four 1‐year option periods. The government owns technical and engineering data.

Mr. Steve Terry presented the program overview, including requirements and deliverables. The overall requirement is to procure, manufacture, package and ship the component parts necessary for the C‐5 Lavatory Modification Kit. The kits consist of a variety of aircraft rated parts. The bulk of the parts are COTS and come from one prime vendor, Zodiac Monogram Systems. There are 400+ unique part numbers in each required kit.

There are 13 critical and numerous build‐to‐print items such as the Cradle Assy Water Tank , Cradle Assy Waste Tank, Intercostal, Shims, Tube Assembly, Waste, Bracket Assy, Fitting, Vent, Tube, Vent Line, Labels, Markers, Hose Assemblies, Bracket Assemblies, Shroud Assemblies, Panel Assemblies, Strap Retainer, Assy, Doublers, etc. that are Government controlled. There will be 50 kits required. The prime contractor that built the first two prototype kits was Wyle Laboratories. These previous two kit installs has mitigated much of the risk. There were multiple questions and concerns from the industry fielded by the System Program team.

Summary of Questions/Concerns during the Industry Feedback Session:

1. Will there be a first article inspection?

No, there will only be quality audits that requires a letter of conformance, measurement, and quantity. All kitted parts will be inspected during the audit. They must be packaged and shipped IAW the T.O. and MILSPECs. There will be 8 on‐ site inspections, four for the first kit and four for the second kit. These inspections will be held at the 25%, 50%, 75%, and 100% builds.

2. When are the proposal due?

The current due date is 17 July, but this will be extended out 30 days from 5 July to 4 August.

3. Is there an L&M section?

No, because it is a purchase description not a statement of work.

4. What is the TCTO?

The TCTO number is 1C‐5M‐544. The TCTO provides maintenance instructions to change or modify Air Force equipment, which includes maintenance tasks and installation procedures. The TCTO will not be released.

5. Who was the prime contractor that did the analysis and initial kit builds?

Wyle Laboratories

6. How long has this program been going?

The program has been ongoing for about five years. The first validation/verification was installed August 2015. The Last Val/Ver was installed in March 2016 and went smooth with no issues.

7. Is there any proprietary information in the tech data package?

All the drawings were scrubbed. We have vender controlled drawings and government‐controlled drawings.

8. What company delivered the main COTS laboratory components?

Zodiac Monogram Systems

9. Can the TCTO be loaded in the RFP?

The TCTO is a removal and installation document and will not be released.

10. Can the contractors buy commercial hardware from DLA?

The government does not object to the winning contractor procuring parts/components from or through DLA. It is the Contractors responsibility to ensure conformance with the Technical Data Package (TDP) requirements (Part Number, Cage Code and Quantity).

11. Is there electrical wiring in the kits?

Yes, and according to Drawing 201427104 Note 11:

"DO NOT PRE‐ASSEMBLE OR TERMINATE WIRING/CONNECTORS. KIT WILL BE ASSEMBLED DURING INSTALLATION ON AIRCRAFT PER DRAWING 201427105, WIRE ROUTING, C‐5M LAVATORY, MODIFICATION INSTALLATION."

12. Is there a schedule for the award?

Yes, this is projected for FY18 in the first or second quarter.

13. Will the 4th of July holiday affect the schedule of the RFP release?

Yes, the RFP is projected to be released on 5 July and to allow 30 days to respond with proposals.

14. Will DCMA be involved?

Yes, there is a DCMA clause and they will be involved.

15. Will a contractor be allowed to split shipments?

Partial shipments consisting of full 100% complete kits are allowed. For example if 8 total kits are required, each complete kit may be shipped individually, or grouped together in accordance with defined schedule.

16. Will the sub‐CLINs be priced separately?

This will be for each contractor to decide.

17. What is the longest lead time?

Longest lead time item provided is 240 days, which includes 60 days administrative time. The longest production lead time item is 180 days.

18. If the contractor proposes an alternative schedule will that make them non‐responsive?

The government Engineers, have determined the required delivery schedule on the RFP is obtainable.

If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule. However, the offeror’s proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government’s required delivery schedule. Any proposed alternate delivery schedule must be submitted by the offeror prior to the closing date on the RFP; 4 Aug 17, 5:30pm.

19. What are some of the manufactured parts?

Some of the manufactured parts include the Cradle assemblies, Shims, Tube assemblies, Bracket assemblies, Bracket assemblies, Vents, Tubes, Vent Lines, Labels, Markers, Hose Assemblies, Shroud Assemblies, and Panel Assemblies to name a few.

20. Does the prime contractor required to be ISO 9000/9001 compliant or are just the suppliers? Who needs to be Compliant or Certified?

A Certificate of Conformance will only be required for the 13 Build‐To–Print (Critical Path Items) Items. These 13 Critical Parts are located in Appendix A of the Product Description (PD). The 807 refers back to the PD for guidance.

21. Does the Government have the tooling and info on the molds?

Refer to para. 5 and Appendix F of the Product Description. The Government Furnished Property (GFP) Molds will be provided “as‐is” to the winning contractor. The contractor will accept all risk in determining the applicability, acceptability and serviceability for using the GFP Molds for production articles. The winning contractor will be responsible for all transportation costs associated with GFP to the contractor facility and back to Robins AFB. Please refer to the images posted on FedBizOpps.

22. The Product Description refers to a Technical Data Package (TDP). However, this is not provided on the FedBizOpps solicitation link. Could the Government please provide the TDP?

The Technical Data Package (TDP) was posted to the FedBizOpps solicitation link on 28 June 17.

23. The Base effort calls for deliveries of three types of kits: C‐5 “A and B” Model Aircraft; C‐5 “C” Model Aircraft; and Retrofit Kit for C‐5. Although the Retrofit Kit has an Appendix that states what items are contained in the “Kit,” the NSN and Part Numbers for the C‐5 “A and B” Model Aircraft and the Retrofit Kit for C‐5 are all the same. Does the Government mean to have the same numbers for both types of Kits?

The C‐5 A/B model kit and the C model kit are assigned unique NSNs. See table in para. 3.4 in the Product Description.

The Retrofit Kit has no NSN. Please refer to the parts listed in the Product Description Appendix C. However, the Government may assign a P/N and NSN for the Retrofit kit in the future. If so, the Product Description will be updated accordingly.

24. The C‐5 A/B model kit and the C model kit are assigned unique NSNs. See table in para. 3.4 in the Product Description. The Retrofit Kit has no NSN. Please refer to the parts listed in the Product Description Appendix C.

However, the Government may assign a P/N and NSN for the Retrofit kit in the future. If so, the Product Description will be updated accordingly.

The Lay Up Molds are located in a C‐5 Storage Warehouse located on Robins AFB, GA.

The Molds are available for inspection, by appointment. Please notify the Contracting Officer in order to schedule an appointment with the C‐5 Program Office.

The Government Owns the Lay Up Molds used during the Development effort.

Action Item Summary:

Contracting:

1. Add SubCLINs for each CDRL.

2. Allow 30 days response time to RFP release.

3. Discuss alternate delivery schedule – The contractors are concerned with 240 days as stated in the RFP.

4. Determine if the contractor proposes an alternative schedule if this will make them non‐responsive?

PMO:

1. Decide if the TCTO needs to be released.

2. Research DLA for parts/components – Can the contractor buy hardware from DLA?

3. Review the quality requirements (ISO 9001). Determine if 807 and Product Description need to be revised to Certificate of Conformance.

4. Decide if split shipments or partial shipping will be allowed. If so, revise transportation form (DD 1653) ‐ if the intent is to allow partial shipping.

5. Discuss GFP "as is" and transportation cost for molds.

6. Provide Contracting with pictures of molds to upload to FBO.

7. Determine if additional info on GFP needs to be provided to the contractors.

One on One summary with CPI Business Development:

One‐on‐one session opportunities were available for all companies in the afternoon. CPI Business Development was the only company to request a one‐on‐one session. Session with CPI was scheduled for 1:00PM.

Meeting was convened at 1:00PM sharp with CPI representatives, Frank Funicelli and Larry Fisher. Mr. Funicelli presented their companies capabilities, experience, current and past projects. CPI operates out of a 171,000 sq. ft.

facility providing structural parts and assemblies for military and commercial aircraft. They have expertise in logistics global supply chain, purchasing piece parts, kitting, delivering and managing supply chains. They have built several parts for the C‐5 in the past, including spoilers and wing tips. They have managed major supply chains and delivered multiple kits for the T‐38, E‐2, and Sikorsky helicopter programs. Meeting was concluded at 1:45PM.

Only a few items were discussed/raised:

1. There will be a site visit post award.

2. There is no formal/technical proposal required; the proposal is based on total price only.

3. CPI has 3‐D print capability.

4. CPI has the capability to shift production of parts to another company in case of contingencies.

5. CPI will offer solutions due to diminishing suppliers.

5. Most parts will be purchased through Zodiac Monogram Systems.

6. Question was raised again if they can purchase through DLA – SPO has action item to answer all contractors.

7. TDP was released along with the RFP this morning, 27 Jun 2017.
