AMP Sustainment contract does not align directly with the Work Breakdown Structure (WBS) identified in the template. WBS identified in the template were combined into three categories defined in the AMP Sustainment contract. The areas identified are Supply, Engineering, and Software Simulator Laboratory (SIL). Funding information was obtained from FY09 Funding brochure. The Funding Brochure used to provide data was not aligned with WBS in the template provided. Material obligations are not identified in the funding brochure. Total Labor Hours were obtained from the Basis of Estimate provided in the FA8525-06-D-0001 contract.
NOTE 3: All costs reported on this form must be obligations.

NOTE 1: These elements are defined as the cost of labor, material, and overhead incurred in performing major overhauls or maintenance on aircraft/missiles/engines/OMEI their components, and associated support equipment at centralized contractor repair facilities, or by contractor depot teams. The material costs include those depot level repairables which are generated in the course of aircraft, missile, engine or support equipment depot maintenance, but exclude depot level repairables which were returned to the depot directly from field activities.
NOTE 2: Exchangeables are the depot level repairable items returned from field activities directly to the depot for repair. It does not include those depot level repairables generated in the course of aircraft, engine, missile or support equipment depot maintenance.

10. WBS 2.3, formerly DLRs, moved to 4.0, and is split between one of the 4.1-4.3 WBS's as appropriate for Depot DLRs and to 4.5 for DLRs from the field, also, see notes 1 and 2 below the data table.
11. WBS 4.6 is also commonly referred to as software "bug fixes", and WBS 6.5 is referred to as SW enhancements or upgrades.
1. This report is the first official AF reporting of CLS contract costs. Please submit costs using the best available information, and understand that we will learn from this first-time process. Also, the OSD Cost Analysis and Program Evaluation (CAPE) organization is in the process of developing CLS cost reporting guidance that may modify or supersede the AF guidance sometime in the future. Please contact your Center cost staff representative or Mr. Clifford Ivery, AFCAA, 703-604-0459, if you have questions.
2. Break out CLS contract costs using the WBS elements listed below and the contract's CLIN structure or by interviewing the contractor or program manager, document your approach at the bottom of the template.
3. Further break out those costs into material, labor, and total labor hour categories (columns).
9. Many contractors have this information available in some form and may be able to support this reporting requirement without additional funding. Their accounting systems should have at least a functional breakout of expenses that they incur on the contract. Use existing systems to the greatest extent possible and your best judgment to allocate costs where necessary. Document your approach.
4. If a Government Depot or other Government organization performs repairs on your system, then list those costs separately in the Total Government Costs columns, this will not apply to all programs.
5. Ignore WBS elements that are not part of your CLS contract.
6. If contractor labor provides direct operating support to a weapon system, include those costs in WBS 1.0, Example: UAVs.
7. Use and document percentages in excel comment boxes, so that an analyst can replicate your calculations.
8. Where possible, costs should be segregated by MDS when multiple MDSs/weapon systems/programs fall under one contract, use a separate sheet for each MDS/weapon system, this may not apply to all programs.
