The Contractor is responsible for supply management and repair, base level support, and administration/management. This allows the Government to maintain and operate AMP and RERP modified C-5 aircraft worldwide.

1.1 Definitions

The following table provides Terms and Definitions to be utilized for clarification purposes in this PWS.

Term Definition

Mean Time To Repair (MTTR) A basic measure of maintainability; it is the sum of corrective maintenance times at any specific level of repair divided by the total number of failures within an item repaired at that level during a particular interval under stated conditions.

Lateral Support United States Air Force (USAF) policy allows for lateral support, or the shipment of assets from another base, to satisfy Mission Incapable

Awaiting Parts (MICAP) customer backorders.

Mean Down Time (MDT) The mean or average time that a Line

Replaceable Unit (LRU) is not operational due to repair or preventative maintenance. Includes logistics and administrative delays.

Administrative Lead Time (ALT) The interval between initiation of procurement action and awarding of contract or placing of order.

Requisition Objective (RO) The requisitioning objective is the quantity of stock the retail supply system will have on-hand and on-order at any given point in time to support peacetime operations.

Logistics Time The period of calendar time from when a failure/malfunction is detected and validated by the maintainer to the time that the failure/malfunction has been resolved.

Shop Flow Days (SFD) The time the reparable is input for repair to the date of serviceable output. Air Force Materiel

Command Manual (AFMCMAN) 23-1, Requirements for Secondary Items (D200A, D200N), paragraph 23.12.1

Beyond Economic Repair (BER) Repair cost is above 75% of new procurement cost.

4.1 Supply Management

Under this logistics support contract, the Contractor is responsible for item management and repair of all peculiar items as listed in Exhibit A. During the life of this contract various items will transition from Contractor responsibility to that of Government management. This decreased level of support will be reflected in a different level of support being awarded each year based upon the number of items being managed by the Contractor. Stock level requirements will be provided to the Contractor, and the Contractor shall be responsible for maintaining designated stock levels for peculiar items at designated locations. The Contractor shall establish contractual agreements with the Original Equipment Manufacturers (OEMs) and/or other suppliers or Sources of Repair (SORs) for the supply of units. These units are to be maintained under a two-level maintenance concept in which units will be returned directly to the Contractor‘s designated locations for repair. All AMP peculiar items are no longer under warranty. RERP peculiar items are covered under a warranty program managed by the

Contractor.

5000.64, Defense Property Accountability, requires that accountability records be established for all property (property, plant and equipment) with a unit acquisition cost of $5,000 or more, and items that are sensitive or classified, or items furnished to third parties, regardless of acquisition cost. Property records and/or systems are to provide a complete trail of all transactions, suitable for audit.

Additionally there is a DoD requirement to enter into the DoD wide virtual Unique Item

Identifier (UII) AMP & RERP items of equipment and spares to be uniquely identified virtually. This is a measure to begin tracking all units until a physical marking can be applied.
