C-5 ENVIRONMENTAL &

FLIGHT CONTROL COMPONENTS

FD2060-07-10391

1.0 DESCRIPTION OF SERVICES. The Air Force has a requirement for depot-level repair to be performed on C-5 Environmental and Flight Control components. The government will furnish reparable condition Manifold Assemblies, as they generate. This Performance-Based Work Statement defines those services, data, and materials to be supplied by the contractor to provide sustainment support and repair for the C-5 Environmental and Flight Control components proprietary to Parker Hannifin. The depot-level maintenance to be performed includes, but is not limited to, teardown analysis and repair, testing, procurement of spare components, packaging, handling, storage, transportation, as well as data collection. Within the context of this document, support shall include the types of activities listed in paragraph 4.1 below. The associated National Stock Numbers are listed in Appendix A. These services will enable the C-5 aircraft to perform its peacetime and wartime missions.

2.0 SERVICES SUMMARY (SS). The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

GENERAL INFORMATION.

4.1 Repair. The contractor shall provide all plant facilities, labor and equipment, materials, resources, and services necessary to perform successful repair, calibration, and functional test required to restore the C-5 Environmental and Flight Control Components listed in Appendix A to a serviceable condition. Successful repair of the components will be in accordance with procedures outlined in the appropriate Technical Order (T.O.) listed in paragraph 5.0.B, Appendix. For T.O.s that are outdated per contractor’s specifications, contractor’s data will be used. Contractor will notify the PMS of changes/updates where there is discrepancy between the T.O. documents.

4.1.1. The contractor shall not repair any end items where the total cost of parts and labor exceed 75% of the Government stock list price of the item without authorization. When repair exceeds the 75% threshold, contractor shall contact the PMS Seller through the ACO/PCO and provide cost breakdown of the required parts. The PMS will coordinate with the Materiel Manager and Equipment Specialist to determine if Over & Above repair or condemnation will be authorized. Any/all residue from proposed contract will be disposed of in accordance with normal plant clearances as determined by the ACO/PCO and the PMS.

4.1.2. The contractor shall provide earliest delivery schedule possible per line item, per delivery order. Aircraft availability schedules are predicated on delivery estimations. Delayed deliveries impact aircraft availability, and, therefore, the C-5 day-to-day and wartime missions. One hundred percent adherence to delivery schedules is imperative.

4.2 Quality Control. The contractor shall develop and maintain a quality program that meets the requirements of ISO9001:2000 or equivalent. No component shall be replaced with any other item of different configuration or part number, as called out in the applicable overhaul T.O. and/or the Illustrated Parts Breakdown (IPB) of the applicable T.O. without prior approval from the Air Force’s assigned system engineer (730 ACSSS/GFEAA). Contractor shall notify the PCO of changes in overhaul/repair procedures, safety summary/warnings/cautions/notes, parts/part numbers, illustrations, and special tools and test equipment. The PCO will flow such information to the Equipment Specialist for Government T.O. update.

4.3 Quality Assurance. The Air Force DCMA QAR will perform on-site inspections of the contractor’s production and quality control programs to monitor performance and ensure that satisfactory services are received. Quality compliance will be monitored using the deficiency reporting systems defined in T.O. 00-35D-54. No more than 1 PQDR for the total of NSNs on the entire contract is acceptable. The contractor shall be responsible for initially validating customer complaints. However, the Air Force representative shall make final determination of the validity of customer complaint(s) in cases of disagreement. Air Force acceptance of the repaired item will be made at the contractor’s facility and will be documented via a Wide Area Workflow (WAWF), Material Inspection and Receiving Report.

4.4 Asset Packaging and Disposition. Transportation requirements shall be in accordance with the Transportation Data for Solicitations Form (DD 1653) and packaging in accordance with the Packaging Requirements Form (AFMC 158). When shipping containers are received that meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, they shall be reclaimed, stored, and protected for reuse. Unserviceable containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158. For instances of asset discrepancy identification, condemnation, or repair completion and final inspection, the contractor shall contact the Air Force’s Point of Contact to obtain disposition instruction for the related misidentified, condemned, or serviceable condition asset.

4.4.1 Disposition instruction will be reflective of the situation and/or the Air Force’s priority of need. Options will range from on-site demilitarization procedures to commercial shipping. Routine requirements will ship by normal traceable means (i.e., ground), and MICAP and SURGE requirements will ship by fastest traceable means (i.e., overnight).

4.4.2 FAST TRANSPORTATION will be implemented for serviceable condition assets involved with this procurement effort, IAW AFMCFAR 5352.247-9019.

4.4.3 Unique Identification. (FAR 252.211-2-6 applies). The contractor shall provide DoD unique item description, or a DoD recognized unique identification equivalent, for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

4.5 Performance of Service During Crisis. . The FC has determined, In accordance with DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crisis, these services are not considered to be mission essential during time of crisis.

4.6 Inspection of Services. FAR 52.246-4 applies. This clause will be inserted into the contractual document. It details the Government’s right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.

4.7 CAVAF. The contractor shall report using Commercial Asset Visibility (CAVAF) (CDRL A001, DI-MGMT-81634A). The contractor shall provide data related to the tasks and efforts conducted for each reparable unit. Government contractors must use a valid Public Key Infrastructure (PKI) certificate to access/log into CAV AF. If CAVAF training is required and for information concerning the PKI requirement, contract 586 CBSS/GBMCA, Centralized Sellers Office (CSO), Robins AFB GA 31098, Phone (478) 926-3450, for additional information. The contractor shall conduct production reporting on a daily or as transactions occur basis.

4.8 Alert/Safe Alert. Electronic submission of Alert/Safe Alert GIDEP Form 97-1 is preferred; however, the contractor has the choice to use either method to notify the government of any material deficiencies which have adversely impacted or have potential to impact within 24 hours of discovery (CDRL, DI-QCIC-80125B).

4.9 GIDEP ALERT/SAFE-ALERT RESPONSE. Contractor shall prepare a GIDEP Response to Alert/Safe Alerts as required by AFMCI 21-113, paragraph A3.8.4 (page 112) (CDRL, DI-QCIC-80126B).
