RFP FA8523-11-R-23465 Questions and Answers Set-2

1. Please clarify that the Performance Work Statement (PWS) References listed on the Fact Sheet (Attachment 1) are correct. There are numerous examples of inconsistencies such as:

PWS FACT Sheet I. R&M Engineering R&M II. No reference DMSM III. Equipment/Technical Sup No Reference IV. Logistics Support Integrated Logistics Sup V. No Reference Supply Chain Mgt Readiness Response:

I. R&M Engineering - PWS reference is R&M (PWS pg. 2/ R&M Engineering PWS 4.2.4).

The FACTS sheet reference is R&M.

II. DMSM - Your question references the incorrect acronym. The correct acronym is DMSMS found in PWS 1.0, 4.0, 4.2, 4.2.3, 4.2.3.1 and Appendix A - CDRL A005.

The FACTS sheet reference is DMSMS.

III. Equipment/Technical Sup - PWS reference is 1.0, 4.2.1., 4.2.3.5, 4.2.4.2, 4.2.8 There isn’t a direct FACT sheet reference for this category because past contracts demonstrating performance of the capabilities listed in section M of the solicitation will cover this category.

IV. Logistics Support – PWS reference is 4.3 The FACTS sheet reference is Integrated Logistics Support V. Supply Chain Management Readiness Support– PWS reference is 4.2.3.4 The FACTS sheet reference is Supply Chain Management Support

2. Can you please provide a crosswalk between the Section M Eval Criteria and the requirements listed on the Fact Sheet (Attachment 1)?

Section M Fact Sheet Product Assurance Information Assurance IA Category 2 IA Category 1 Response: The FACTS sheet has been revised to align with Section M. Product Assurance is now in Group I and Information Assurance is in Group 2.

3. Based on the RFP there is no page count allocated for an Executive Summary or Introduction of prime contractor their respective teammates. Will the government consider amending the RFP to allow for an Executive Summary in Volume I?

Response: Offerors shall comply with the page count as currently stated in the solicitation, section L.

4. Does the government request the contractor to provide Attachment 5 (Past Performance Tracking) with the proposal submission?

Response: Yes, Attachment 5 (Past Performance Questionnaire Tracking Record) should be included in Volume II.

5. Does the government want resumes of key personnel? If so, in which Volume?

Response: No, offerors are not required to submit resumes of key personnel.

6. The RFP Section L, para D.3 requests a list of contracts to include “Brief Program Description (Include Relevancy & Qty)”. Can you clarify what the Government is looking in terms of quantity?

Response: The reference to “Qty” is part of the boilerplate, and would apply to a supply contract included on the list.

7. I wanted to ask a generic question concerning proposals and “informal” Joint Ventures. I know that the SBA recognizes them but wanted to know if Warner Robins does also, and if so, what needs to be furnished with a proposal for an Informal Joint Venture to be acceptable for an award. I assume that both parties to the Joint Venture would need to fall under the NAICS code if the award is to be made as a small business set-aside.

Response: An SDVOSB can enter into a joint venture if it meets the requirements in FAR 19.1403(c) and meets the joint venture requirements in 13 CFR 125.15(b). 13 CFR 125.15(b)(2) covers the requirements a joint venture must meet to perform an SDVOSB set-aside contract. Furthermore, FAR 19.1403(c) allows a joint venture to be considered a SDVOSB if -

(1) at least one member is a SDVOSB and makes the representations in FAR 19.1403(b);

(2) each is a small business under the size standard
corresponding to the NAISCS code assigned to thisprocurement;
(3) the joint venture meets the requirements of paragraph 7 of the

explanation of Affiliates in FAR 19.101.

8. During the Q&A the government indicated that the number of personnel requested for this effort is 15. 13 of the 15 will be housed at RAFB. However the non CLIN x009 unit of issue for each year is greater than 13. Please clarify the personnel requirements per CLIN, per year.

Response: CLINs x001-x008 cover the maximum number of personnel that may be needed, which is 15. If 15 personnel are needed, the government will provide office space and accommodations for 13. Office space and accommodations for the two (2) remaining personnel must be furnished by the contractor, and CLIN x009 provides an estimated quantity of 24 for two pesonnel.
