Multiple Award Contract for Modifications Post-Teleconference Questions

Q1: There was discussion at the last Industry Day about the effort potentially being categorized as a small business set aside for NAICS code 541330. Has the size standard and NAICS been established or will that be finalized with the acquisition strategy approval.

A1: Only the NAICS code of 336411 (Aircraft Modifications) will be utilized.

Q2: Will you also be posting an industry attendance roster from the two telecons? It would be very helpful to be able to reach out to possible teaming partners.

A2: A copy of the attendance roster was provided with the minutes from the telephone conference and can be found on Page 2 of that document.

Q3: You indicated that SO/PR is still planned as a SB set aside as a Multi award IDIQ, can you tell us how many awardees there will be in the SB category?

A3: This effort will be entirely set-aside for small business. The Government anticipates awarding up to six contracts.

Q4: As we prepare our resources to respond can you tell us how many pages the response will be limited too?

A4: This will be specified in Section L – Instructions to Offerors upon release of the Draft and Final Solicitation.

Q5: How long is the response period once the final solicitation is released?

A5: This will be specified in the RFP when posted. In accordance with FAR 5.203(c), there will be at least a 30-day response time for receipt of proposals from the date of issuance.

Q6: From the documentation provided to date it appears the primary aircraft being supported are the C-130 and H-60 are there other airframes with which experience is beneficial?

A6: This will be specified in Sections L and M of the RFP document.

Q7: Are there any plans for an additional industry day to be held between the draft and final release beyond the teleconference already held in March 2018?

A7: No.

Q8: Do you know if there would be a CMMI certification required?

A8: The Government does not outline any Capability Maturity Model Integration (CMMI) requirements concerning software process maturity within the basic Statement of Work (SOW). Note, although a CMMI level is not specifically identified, it is expected that the processes follow ISO-STD-12207 as outlined within the SOW.
