Text version
1. Is there any consideration, even if you have a hangar requirement, that some of the work requirement be done in the field?
a. Most modifications will be done at the operating units and will not require hangar space. Contractors must however have ready access to hanger space for orders that require it.
2. If work is going to be done at the unit level, do you want to make the facilities as the driving cut off feature?
a. SOF is an agile mission that often requires quick turnaround to meet the missions. Ready access to hangar space is necessary for some requirements, and the Government expects that all awardees under this contract will be capable of performing any of the generated requirements.
3. Will there be any OCONUS performance required?
a. Yes, CONUS and OCONUS requirements are possible. No aircraft modifications are expected in theatre, but FSRs may be sent for repairs on orders with ICS support.
4. Do the primes have to be exclusive? Can they be both?
a. There is no restriction on being both a prime and subcontractor.
5. Are you going to do a sample Task Order?
a. Yes, there will likely be two sample tasks. Those sample tasks will be used for the technical evaluation and potentially the cost/price evaluation.
6. Would engineering and production of modifications be ordered separately?
0. This is not an engineering contract vehicle. Most modifications ordered will be for existing solutions. Any NRE will likely be tied directly to a modification order.
7. Do you expect contractors to have everyone assigned to each labor category listed?
a. There will be no pre priced labor rates at the basic IDIQ level. Pricing will be evaluated at the order level.
8. Will there be any T&M CLINS? What are the pricing arrangements?
a. No, there will be no Time and Materials or Labor Hour CLINS. The pricing arrangements will be FFP, CPFF, and CRNF for travel.
9. In reference to ISO certifications, do we have to be certified?
a. Prospective offerors should be ISO compliant, but certification is not required.
10. Will both fixed and rotary wing requirements be included on this contract?
a. Yes, both fixed and rotary wing requirements will be included. It is not expected that all primes have experience in both. The Government understands that partnering or subcontracting will be required in some cases.
11. What is the anticipated RFP date? Award date?
a. The Government anticipates release of the RFP in June of 2017 and award in March of 2018. These dates are subject to change.
12. How many awardees does the Government expect to select?
a. The Government will select no more than 5 awardees.
13. Would the Government consider allowing for relevant past performance that is five years old?
a. The Government has not yet determined how many years back will be considered relevant.
14. Must 51% of the work be performed by the prime on every order? How could an integrator take part?
a. As this will be a small business set aside, the prime contractor must be capable of performing 51% of all work at the overall contract level. This is monitored by the contractor’s ACO. The prime must not be unduly reliant on other contractors to perform the work under each order.
15. How will testing be handled (first article, developmental, etc.)?
a. Testing requirements will be specified on each order. Contractor testing will be performed in accordance with the CDRLs. Government testing and any necessary contractor support will be specified for each order.
16. Will awardees be required to provide local support?
a. Yes, the PWS will specify the need to have a local point of contact that Robins AFB personnel can meet with if necessary.
17. Will Field Service Representatives (FSRs) or Contract Field Teams be necessary under this contract?
a. Yes, both are potential requirements.
18. Why isn’t this a requirement under the OASIS contract vehicle?
a. OASIS is primarily for engineering services and A&AS. Our effort is primarily modification focused. Previously, these actions would have fallen within the scope of F2AST, but due to a lack of interest, those contract vehicles will not be re-competed.
19. Would you consider making separate Fixed Wing and Rotary awards?
a. No, the Government intends to cover modification needs for the entire division. Often, the same modifications are performed on both kinds of aircraft on separate contracts. Having a common contract vehicle will reduce contract costs and administrative burden.
20. We are concerned that having a contract clause requiring us to work with OEMs will create OCI issues and other problems. Will the Government consider removing this requirement?
a. The Government does not intend to have a clause requiring relationships with OEMs. The Government does expect that contractors should understand that it may be necessary to reach back to an OEM for support in the performance of a modification. Contractors should be prepared to do so if necessary.
21. If selected for contract award, must a contractor provide a quote for every order?
a. No, the Government will not require a contractor to provide a quote for every order. The contractor should have the ability to perform any of the modifications that may arise under this contract. The Government also advises that it will be up to the contractor to manage its workload appropriately and avoid taking on too much workload.
22. Are joint ventures allowed to submit proposals?
a. Yes.
23. Is past performance evaluated for each member of a joint venture?
a. For joint ventures, each member of the joint venture will submit past performance for review. The past performance requirements will be clearly defined in Section L of the Request for Proposal (RFP).
24. Will a draft RFP with sections L&M be released for feedback?
a. It is likely that a draft RFP will be released.
25. Will there be another Industry Day held after the draft L&M are released?
a. No, the Government currently does not anticipate holding another industry day. There may be a pre-proposal conference, but that has not yet been determined.
26. How will the Government avoid contractors why try to “low-ball” the proposal?
a. Price/cost proposals will be evaluated for reasonableness and balance. Cost realism analysis may be conducted. Additionally, for this source selection, trade-off procedures will be used, meaning price will not be the only consideration for award.
27. Is the Government’s expected contract value of $525 enough ceiling to last five years?
a. Given the current known requirements, yes, this is a large enough ceiling. Should things change during the course of performance, the Government can explore increasing the ceiling or work to award a follow-on contract sooner.
28. Is there any constraint on where the contractor’s manufacturing facility must be located?
a. No.
29. What if a contractor graduates from the SB program during performance of the contract?
a. A contractor will continue to be considered a small business for the duration of the contract and will continue to be eligible for orders for the remainder of the contract.
30. Will orders be centralized or decentralized?
a. Orders will be centralized.
31. Will orders include requirements from other organizations?
a. Requirements for other organizations will be considered on a case-by-case basis and must pertain to the same aircraft as specified in the PWS.
32. Have you considered cyber security requirements?
a. Yes, cyber security is addressed in the PWS and CDRLs. Relevant clauses will be included in the RFP and resultant contracts.
33. Are organic depot stand-ups within the scope of this requirement?
a. No.
34. Is there a list of programs expected to be awarded under this contract vehicle? Can it be released?
a. No, the Government does not have a list to release at this time.
35. Will the Government be performing site surveys prior to award.
a. No, the Government does not anticipate performing site surveys. If the source selection team needs assistance in determining a contractor responsible, it may request that the ACO perform a site visit.
36. How will the Government handle adding/removing subcontractors?
a. The Government will not specify a list of subcontractors for this contract vehicle. Basic contract awards will be made to prime contractors only. For each order proposal, awardees submit a proposal including information for subcontractors that will be used on that order.
37. Will there be any socioeconomic program requirements?
a. No, this will be a small business set-aside with no further category restrictions.
38. Will the use of GFP be allowed?
a. Yes, GFP may be considered on individual task orders.
39. How much software development will be required?
a. Software development would be minimal and restricted to software changes incidental to a modification.
