About this file

This is a Questions and Answers (Q&A) document addressing inquiries regarding the manufacturing and delivery of Elevation Gearboxes for an antenna system. The contracting officer is Brandon A. Jones, NH-03, DAF, AFLCMC/ESGK-R (Strategic Ground Sensors), with a document date of April 23, 2026.

Key clarifications addressed include: the correct part number is H496666 (not H96666); the gearbox will be delivered without a lubrication system since the units are mounted horizontally, eliminating the need for oil pumps; contractors may propose a general-purpose oil pump as a test fixture if deemed necessary, which would then become a deliverable; and both upper and lower Elevation Gearboxes are identical units featuring a concave spherical mounting detail. The Government will provide a convex spherical rocker plate for mounting only if it is received with the spare gearbox currently in transit. Regarding deliverables, contractors must provide the mounting plate and hardware (including flat shim plate, bolt plates, and mounting bolts) with the new gearbox; removable lifting hooks must be included as deliverables since they are essential for safe handling and frequently become misplaced; and special tools and fixtures used in manufacturing should be documented as special tools and provided as deliverables. Test fixtures proposed by the contractor will automatically become contract deliverables and must be properly documented. The Government confirmed that the GFP Elevation Gearbox for reverse engineering represents the exact model to be replicated.

Q1: Drawing H96666 does not appear to be in the document package provided by Government. However, Drawing H496666 appears to be the drawing being referenced in the SOW. Is this a typographical error with Drawing H496666 being the reference intended by the Government?

Answer: The PN is a typo. The correct PN is H496666.

Q2: Is the Lubrication System (pump, plumbing, etc.) included as a deliverable, or are the delivered Elevation Gearboxes minus lubrication only required that will accommodate the existing or otherwise supplied lube pumps?

Answer: The oil pump/plumbing was not needed for this gearbox since they are mounted in horizontal positions. See CCB document: Elevation Gearbox Lube Pump Removal CCB- #NOR-AC-03 (03 OCT 2026) If the lubrication system is no longer required, the final TDP deliverable should include the change documented in the CCB package.

Q3: If not a contract deliverable, will a GFP lubrication system be provided for testing purposes? Answer:

See answer for Q2. Test the Gearbox horizontally so that the oil pumps is not required.

Q4: If no GFP lubrication system is provided, will a contractor supplied general purpose system that can be used to supply the Elevation Gearbox during testing be acceptable?

Answer: No oil pump will be provided. If the manufacturer determines that oil needs to be circulated, a generally purpose oil pump should be proposed for testing purposes. If a oil pump is proposed to be used for testing purposes then it will become a deliverable and should be documented as a test fixture.

The newest design revision for the Elevation Gearbox and the narrative from Document

45.13 suggests a modified housing that is identical for both upper and lower positions on the antenna system. These Elevation Gearboxes have a concave spherical mounting detail on the bottom of the gearbox.

Response: The supplier has the correct understanding. The Elevation gearboxs are located on either side of the elevation Bull gear and use the same gearbox design and mounting system.

Q5: Confirm that the GFP Elevation Gearbox for Reverse Engineering is the exact model to be replicated with the concave spherical mounting.

Answer: The GFP Elevation Gearbox for Reverse Engineering is the exact model.

Q6: If required, will a GFP spherical rocker plate be provided for mounting the Elevation Gearboxes for testing the GFP Elevation Gearbox after re-assembly during the NRE reverse engineering process?

Answer: A spherical rocker plate MAY be provided for mounting the Elevation Gearboxes for testing the GFP Elevation Gearbox after re-assembly during the NRE reverse engineering process. The Mounting plate is used to align the gearbox with the bull gear and should not be needed to test the reassembled gearbox. The USG will provide the rocker plate if it is with the spare gearbox. The spare gearbox is in transit and should be received in a few weeks. We can provide more information once it is inspected upon receipt.

Q7: Is the mating convex spherical “rocker” mounting plate, flat shim plate, (2) bolt plates and/or (18) mounting bolts to be manufactured or supplied by contractor or just the gearbox?

Answer: The mounting plate and hardware should be provided (to the USG) with the new gearbox.

Q8: If the spherical mounting plate details are not included in the contract deliverables, will the GFP spherical rocker plate be provided for mounting the Elevation Gearboxes for testing? Or will an alternative temporary test fixture that may not use a convex spherical mounting plate developed by contractor be acceptable for unloaded testing?

Answer: It is recommended that the supplier propose testing fixtures required to perform testing of the gearbox.. If test fixtures are proposed then they will become deliverables and should be documented as test fixtures.

Q9: Can the Government confirm that both Elevation Gearboxes to be delivered are identical or are there variations between the upper and lower units?

Answer: They are identical.

Q10: A number of special tools and fixtures are included in the various documents and drawings provided by the Government. Are any of these items to be included as a deliverable?

Answer: These special tools and fixtures are not deliverables unless they are used to manufacturer the gearbox and then they should be deliverable and documented as special tools. The special tool information was provided to be used by the manufacture as needed.

Q11: A number of removable lifting hooks, etc. are referenced in the various documents and drawings provided by the Government. Are any of these items to be included as a deliverable?

Answer: The removal lifting hooks and etc should be deliverables (to the USG) as they are needed to safely lift the gearbox during packaging and unpackaging and during the R&R process. Many times these items are misplaced when they are removed from gearboxes in the past. The supplier should NOT assume that the GFP gearbox has lifting hooks on it.
