About this file

This is a Single Source Justification document for a simplified acquisition submitted by the Air Force Space Command (AFSC/PZIOB) in April 2021. The contracting officer, Alycia Smith, justified awarding a single-source contract for the ESYD System Furniture Reconfiguration project (Purchase Request F3QCAB6218A001) with an estimated total contract cost of $355,511.90.

The requirement involves cubicle design and furniture delivery for Building 301 Bay B, encompassing design, delivery, and installation of systems furniture workstations to accommodate a minimum of 80 people in a modern cubicle-style environment. The acquisition structure includes one basic ordering period for seven supervisor cubicles, Ordering Period 1 for a minimum of 30 cubicle workstations with associated storage cabinets, and Ordering Period 2 for a minimum of 28 cubicle workstations with associated supply cabinets. The justification for single-source procurement specifies Herman Miller/MillerKnoll components to maintain cohesion with existing workstations already installed in the space. Market research was conducted through the DAF Office Workplace Furniture (OWF) strategic program, identifying four small business dealers representing different manufacturers; however, only one Tier 1 manufacturer can provide the required Herman Miller/MillerKnoll components. To obtain competition, the contracting officer indicated the requirement would be solicited on SAM.gov. The contracting officer determined in accordance with FAR 13.106-1(b)(1) that only a single source is reasonably available for this acquisition.

Section B: Description of the Supplies/Services Required

This effort will provide cubicle design and furniture delivery for Building 301 Bay B. The contractor will provide all labor, material, equipment, supplies, and coordination required to design, deliver, and install systems furniture workstations in Building 301 Bay B. For the purposes of this requirement, systems furniture is defined as collaboration and individual work workstations, chairs, drawer/filing components, and cabinets. The goal is to design a turnkey environment to accommodate a minimum of 80 people in a modern "cubicle-style" type environment. The type of furniture will be modern cubicle-style, suppl and cabinets. storage cabinets, to allow for collaboration.

This acquisition shall consist of one (1) Basic Period and two (2) Ordering Periods. The Government may issue orders for the following requirements:

•Basic Ordering Period: Seven (7) Supervisor cubicles.

•Ordering Period 1: A minimum of thirty (30) cubicle workstations and associated storage cabinets.

•Ordering Period 2: A minimum of thirty (28) cubicle workstations and associated supply cabinets.

Section C: Justification for Soliciting from a Single Source or Brand Name

The space in Building 301 Bay B West Wing already contains workstations that utilize Herman Miller/MillerKnoll tabletops/ surfaces. Therefore, the additional workstations will need to utilize Herman Miller/MillerKnoll components in efforts to create a cohesive space for the ESYD workforce.

Section D: Efforts to Obtain Competition

Market research has been conducted. Sources of supply referenced were those under the strategic DAF Office Workplace Furniture (OWF) program. The Tier II suppliers were pulled from the dealer matrix of small business dealers assigned to the Robins AFB area. A total of four dealers were selected, one representing each of the Tier 1 Manufacturers. However only one Tier 1 Manufacturer can provide Herman Miller/MillerKnoll components. Therefore in efforts to obtain competition, the undersigned CO will be soliciting this requirement on SAM.gov.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

If the need should arise for additional workstations in Building 301 Bay B West Wing, the requirement for the workstations to utilize Herman Miller/MillerKnoll components still stands.
