About this file

This is a Site Visit Questions and Answers document for federal solicitation FA850126Q0061, addressing clarifications on infrastructure requirements for a security system installation at Robins Air Force Base.

The document covers eight key areas: (1) Delta Fiber connectivity will be utilized with existing lines established for cage connectivity to Building 228 (Data Center), with additional strands available upon request; (2) Building 905 contains three communication rooms; (3) interbuilding fiber pathways already exist from Building 905 to Buildings 288 and 988/BDOC via existing infrastructure, with base communications assistance available if new fiber installation becomes necessary; (4) Government-owned single-mode fiber strands are currently available between the three buildings, with additional strands acquirable upon request and no known patch panel or termination locations specified; (5) contractors must furnish additional network switches if needed, though an existing Cisco network switch is already available in Building 905; (6) all architecture and equipment must comply with the Non-Nuclear Configuration Management Database (CMD) dated March 23, 2026; (7) contractors are responsible for all electrical items (circuits, panel modifications, transformers, conduit, shutdowns) unless already in place, with inquiry to Civil Engineering/Communications for existing infrastructure verification; and (8) Government-controlled delays including access delays, secure-area construction delays, network assignments, BDOC change-window availability, approvals, and system availability during testing will be treated as excusable delays supporting appropriate schedule relief.

Site Visit Q&A ~ Solicitation FA850126Q0061

1. Will Delta Fiber be utilized or will lines need to be run for connectivity in Cage? If so, will they run all the way to Bldg. 228 (Data Center)?

Delta Fiber will be used, lines are already established due to other alarm installations in the building, if they need more strands of fiber, this will be coordinated with the customer.

2. How many comm rooms are there in Bldg. 905, Is there more than 1?

There are (3) total comm rooms in Bldg. 905

3. Interbuilding Fiber / Pathway – Building 905 to Building 288 to Building 988/BDOC Please confirm the intended physical communications path from Building 905 through Building 288 to Building 988/BDOC. Are existing Government pathways/conduit available and usable for this route, or is the contractor expected to provide any new outside-plant pathway, underground duct bank, trenching, directional boring, or other civil work?

Building 905 already has infrastructure for communication to 228/data center and 988/BDOC via other alarms installed in the building. If any issues arise during installation, base comm would assist in getting new fiber ran via a request from the customer.

4. Existing Fiber Availability and Type Please confirm whether Government-owned fiber strands are currently available and assignable between Buildings 905, 288, and 988. If available, please identify the fiber type (single-mode or multimode), approximate strand availability, connector type, and any known patch-panel or termination locations the contractor is expected to use.

Government-owned fiber strands are currently available, more can be acquired via request, we are using single-mode fiber and no known patch panel or termination locations.

5. Government-Furnished Network / Infrastructure Components Please clarify whether any network switches, SFP/transceivers, encryption/interface devices, rack space, rack hardware, UPS capacity, patching infrastructure, or other network/security components will be Government-furnished or made available for contractor use. If none are Government-furnished, please confirm the contractor is responsible for furnishing all such components required for the approved topology.

Any additional switches would be furnished by the contractor but should not be necessary as there is already a Cisco network switch available in Bldg. 905.

6. Current Robins AFB Vindicator / CMD Standard The requirement references Vindicator V5 or the current base standard. Please identify the currently approved Robins AFB / 78 SFS Honeywell Vindicator/CMD architecture, software version, controller/head-end standard, and any required approved equipment list or specific part-number standard that offerors should price against.

All architecture/equipment will be off the Non-Nuclear CMD (Configuration Management Database) dated 23 March 2026.

7. Electrical Responsibility Please clarify the contractor’s electrical scope. Is the contractor responsible only for ordinary security-system power connections/branch support at existing available power, or should the proposal include new circuits, panel modifications, transformers, extensive conduit, utility shutdowns, or other electrical construction? Please identify any Government-furnished electrical infrastructure available at the proposed Building 905 head-end location.

Contractor would be responsible for all these items unless it is already in place, which would be a CE/Comm question, the only thing we are aware of there on our end is the infrastructure for alarms already installed in the building.

8. Government-Controlled Delays / Schedule Relief Please confirm that delays outside the contractor’s control—including Government access/escort delays, delayed completion or modification of the secure-area construction, Government network/IP/VLAN/port assignments, BDOC/datacenter change-window availability, Government approvals, or Government system availability during acceptance/stability testing—will be treated as excusable delays and will support appropriate schedule relief rather than being counted against the contractor’s performance period.

Yes, they would be treated as excusable delays as the customer and ESS representative both agree it is warranted.
