About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation FA850126Q0044, addressing inquiries about access control system installation for Building 2051N at Robins Air Force Base. The procurement requires installation of a Kantech Access Control System (or equivalent) supporting four exterior secure doors and ten interior wireless-enabled doors. The contractor must supply all labor, materials, cabling infrastructure (approximately 500 linear feet), controllers, software, and associated hardware to deliver a fully operational standalone system with no integration to existing base networks.

Key technical requirements include: provision of 200 MIFARE 2K smart card credentials for interior wireless locks; serverless architecture with local network equipment and a CPU/workstation in Room 204 for system administration; three-hour on-site technician response time during warranty; credential-based ingress and free egress via electrified panic bars on exterior doors with door position monitoring; and support for Georgia state electrical and low-voltage contractor licensing requirements. The contractor is responsible for all network infrastructure, cabling, and equipment procurement, while the government will not furnish MIFARE credentials or network connectivity. The facility is a 32,000 square-foot building constructed in 1992 with brick perimeter walls, metal door frames, dropped ceilings, and stable power. This is a firm-fixed-price procurement with no progress payments allowed, set-aside for small business concerns, with quotes due by June 24, 2026.

Access Control System Installation for Bldg 2051N

1. Can the Government confirm whether any specific State of Georgia electrical or low-voltage contractor licensing requirements apply to this procurement, and if so, whether such licensing is required at proposal submission, award, or performance? Under FAR Clause 52.236-7 (Permits and Responsibilities), the federal government contractually mandates that private firms maintain all necessary state licenses. Local job postings for commercial contractor roles on Robins AFB explicitly list a valid Georgia state license/certification as a mandatory requirement.

2. Can the Government clarify whether the required three-hour response time during the warranty period refers to acknowledgement/remote support response or on-site technician arrival? Government client will require On-site technician support during the warranty period.

3. Will the Government furnish the approximately 200 MIFARE credentials referenced in the Statement of Work, or shall the Contractor provide new credentials as part of this effort? The contractor will be responsible to supply 200 MIFARE credentials.

4. Will Government-furnished network connectivity be available at the controller and wireless lock gateway locations, or shall the Contractor provide all required network infrastructure necessary to support system operation? The Contractor will provide the required network infrastructure necessary to support system operation.

5. Is the new access control system intended to operate as a standalone deployment within Building 2051N, or integrate with an existing enterprise access control system? This will be a standalone system.

6. Is there an existing access control system currently installed within Building 2051N? No

7. If so, should existing controllers, readers, door hardware, cabling, and associated equipment be removed and disposed of by the contractor, or remain in place unless specifically replaced by the new system? N/A

8. Are existing request-to-exit devices, readers, power supplies, and cabling intended to be reused where serviceable? N/A

9. For the four (4) exterior access-controlled doors, is the Government's intended operation:

1. Credential-based access (card reader) for ingress, Yes

2. Free egress utilizing the electrified panic bar, Yes

3. With door position monitoring through the DPS devices? Yes

10. Interior Wireless Locks / CAC-PIV Credential Compatibility

11. The SOW references wire-free smart locks for the ten interior doors. Please confirm whether the Government would prefer the interior wireless locks to support DoD CAC/PIV card credentials. The Government prefers the dedicated smart card credential solution over the DoD CAC/PIV card standard for the interior wireless locks. As specified in the Statement of Work (SOW), the vendor is required to provide 200 MIFARE 2K smart cards to support this requirement.

12. Serverless Access Control Architecture / Workstation Requirement

13. The SOW references an access control server and also identifies a CPU/workstation with monitor. Please confirm whether the Government will accept a serverless access control architecture where the access control controller retains the system intelligence and database functionality, provided the contractor still furnishes the required CPU/workstation and monitor for system administration, programming, reporting, and normal operator use. Yes, this solution is acceptable. It directly aligns with our requirement for the system to operate as a standalone configuration with no connectivity to the base network.

14. Standalone System / Network Connectivity Please confirm whether the access control system is intended to operate as a fully standalone system and not be connected to the existing base network. If the system is intended to be standalone, please confirm whether the contractor should include the required local network equipment, such as a dedicated switch, to support communication between the workstation, controller, and associated system components. Yes. The vendor shall provide all local network equipment required to fully support all components of the access control system.

15. Exterior Door Crash Bar Hardware During the site visit, we discussed the exterior ECP crash bars. To ensure the correct hardware approach is proposed, can the Government provide the existing crash bar manufacturer and part number/model for the exterior doors, if available? The requested information is unavailable due to the age of the legacy equipment. Please advise if providing additional photographs or video footage of the existing panic hardware (aka Crash Bar) would assist in your evaluation.

16. How old is the facility? 1992

17. How much square footage is in the facility? 32,000sf

18. How stable is the power? Yes

19. Is there a dropped ceiling in all areas of installation? Yes

20. What type of walls are in the perimeter areas? Brick

21. Do we need to drill between the walls, to run our cable infrastructure? Only the outside exterior walls

22. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be? 500ft

23. Are the door frames metal and concrete filled? Metal

24. Please provide a comprehensive list of quantities of all IDS items needed (e.g. total number of motion sensors, glass breaks, etc.) per location. No IDS systems required.

25. Do you currently have existing IDS Sensors in your doors? Please specify which doors. No

26. What is the manufacturer of the existing IDS system? N/A

27. Will we be able to reuse the existing cable? If so, what type of cable is there currently? No

28. Are Ceilings Suspended? Or Hard Lid? Suspended

29. Are there existing Cable Trays for wiring above ceilings? No

30. Can Existing Wiring be utilized? No

31. Is a “UPS” required? If so, What Time/Power Duration is required? No

32. re “Or Equal” Equipment substitutions allowed? Yes

33. Is “Plenum Wire” acceptable? Yes

34. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t? Correct…this is a fix firm priced

35. What is the height of Exterior Cameras? (If any) N/A

36. Please provide/post other “Q & A” requests. N/A

37. Please provide a list of equipment and parts # that are to be installed. Please note SOW for info.

38. Are there pipe chases between floors? N/A

39. What is the range of the budget for this project, and is it already appropriated? We cannot provide information on this.

40. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed? No, this will be a firm-fixed price, one-time payment

41. How many feet of new wire will have to be run? 500ft

42. What kind of cipher lock and quantities are required e.g. X-10 wire-free smart locks (e.g., XS4 or equivalent) 10 count
